MEMORANDUM DATE: August 1, 2017 TO: The Honorable City Council FROM: Bryan Cook , City Manager • !).,( By: Cathy Burroughs , Director of Parks and Recreation ~ll SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF JULY 19, 2017 RECOMMENDATION: The City Counci l is requested to receive and file the Parks and Recreation Commission actions from their meeting of Ju ly 19,2017 . BACKGROUND: On July 19 , 2017 , the Parks and Recreation Commission held their regularly scheduled meeting . ANALYSIS: Following is a summary of actions taken at the July 19, 2017 Parks and Recreation Commission meeting : 1 . ROLL CALL: Present: Commissione r -Haddad , Rosso , Vance , Vice-Chairman Baroldi, Chairman Georgina Absent: Commissioner-None Excused : Commissioner-None 2 . REORGANIZATION OF COMMISSION The Commission reorgan ized electing Commissioner Baroldi as Cha irman and Commissioner Haddad as Vice-Chairman . City Council August 1, 2017 Page 2 of 3 3. CONSENT CALENDAR The Parks and Recreation Commission approved the minutes of the May 17, 2017 meeting and received and filed the Monthly Reports for May and June 201 7 . 4 . PUBLIC COMMENT A member of the public requested the Parks and Recreation Commiss ion consider recommending an ordinance to the City Council to protect all oak trees in the City. The Commission directed staff to place the item on a future agenda for d iscussion. 5 . UNFINISHED BUSINESS A. PROPOSED AMENDMENTS TO CHAPTER 4 , ARTICLE D, TREE PRESERVATION AND PROTECTION , OF THE TEMPLE CITY MUNICIPAL CODE The Parks and Recreation Commission conside red two amendments to §3- 4D of the Temple City Municipal Code (TCMC) relative to tree preservation and protection . The first amendment identifies that only a person who resides or owns property in the City may appeal a decision of the Director to remove a publ ic tree to the Commission. T he second amendment clarifies that a resident c an appeal a decision of the Director to remove , or not remove , a tree located in the public right of way . The Commission approved the recommendation with one rev1s1on . The proposed ordinance amending §3-4D of the TCMC will be considered by the City Council in September. 6 . NEW BUSINESS-None 7 . MATTERS FROM CITY OFFICIALS A. The Commission received the Parks and Recreation Director's Report for July 2017. B. The Commission re c eived an update on the Senior Master Plan from ad hoc committee members Georgina and Rosso . CITY STRATEGIC GOALS: Approval of the Commission actions of July 19 , 2017 furthers the City's Strategic Goal of Citizen Education and Communication . City Council August 1, 2017 Page 3 of 3 FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2017-18 City Budget.
