SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF JULY 11 , 2017
RECOMMENDATION:
The City Council is requested to receive and file the Planning Commiss ion
(C ommission ) actions from their meeting of July 11 , 2017 .
BACKGROUND:
On July 11 , 2017, the Commission he ld their regularly scheduled meeting .
ANALYSIS:
The following is a summ ary of actions taken at the July 11 , 2017 meeting :
1. ROLL CALL:

2 . REORGANIZATION OF PLANNING COMMISSION
A. The Commission took the following actions :
Vice-Cha ir Marston was elected as Chair. Commissioner Cordes was
elected as Vice-Chair.

3 . CONSENT CALENDAR
The Commission approved the minutes from their regular meeting of May 9, 2017 .
4 . PUBLIC HEARING
A. A REQUEST FOR A TIME EXTENSION FOR A TENTATIVE PARCEL
MAP . THE PROJECT IS A FLAG LOT SUBDIVISION WHICH WAS
ORIGINALLY APPROVED ON JUNE 23 , 2015
The Commission approved a time extension for a tentative parcel map
located at 4923 Hallowell Avenue. The tentative parcel map was approved
on June 23, 2015 with an initial life of 24 months . Due to the recent delay of
the lender signing the final map , the property owner requested that the City
grant a time extension for the project. There are no changes to the original
application and there have not been any Zoning Code amendments that
would preclude the continuation of the project. The property is located in the
R-1 zone, and is designated as Low Density Residential by the City's
General Plan .
B. A ZONING CODE AMENDMENT PERTAINING TO THE REGULATION OF
MARIJUANA USES AND ACTIVITIES
The Commission recommended that the City Council adopt the proposed
Ordinance pertaining to the regulation of marijuana uses and activities .
Proposition 64, known as the Control , Regulate and Tax Adult Use of
Marijuana Act ("Adult Use of Marijuana Act" or AUMA) legalized the
recreational use of nonmedical marijuana by persons 21 years of age and
over and the personal cultivation of up to six marijuana plants per
household. Local jurisdictions have the ability to prohibit personal outdoor
marijuana cultivation at a residence and prohibit all marijuana-related
businesses outright, including dispensaries , delivery services , and any retail
services .

8 . UPDATE FROM THE PLANNING MANAGER
Planning Manager Reimers updated the Planning Commission that planning staff
are proactively following up with tentative parcel map applications to avoid last

minute public hearings for extension requests, the ADU ordinance was approved
by the City Council and will take effect August 4, that the City now has weekend
Code Enforcement, and that the Planning Commission will discuss the Mid-
Century General Plan , Crossroads Specific Plan, and EIR at the Planning
Commission Meeting of July 25 .
9 . ADJOURNMENT
The Commission meeting was adjourned at 8 :36 p.m .

Reviewing the Commission actions of July 11 , 2017 , furthers the City's Strategic Goals
of Citizen Education and Communication .
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year 2017-18 City Budget.
