WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning have in all matters been complied with. • WHEREAS, The zoning ordinance requires consistency between the comprehensive plan and the zoning map and the proposed zoning change would necessitate a change to the Comprehensive Plan Development Plan Map. An amendment to the Comprehensive Plan Development Plan Map is hereby endorsed to reflect the changes for the area described In Section 1 from Public/Semi Public to Include the land uses identified in the Missouri State Penitentiary Redevelopment Master Plan. Section 3. The Missouri State Penitentiary Redevelopment Master Plan, Design Guidelines and Development Standards submitted by the Missouri State Penitentiary Redevelopment Commission and Office of Administration, Division of Facilities Management, Design and Construction, State of Missouri, on file as Case No. P06035 in the Jefferson City Planning Division is hereby approved as the Preliminary PUD Plan for the above land referenced herein. Section 4. The following principal land uses are approved for the site:Marina,Yacht Club, Boat Dock, Vocational and Technical Schools, Business Schools, Post-Secondary • Colleges, Universities, Lift Stations,Telephone Switching Stations, Electrical Substations, -3- Water Tanks, Water Towers, Pump Stations, Industrial Laboratory, Medical Laboratory, Research Laboratory, Testing or Experimental Laboratory, Professional Business Office with building area more than 100,000 square feet, Indoor storage for office and Institutional use, Hotels and Motels with building area more than 100,000 square feet, plus land uses of the C-3 Central Commercial Zoning District. Section 5. Common Areas and Public Land. A substantial amount of public land and common area is outlined In the Missouri State Penitentiary Redevelopment Master Plan, however, no public lands are as yet dedicated to the City of Jefferson with this Preliminary PUD Plan. Sectlon6. Access: Vehicular access will be obtained from an internal system of roadways. The primary roadways within the development will connect to Lafayette Street, Chestnut Street, and East Capitol Avenue. Section 7. The subject site was formerly operated as Missouri State Penitentiary and contains approximately 144 acres generally located east of Lafayette Street and north of East Capitol Avenue, in Sections S, 9, 16 and 17 of Township 44 North, Range I L West,Jefferson City,Cole County, Missouri(Dan Bockert,Planting Design Studio,St.Louis,Missouri,consultant). Nature of Request The applicant requests approval of an amendment to the Comprehensive Plan Land Use Map, Rezoning to • PUD Planned Unit Development, and Adoption of the Missouri State Prison Redevelopment Master Plan Design Guidelines and Development Standards as the PUD Plan for the district in order to facilitate the redevelopment of the historic Missouri State Penitentiary property to a mixed use commercial planned development in accordance with the Missouri State Penitentiary Master Plan. Location The subject property is generally located east of Lafayette Street and north of East Capitol Avenue. A variety of zoning districts surround the property including RS4 Medium Density Residential,RA-2 Residential,C-1 Neighborhood Commercial, C-3 Central Commercial, M-1 Light Industrial, and PUD Planned Unit Development. The Central East Side Neighborhood borders the property to die south. Master Plan,Desien Guidelines and Development Standards Analysis Master Plan: The Missouri Slate Penitentiary Redevelopment Master Plan shows the boundaries of the property, the proposed layout and site plan,and an initial overview of how the five"visual zones"will be represented on the site. Design Guidelines: The Missouri State Penitentiary Redevelopment Design Guidelines contains 7 chapters: Introduction,Design Guide Analysis Criteria, Site Planning Desibm Standards, Building Design Standards, Circulation Design Standards, Landscape Design Standards, and Site Element Design Standards. A brief description of each chapter is given as follows: • 1. Introduction-The introduction identifies the purpose, goals and objectives of the plan. Design Guide Analysis Criteria—This chapter identifies the five"Visual Zones"that will make up the • MSP redevelopment district. Each zone will have its own distinct architectural character and suggested land uses. The five visual zones along with brief descriptions are outlined as follows: a. MSP Historic Area—This zone is die primary visual zone and theme gcneratorwithin die district and will be the primary influencing factor for all other visual zones within the district. Proposed facilities within this area include office space,conference center,MSP Museum,hotel,structured parking and plaza development. b. Public Service Campus —This zone is located northwest of the MSP Historic Area and will consist primarily of public service office space, structured parking and plaza and courtyard development. The proposed Federal Courthouse facility would be located in this visual zone. c. Public Assembly Campus—This zone is located northeast of the MSP Historic Area and will consist of public assembly facility,hotels,retail/commercial development,structured parking, pedestrian plazas and water features. There is also an elevated link to the rivers edge and an excursion boat landing planned for this zone. d. Office Campus—This zone is located southeast of the MSP Historic Area and will consist of mixed-use office space, structured parking, water features, plazas and courtyards. The DNR Lewis and Clark Building and Missouri State Health Lab are located within this zone. e. Natural Resources Area—This zone occupies die eastern half of the redevelopment district. It's primary function would be to preserve the woodlands and open space on the site as well as provide for recreation trails,picnic pavilions and other recreational amenities. 3. Site Planning Design Standards—This chapter identifies the considerations taken into account in the Site Planning process. Someoftheseconsiderationsinclude: The natural and manmade conditions present on the site,the provision that all new facilities and existing structures must meet ADA requirements,and that • there would be minimal disturbance to the existing topography,vegetation and drainage patterns. 4. Building Design Standards—This chapter provides standards and guidance pertaining to the development of various building components within the redevelopment district. Some of the areas covered include building design objectives, factors that affect the structural character of buildings (such as building material and form),and structural elements that affect the visual character of building(such as entrances and the location of plazas). The chapter provides illustrations and a brief description of the building design standards that should be incorporated within each of the visual zones in the district. 