The Common Council of the City of Richmond, Indiana met in regular session June 7, 2010 in the Council
Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR GOODWIN
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
Also present were: Mayor Sally Hutton; City Attorney Walt Chidester, Assistant Fire Chief Oscar Abner,
Deputy City Clerk Monica Burns and City Clerk Karen Chasteen.
APPROVAL OF MINUTES
Mr. Wissel moved to approve the minutes of the meeting of May 17, 2010, supported by Mr. Parker. Upon
a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
■ If I Were Mayor... Essay Contest Winners: Mayor Hutton presented awards to Benjamin
Grayson, Garrison Elementary — Runner Up; and Rosie Clementi, Seton West — 1St Place.
■ Ms. Pappin reported on the schedule for the Wayne County Bicentennial Celebration which will
take place during the time of the County Fair — June 19 — 26
COMMUNICATION FROM THE MAYOR
■ Mayor Hutton updated Council on street closings for current construction projects
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the May 13, 20 & 27, 2010, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and /or ORGANIZATIONS

MISCELLANEOUS BUSINESS
■ Mr. Parker moved to strike Ordinance No. 17 -2010. This Ordinance is a petition to vacate the
alley between North 3rd and 4th Streets for the Richmond Cycling and Fitness Warehouse. The
petitioner has withdrawn the request. Mr. Parker's motion was supported by Mr. Wissel. Upon a
vote viva voce, the motion passed.

• Mr. Wissel moved to reschedule the regularly scheduled meeting on June 21 to June 28 to
coincide with the change of the Richmond Power and Light Board meeting. This motion was
supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
• Mr. Miller called attention to the Festival of Murals. Coordinated by Artist Pam Bliss, the murals
are being painted in several places around Richmond.
ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance Nos. 21 & 22 — 2010 on first reading by title
only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 21 -2010 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER
I.C.6 -1.1 -12.1
The Clerk read Ordinance No. 21 -2010 on first reading by title only
Presented by Mr. Wissel, this Ordinance is a request of Transilwrap Co., Inc. for a ten -year tax abatement
on equipment valued at $2.5 million.
Ordinance No. 21 -2010 was referred to the Tax Abatement Committee for due diligence.
ORDINANCE NO. 22 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE U.S. DEPARTMENT OF
HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY
The Clerk read Ordinance No. 22 -2010 on first reading by title only.
Presented by Mr. Abner, this Ordinance is a request of the Richmond Fire Department for authorization to
submit a grant application and to accept grant funding in an amount up to One Hundred Fifty -nine
Thousand Four Hundred Thirty -five Dollars and Zero Cents ($159,435.00). The City of Richmond would
commit to provide local funds from the Fire Department Budget in an amount up to Seventeen Thousand
Seven Hundred Fifteen Dollars and Zero Cents ($17,715.00) as the required match. If granted, said
funds shall be used to purchase seventy -five (75) sets of Personal Protective Equipment, one (1)
washer /extractor, one (1) dryer unit and one (1) gear drying unit.
Mr. Wissel moved to advance Ordinance No. 22 -2010 to second reading and to suspend the rules and
read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 22 -2010 on second reading by title only.
Council President Miller declared Ordinance No. 22 -2010 on second reading and public hearing. There
being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of
Ordinance No. 22 -2010, supported by Ms. Pappin. Upon a vote viva voce, the motion passed.
Mr. Welch moved to advance Ordinance No. 22 -2010 to third and final reading and suspend the rules and
read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 22 -2010 on third reading by title only.
Ordinance No. 22 -2010 was adopted with a 9 -0 roll call vote.

ORDINANCE NO. 18 -2010 —A GENERAL ORDINANCE REPLACING CHAPTERS 153: SUBDIVISIOIN
CONTROL CHAPTER 154: ZONING CODE, OF THE CITY OF RICHMOND CODE WITH CHAPTER
154: UNIFIED DEVELOPMENT ORDINANCE.
The Clerk read Ordinance No. 18 -2010 on second reading by title only
This Ordinance is the recommended replacement for the current Zoning and Subdivision Control
Ordinance that date back to 1968 and 1983. This Ordinance was heard on public hearing at the May 27
Advisory Plan Commission meeting with eight commission members in attendance. The Plan
Commission recommended approval of the Ordinance to the Common Council by an 8 -0 vote.
A meeting of the Committee of the Whole was scheduled on June 14, 2010, 7:00 PM in the Council
Chambers.
