AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 8 OF
THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY REPEALING THE PRESENT
ARTICLE II. SECTIONS 8-18 AND 8-19 AND ENACTING IN LIEU THEREOF A NEW
ARTICLE II, SECTION 8-18, ENTITLED " ADOPTION OF THE 2003 INTERNATIONAL
BUILDING CODE" AND A NEW SECTION 8-19 ENTITLED "AMENDMENTS".
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 8 of the Code of the City of Jefferson, Missouri, is hereby amended
by repealing the present Section 8-18, entitled "Adoption of the 2000 International Building
Code"and enacting the following new Section 8-18,entitled"Adoption of the 2003 International
Building Code":
Sec.8.18. Adoption orthe 2003 International Building Code,Fourth Edition.
Code 2003 international Building Code,Published by the International Code Council,Inc.,is hereby
adopted and incorporated herein by reference as die building code of(lie City of Jefferson,Missouri with the
• additions, insertions,deletions and changes contained within this ordinance.

Section 2. Chapter 8 of the Code of the City of Jefferson, Missouri, is hereby further
amended by repealing the present Section 8-19, entitled "Amendments", and enacting the
following new Section 8-19 entitled "Amendments Code 2003":
Sec.8.19.Amendments.
The following additions,insertions,deletions and changes are made to the International Building Cade.
2003 otherwise referred to herein as the Building Code of tine City of Jefferson:
Section 101.1: Insert the wards"City of Jefferson"as name ofjurisdiction,
Section 103.0 Delete Sections 103.1 - 103.3 and insert the following in its place:
Section 103.1 BUILDING OFFICIAL
The department of building inspection known as the Department of Community
Development is hereby continued and the executive official in charge Ihcreof shall be known
as the Director of Community Development. Wherever the words building official appear
in this code,it shall be held to mean the director of Community Development or his designee.
Section 103.2 APPOIN'rMFNT
The director of Community Development shall be appointed and removed as provided by
ordinance.

Section 103.3 ORGANIZATION
• The Director of Community Development shall recommend to the City Administrator the
employment of building inspectors in sufficient numbers to assure enforcement of the
building code.
Section 103.4 DEPUTY
The director of Community Development may designate the division director of building
regulations as deputy,who shall exercise all the powers of the director during the temporary
absence or disability of the building official.
Section 103.5 QUALIFICATIONS AND DITTIES QF I:MPI.OYIiES
The qualifications and duties of the employees of the department of Community
Development shall be in accordance with the Personnel Rules and Regulations for the
Municipal Service of Jefferson City,Missouri,
Section 105.2 WORK EXEMPT FROM I'ERMIT
Delete 105.2 Two fences not over six feet high,
Section 113.4 Delete this section and insert in lieu thereof the following:
VIOLATION PENALTIFS:
Any person who shall violate a provision of this Code or shall fail to comply will)any orlhc
requirements thereof or who shall erect,construct,alter or repair a building or structure in
violation of an approved plan or directive of the building official,orofa permit orccrtificate
issued under the provisions of this code,shall be punished by a fine of not less than$100 or
• . more than $500, or by Imprisonment not exceeding 90 days, or both such fine and
imprisonment. Each day that a violation continues shall be deemed a separate offense.
Section 114.3 Delete this section and insert in lieu thereof the following:
UNLAWFUL CONTINUANCE:
Any person who shall continue any work In or about the structure aflcr having been served
with a stop work order,except such work as that person is directed to perfom to remove a
violation or unsafe conditions,shall be liable to a minimum fine of$100 plus$25 for each
day of the unlawful continuance.
Section 112.1, 112.2,and 112.3 Delete these section and insert in lieu thereof the following:
Section 112.1: MEANS OF APPEAL:
Any owner,agent or other person shall have the right to appeal a decision of the code official
refusing to grant a modification to the provisions or this code covering the manner of
construction or materials to be used in file erection, alteration or repair of a building or
structure. An application for appeal shall be based oil a claim that the true intent of tills code
or the rules legally adopted thereunder have been incorrectly interpreted,the provisions of
this code do not fully apply,or an equivalent form of construction can be used. The appeal
shall be to the Circuit Court of Cole County as established in Article 536 of the Revised
Statutes of Missouri.

In use groups R-2, R-3,and R4 as an alternative to complying with Section 1301.1, the
fol lowing table maybe used as minimum insulation requirements expressed in values for the

Sec.8.20.Parma ices and Penalties.
Ilia fees for building construction permits shall be in accordance with the following schedule:
1. 'flw fee for a Residential Building Permit shall be the Construction Value multiplied by a factor of
• 0.0025(0.25%)except that a minimum fee of$10.00 shall apply. The fee shall include Building,
Electrical,Mechanical and Plumbing Permits,
A Residential Building is defined as a one or two family dwelling.
2. The Fee for a Non-Residential Building Permit shall be the Construction Value multiplied by a factor
0.0030 (0.30%)cxccpt that when Ilia Construction Value is over $2,000,000, the amount over
$2,000,000 shall be multiplied by a factor of.0010(0.10°/x).Ilia fee shall include Building,Electrical,
Mechanical and Plumbing Permits.
3. A fee of Ten Dollars($10.00)steal I apply for maintenance and repair work where the Construction
Value is loss than Two 771ousand Dollars($2,000,00)
4. Ilia Construction Voluc shall be determined by the Building Official based on Ilia latest edition of the
R.S.Mcans Cost Data for new construction. The Construction Value for remodeling,alterations and
repairs shall be 70%of tltc computed value for new construction.
S. The Building Official may,a crthc permit is issued,adjust the fec for work that isadded if the added
work results In an increase in file Construction Value.
6. Fircinspectlons-7ltcaforcmcntionedfeesincludcthecostofprovidingfircinspectionservicconnew
construction.
7. FEE FOR pBNAI.TY FOR FAILfIRI-.TO OBTAIN A BUILDING PERMIT:
Where work for which a permit is required by this Code is started prior to obtaining said
permit, the fats specified in Section 8.20 of the Code of the City of Jefferson shall be
doubled. Should any person,firm or corporation commit a second offense by starting work
without permit alter so doing on a previous occasion,he shall pay three times Ilia customary
• fee in order to obtain the necessary permit. Any offense shall subject Ilia offender to

prosecution under section 116.4. In the cvcnl any person firm or corporation fails to obtain
• the necessary permits)within 5 days alter being notified in writing to do so by the Code
official,he shall pay in addition to the usual fee or increased penalty as provided above the
sum of$25.00 for each day in excess of the aforesaid 5 days that transpire prior to his
obtaining the necessary permit. The payment orany or several or the above stated penalty
Ices shall not relieve any person, firm or corporation from fully complying with the
requirements of this code In the execution or the work nor from any other penalties
prescribed herein.
8. The aforementioned fees shall be in effect beginning Nov. 1,2003.