5. Circulation Design Standards — This chapter describes the nature and character of the roadways, intersections,parking,and bicycle and pedestrian features within the redevelopment district. A system of primary,secondary,and tertiary roadways will provide vehicle access within the district and there are two roundabouts planned. A system of primary(6'-10'wide),secondary(min.6'wide),and tertiary(min.4' wide) walkways would serve the district, landscaping and furnishings such as benches, drinking fountains,and signage would be located in response to travel distance and traffic volume. A hierarchal system of Class I,Class II,and Class III bikeways would provide for bicycle access within the site. The chapter also outlines lighting and construction material guidelines for the transportation system. 6. Landscape Design Standards—This chapter describes guidelines regarding the landscaping oftbe district. Topics covered include principles of landscape development,landscape design guidelines,plant material selection,maintenance of plant material and tree protection and preservation. Suggested tree placement for each zone is as follows: Sugar Maple—Elm Zone MSP Historic Area Linden—Ash—Crab Zone Public Service, Public Assembly,and Office Campus Oak—Hickory—Dogwood Zone Natural Resources Area • 7. Site Elements Design Standards—This chapter describes basic guidelines for the placement of outdoor furnishings and amenities used throughout the redevelopment district such as signs,lighting,utilities,and Planning and Zoning Commission September 14,2006 Case No. P06035 Page 3 water features. The chapter also includes a"Wall Plan"on how to incorporate the prison wall and guard • tower into the site. Some sections of the Wall will be removed or reduced in height while other sections will be renovated or restored. The"Wall Plan" identifies three separate openings in the wall that will connect the district to the surrounding area,one for vehicular traffic and two for pedestrian traffic. Eight guard towers will be incorporated into the development while six towers will be removed. Development Standards: The Missouri Stale Penitentiary Redevelopment Plan-Development Standards component provides for the spatial arrangement of the MSP Redevelopment District. The document shows parcel breakdown details and site sections that give a visual perspective on what the development will look like. The document also shows the Landscaping Plan, Grading Plan, Utility Plan, and the Site Plan for the district. Staff Analvsis Permitted Uses. A PUD preliminary plan is used to establish die underlying zoning, allowed uses, density, layout,design and phasing of the development. The MSP Redevelopment District Design Guidelines identifies five"visual zones"which are unique in respect to 0reir land use types and historic significance. Wi0hin these five"visual zones"the following uses are listed: Office Space,Conference center,Museum,Hotel,Structured parking, Plazas, Courtyards, Public assembly facility, Retail / Commercial development, Excursion boat landing, Recreation trails, Picnic pavilions, and other recreational amenities. Based on the uses listed in the MSP Redevelopment Plan,The C-3 Central Commercial zoning district appears to be die most appropriate base zoning for the district with the addition of the following permitted land uses: 1. Marina, Yacht Club, Boat Dock 2. Vocational and Technical Schools; Business Schools, Post-Secondary Colleges, Universities 3. Lift Stations,Telephone Switching Stations,Electrical Substations and Water Tanks,Towers,Pump • Stations 4. Industrial ,Medical, Research—Testing or Experimental Laboratory 5. Professional Business Office with building area more than 100,000 square feet 6. Indoor storage for office and institutional use,no sales to the public 7. Hotels and Motels with building area more than 100,000 square feet Access/fraffic The proposed development area would be served by an internal system of primary, secondary, and tertiary roadways. The primary roadways within the development would connect to Lafayette Street,Chestnut Street, and Dawson Street as well as East Capitol Avenue, Parking. The total quantity of parking in any one location will vary with die needs of the adjacent facilities. ADA standards regarding the minimum number of accessible parking spaces will be followed. The Master Plan identifies 3,850 Parking Spaces, Pedestrian Walkways. The proposed development would be served by a system of primary, secondary, and tertiary sidewalks generally located along die corresponding roadway and along otherhigh pedestrian+traffic routes. Bikeways would also follow a tiered structure with Class I, II, and III bikeways being located in appropriate areas to minimize conflicts between bikes,pedestrians,and vehicles. Building Sizc.The size of buildings will vary across the site. A total of 2,140,548 square feet of gross floor area is identified in the Master Plan broken out as follows: MSP Historic Area 310,048 sq. ft. Public Service Campus 225,000 sq. ft. • Public Assembly Campus 605,500 sq. ft. Office Campus 1,000,000 sq. ft. Each visual zone will be developed so that it will have its own distinct architectural character. Setbacks. There are no setback requirements in the C-3 Central Commercial zoning district. If the C-3 Central Commercial zoning is approved as the base zoning for this PUD district, setback distances would be represented on the PUD Site Plan and approved or denied as part of the Final PUD Plan approval process. Landscaping.A landscaping plan is provided in the Development Standards as well as a plant suitability matrix for each of the five "visual zones." An extensive set of landscaping guidelines are provided in the Design Guidelines. Stormwater. The site will be served by an extensive system of underground storm sewers, which are represented on the Grading Plan in the Development Standards Document. Utilities. An extensive system of underground electric,overhead electric,gas,telephone,sanitary sewer,storm sewer,and water lines will serve the site. The Utility Plan in the Development Standards Document shows the details regarding utility service within the district. Central East Side Neighborhood. The Central East Side Neighborhood borders the Missouri State Penitentiary Site to the South. The City of Jefferson and the Jefferson City Housing Authority have completed the Central • East Side Neighborhood Plan as a guide for the development and revitalization of the area. Staff Recommendation Staff recommends approval of each of die three items. 1.
