AUGUST 16, 2010
The Common Council of the City of Richmond, Indiana met in regular session August 16, 2010 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR MILLER
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
Also present were: Mayor Sally Hutton; City Attorney Walt Chidester; City Controller, Tammy Glenn;
Planning Technician, Sarah Mitchell and City Clerk Karen Chasteen.
APPROVAL OF MINUTES
Ms. Pappin moved to approve the minutes of the meeting of August 2, 2010 as amended, supported by
Mr. Parker. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
■ Richmond schools will be back in session August 17. There will be a Rally in front of the high
school to welcome students.
■ Earlham, IU East and Ivy Tech classes will also be starting in the next couple of weeks. Traffic
on Chester Boulevard and National Road West is an issue. Just be patient.
• Nine Japanese Sister City students have arrived.
• A Memorandum of Understanding is being finalized between the City of Richmond and HELP The
Animals. Volunteers will help with animal control on weekends and evenings. The Mayor will
report on details of the agreement at the next meeting.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the July 29 and August 5, 2010, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and /or ORGANIZATIONS
Sarah Mitchell, Children's Day Parade Coordinator, updated Council on the Parade which will take place
September 11. The Parade route is Glenn Miller Park to 14th and East Main Street
MISCELLANEOUS BUSINESS

ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance Nos. 36 & 37- 2010on first reading by title
only, supported by Mr. Welch. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 36 -2010 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY (ALLEY -S 9th
between M & N Streets)
The Clerk read Ordinance No. 36 -2010 on first reading by title only.
Presented by Ms. Mitchell, this Ordinance is a petition to vacate a portion of the public way (alley) west of
South 9th Street running north and south between South "N" and South "M Streets. The vacation will
allow additional development next to the existing J's Restaurant.
Ordinance No. 36 -2010 was referred to the Plan Commission for public hearing on Thursday, August 26,
2010.
ORDINANCE NO. 37 -2010 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 42-
2009 KNOWN AS THE 2010 SALARY ORDINANCE
The Clerk read Ordinance No. 37 -2010 on first reading by title only.
Presented by Ms. Glenn, this Ordinance would amend the 2010 Information and Technology Budget by
eliminating a Computer Technician position and creating a Help Desk Coordinator.
Mr. Welch moved to advance Ordinance No. 37 -2010 to second reading and to suspend the rules and
read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 37 -2010 on second reading by title only.
Council President Miller declared Ordinance No. 37 -2010 on second reading and public hearing. There
being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of
Ordinance No. 37 -2010, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Ordinance No. 37 -2010 to third and final reading and suspend the rules
and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 37 -2010 on third reading by title only.
Ordinance No. 37 -2010 was adopted with an 8 -1 roll call vote. Dissenting was Mr. Quinn.

There being no further business, on a motion duly made, seconded and passed, the meeting was
