RESOLUTION CONFIRMING THE RESOLUTION OF THE RICHMOND
REDEVELOPMENT COMMISSION ADOPTED ON MAY 27, 2015, ENTITLED
"AMENDING DECLARATORY RESOLUTION OF THE RICHMOND
REDEVELOPMENT COMMISSION"
WHEREAS, the Richmond ( "City ") Redevelopment Commission ( "Commission ") has
selected a redevelopment area to be developed under IC 36 -7 -14 and IC 36 -7 -25 (collectively,
"Act ") and did on September 25, 1989, adopt a declaratory resolution, as amended (collectively, as
amended, "Declaratory Resolution ") establishing the Richmond Redevelopment Area ( "Area ") and
the Declaratory Resolution was confirmed by a confirmatory resolution adopted on March 1,
1990, as amended (collectively, as amended, "Confirmatory Resolution ");
WHEREAS, the Declaratory Resolution and the Confirmatory Resolution are hereinafter
collectively referred to as the "Area Resolution;"
WHEREAS, the Area Resolution approved the Redevelopment Plan of the Area, as
amended (collectively, as amended, 'Plan") which Plan contained specific recommendations for
redevelopment in the Area;
WHEREAS, the Area Resolution established an allocation area in accordance with IC 36-
7-14-39 ( "Allocation Area ") for the purpose of capturing property taxes generated from the
incremental assessed value of real property located in the Allocation Area;
WHEREAS, on May 27, 2015, the Commission adopted a resolution amending the Area
Resolution ( "Amending Declaratory Resolution ") and Plan to add: (i) the acquisition of certain
real property located in the Area as set forth in Exhibit A attached hereto; (ii) the financing,
construction and equipping of park improvement projects; and (iii) the cost of certain remediation
activities on brownfields all in, serving or benefiting the Area to the list of projects to the Plan
( "2015 Plan");
WHEREAS, the Commission submitted the Amending Declaratory Resolution and
supporting data to the Richmond Plan Commission and the Plan Commission has issued its written
order approving the Amending Declaratory Resolution and the 2015 Plan;
WHEREAS, the Common Council, by resolution adopted June 1, 2015, approved the order
of the Plan Commission;
WHEREAS, the Commission published notice in the Palladium -Item of the adoption and
substance of the Amending Declaratory Resolution, which notice also gave notice of a hearing on
the proposed amendment to be held by the Commission;
WHEREAS, the notice described in the preceding paragraph was also fled in the office of
the Plan Commission and any other departments, bodies or offices having to do with City
planning, variances from zoning ordinances, land use or the issuance of building permits and to
owners of property added to the acquisition list;

WHEREAS, the Commission on June 12, 2015, conducted a public hearing at which the
Commission heard all persons interested in the proceedings and considered all written
remonstrances and objections that were filed;
NOW, THEREFORE, BE IT RESOLVED BY THE RICHMOND REDEVELOPMENT
COMMISSION, THAT:
1. The Commission has considered the evidence presented and now finds and
determines that it will be of public utility and benefit to amend the Plan to add: (i) the acquisition
of certain real property located in the Area as set forth in Exhibit A attached hereto; (ii) the
financing, construction and equipping of park improvement projects; and (iii) the cost of certain
remediation activities on brownfields all in, serving or benefiting the Area to the list of projects to
the 2015 Plan) all in, serving or benefiting the Area.
2. The Amending Declaratory Resolution and the 2015 Plan approved by the
Commission on May 27, 2015, copies of which are attached hereto and incorporated herein, are
hereby confirmed.
3. The Amending Declaratory Resolution, as confirmed, shall be attached to and
incorporated in this resolution.

Richmond, Indiana.
