HomeMy Public PortalAbout04-19-2010PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 19, 2010 The Common Council of the City of Richmond, Indiana met in regular session April 19, 2010 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PAPPIN President Miller called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Larry Parker, Diana Pappin and Phil Quinn. Absent was Robert Goodwin. Also present were: City Attorney Walt Chidester, Mayor Sally Hutton, Director of Metropolitan Development Tony Foster, Bill Thistlethwaite and Blair Beach of the Richmond Parks Department and City Clerk Karen Chasteen. There were also several Richmond High School Government students in attendance. APPROVAL OF MINUTES Mr. Welch moved to approve the minutes of the meeting of April 5, 2010, supported by Mr. Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • The first week of Spring clean -up with over 250 volunteers went very well. The volunteers were from I Choose, Brownies, Earlham, Street Tree Commission, etc. • Helen Cope celebrated her 90th birthday. • The Indiana Department of Transportation will be hosting meetings regarding the construction on US 27 (8th & 9th Streets). • Bicycle Paths will be included in the Transportation Plan being developed by the Department of Metropolitan Development. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the April 1 & 8, 2010, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS ■ Blair Beach of the Parks Department reviewed the City of Richmond's Relay for Life event which will take place May 22/23. Reid will conduct a Cancer Prevention Study at the same time. ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 15, 16 & 17 -2010 on first reading by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed. ORDINANCE NO. 15 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS (Park) The Clerk read Ordinance No. 15 -2010 on first reading by title only. Presented by Ms. Beach, this Ordinance would authorize the City of Richmond through the Parks Department during the calendar year 2010 to receive donations for the following programs: 1. Adopt -A -Trail / Greenhouse 20. Outdoor Movie Series 2. Bandshell 21. Playground 3. Cardinal Greenway 22. RSCC 4. Celebration of Lights 23. RSVP Donations 5. Clear Creek 24. Other Contractual Services Mr. Welch moved to advance Ordinance No. 15 -2010 to second reading and to suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 15 -2010 on second reading by title only. Council President Miller declared Ordinance No. 15 -2010 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Wissel moved for engrossment of Ordinance No. 15 -2010, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 15 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 15 -2010 on third reading by title only. Ordinance No. 15 -2010 was adopted with an 8 -0 roll call vote. Common Council Minutes April 19, 2010 Page 3 of 4 ORDINANCE NO. 16 -2010 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY (STREET) (S 4th Street — Main to South "A" Street) The Clerk read Ordinance No. 16 -2010 on first reading by title only. Presented by Mr. Foster, this Ordinance is a petition to vacate a portion of the public street commonly known as South 4th Street between East Main and South "A" Streets. The vacation will allow the County to better manage the area between the Courthouse and the County Annex Building. Ordinance No. 16 -2010 was referred to the Plan Commission for public hearing at its meeting on Thursday, April 22, 2010. ORDINANCE NO. 17 -2010 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY (ALLEY) (200 Block between North 3rd and 4th Streets) The Clerk read Ordinance No. 17 -2010 on first reading by title only. Presented by Mr. Foster, this Ordinance is a petition to vacation a portion of the public alley running east - west in the 200 Block between North 3rd and North 4th Streets. The vacation will allow IOM Realty to further develop the facility known as Richmond Cycling & Fitness Warehouse at 213 North 3rd Street. Ordinance No. 17 -2010 was referred to the Plan Commission for public hearing at its meeting on Thursday, April 22, 2010. A I l 0QILl Fail LlD] *X6]Ll I69xd0]Ll I III N=Fail 71Ll [r ORDINANCE NO. 14 -2010 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Elevator Equipment Corp) The Clerk read Ordinance No. 14 -2010 on second reading by title only. This Ordinance is a request of Elevator Equipment Corporation for a ten -year tax abatement on equipment valued at One Hundred Fifty Thousand Dollars and zero cents ($150,000.00). The Tax Abatement Committee recommended approval. Council President Miller declared Ordinance No. 14 -2010 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 14 -2010, supported by Ms. Pappin. Upon a vote viva voce, the motion passed. Mr. Welch moved to advance Ordinance No. 14 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 14 -2010 on third reading by title only. Ordinance No. 14 -2010 was adopted with an 8 -0 roll call vote.
