I, Kim C. Drake, being duly sworn and say, I am the receptionist of
The Star -News, a weekly newspaper published at McCall, in the County of Val-
ley, State of Idaho; that said newspaper is in general circulation in the county
of afore said and is a legal newspaper; that the PUBLIC NOTICE, a copy of
which is enclosed hereto and is a part hereof, was published in said newspaper
once a week for a period of one week in the regular and entire issue of every
number there of during the period of time of publication, and was published in
the newspaper proper and not in a supplement; and that publication of such
notice began September 22, 2016 and ended September 22, 2016.

AN ORDINANCE OF THE CITY OF McCALL, VALLEY COUNTY, IDAHO AMEND-
ING CHAPTER 16, AIRPORT RULES AND REGULATIONS, OF TITLE 8, PUBLIC WAYS
AND PROPERTY, OF THE McCALL CITY CODE AS FOLLOWS: IN SECTION 8-16-1,
DEFINITIONS:, ADDING A DEFINITION FOR UAS: UNMANNED AIRCRAFT SYS-
TEM; IN SECTION 8-16-2, AIRPORT RULES; GENERAL:, ADDING SUBPARAGRAPH
(F) TO PROVIDE THAT UAS OPERATIONS SHALL BE CONDUCTED ACCORDING TO
CURRENT FAA POLICY; IN SECTION 8-16-3, GROUND RULES:, ADDING SUBPARA-
GRAPH (K) TO REQUIRE PRIOR APPROVAL FOR STAGING AND PARKING LOCA-

❑ This Ordinance amends various sections of Chapter 16 of Title 8 of the McCall City Code
which details rules and regulations for uses and operations at the McCall City Airport.
❑ Changes include adding definitions for what are commonly called "drones", requiring
that drones be operated in accord with FAA policy, regulating parking at the airport, requiring
hangars with sewage holding tanks must be connected to the city sewer system under certain
circumstances, require new leases and extensions of existing leases that are other than standard
in terms must be approved by the City Council, requiring that leases up for renewal first be
reviewed to determine if renewal would interfere with future airport expansion, add provisions
for through the fence agreements, amending the provisions regarding uses of hangars for non -
aeronautical uses, and related matters.
That the effective date of the Ordinance is upon its passage and publication as required by
law. The full text of the Ordinance is available for review at City Hall and will be provided by
the City Clerk to any citizen upon personal request, or can be viewed on the City website at
www.mccall.id.us.
