The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the Whole
July 15, 2010 in the Council Chambers in said City. Council Vice President Pappin presided with the
following Councilors present: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, J. Clayton
Miller, Bing Welch, Larry Parker, Bob Goodwin and Phil Quinn.
