RESOLUTION NO. 19-9653
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE CITY
MANAGER AND CITY ATTORNEY TO DEVELOP A
COMPREHENSIVE PLAN OF ACTION TO ADDRESSS
CONCERNS RAISED REGARDING THE CITY'S CODE
ENFORCEMENT PROCESS; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Concerns have been raised regarding the City of Opa-locka code
enforcement process, to wit: application of fines, liens, lien reductions and lien
foreclosures; and
WHEREAS, The City Commission believes that it is in the best interest of the
City to develop a comprehensive plan to address the City's code enforcement
process; and
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION
OF THE CITY OF OPA LOCKA, FLORIDA:
Section 1. RECITALS ADOPTED. The recitals to the preamble herein are
incorporated by reference;
Section 2. AUTHORIZATION. The City Commission hereby directs the City
Manager and City Attorney to develop a comprehensive plan to address the
City's code enforcement process, and to bring back the same to the City
Commission for approval within 60 days of the date of this resolution.
Section 3. SCRIVENER'S ERRORS. Sections of this Resolution may be
renumbered or re-lettered and corrections of typographical errors which do not affect
the intent may be authorized by the City Manager, or the City Manager's designee,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.

Section 4. EFFECTIVE DATE. This Resolution shall take effect immediately
upon adoption, and is subject to the approval of the Governor of the State of
Florida or his designee.

Short Title:
Resolution directing the City Manager and City Attorney to develop a comprehensive plan of action to address
concerns raised regarding the City's Code Enforcement Process.
Staff Summary:
Staff believes the develop of a plan to address Code Enforcement fines, liens, lien reductions, and lien
foreclosures is beneficial to the City because staff will have a policy to follow.
Proposed Action:
The City Manager and City Attorney will work together to develop a plan of action to present to the City
Commission for approval and implementation.
