That the plat of Gordon's Nestle Down Farm, Section One, lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by the City • Council of the City of Jefferson, Missouri. SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of Jefferson. This proposed final plat includes 10 single family lots on 9434.02 acres,zoned RS-2 Single Family Residential. The property is described as a replat of Lots 1,2,3,4, and 5 of Orchard Heights Subdivision,and Part of the Southwest Quarter of Section 16,Township 44 North,Range I West,Jefferson City,Cole County,Missouri (Central Missouri Professional Services,consultant). Background The preliminary plat,containing 23 single family lots,was approved on August 10,2006 subject to addition of street light, fire hydrant,and other certain technical corrections. Description of Proposed Plat Zoning: RS-2 Single Family Residential Size of Property:9:63 4.02 acres—The total subdivision represented on the Preliminary Plat consists of 9.63 acres Number of Lots: 10 lots Lot Sizes and Widths: Proposed lots range in size from 13,218 to 22,115 square feet and all lots exceed the • minimum size required in the RS-2 Single Family zoning district of 10,000 square feet for interior lots and 12,000 square feet for corner lots, A 25' front setback line is shown along Nestle Down Drive(Momingside Drive)and East McCarty Street, Most lots are 80'wide which meets the minimum required lot width in an RS-2 Single Family zoning district of 80 feet. Streets: Access to the lots will be from Nestle Down Drive(Momingside Drive);a temporary turnaround will be included at the approximate location where future Misty Morning Court will be constructed. Nestle Down Drive (Momingside Drive)is shown with a right-of-way width of 60 feet. Street Names: The owner is proposing to change the name of Momingside Drive to Nestle Down Drive. The City has received a street name change petition to this effect, which will be referred to the Public Works & Planning Committee and City Council.Processing time for a street name change is approximately 4-6 weeks alter receipt by the Council, Public Improvement Plans:Please refer to the Engineering staff report for information on the status of public improvement plans for streets,sanitary sewers,sidewalks,street lights,and storm drainage. Staff Recommendation The proposed final plat closely conforms to the preliminary plat, ary-plat-approval Staff recommends approval of the final plat with the following conditions: 1, Compliance with the recommendations and technical corrections of the Engineering Division. 2. Coordinate approval of the final plat with the street name change, if approved by the Council, • Jefferson City • Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, October 12, 2006, 5:15pm Item 6.-Other New Business Case No. P06036- Final Plat of Gordon's Nestle Down Farm Section One (1), 1800 East McCarty Street& Morningside Drive (Proposed to be renamed Nestle Down Drive) (RS-2) COMMENTS: The Engineering Division has done a technical review of the latest submittal of the final plat as submitted by Central Missouri Professional Services Inc. Almost all items concerning Engineering Division review in Section 33-8. of the Subdivision Code pertaining to plat contents have been addressed on the final plat. The following comments are regarding this review; Regarding final plat: A note needs to be added to the plat in rcitard to the location for the access point for the proposed Lot 1. The location can be located at the southern most portion of the lot onto Nestle Down Drive. No access will be allowed to East McCarty Street. • Some of the general notes need to be modified or removed,as these were tratrsnosed from the preliminary plat notes. Other minor technical corrections remain for the final plat. Regarding infrastructure: Infrastructure is existing in the vicinity to serve the subdivision. New infrastructure is proposed including,streets, sidewalk, storm sewers, lighting, utility services and sanitary sewer main extension for the subdivision to serve the proposed lots. Existing utility locations need to be shown along East McCarty Street on the improvement plans. Proposed utility locations and crossings need to be shown on improvement plans. Storm Water/Erosion Control- Enclosed systems are proposed to intercept drainage throughout the subdivision. What is to be constructed in coniunetion with Section One ti l needs to be clearly defined on the storm drainage improvement plans. Permanent grade control/erosion control measures are included at outlets of the enclosed systems in lieu of storm water detention being required for the subdivision. Control of outlet velocities is critical to minimizing erosion and downstream effects upon the receiving stream. Alianment of the rin-ran/energy dissipation structures with the Flow of the creek will be needed. The box culvert under East McCarty Street is the next drainage structure downstream 40 from this development. • An erosion control plan needs to be included as n part of the improvement plans This plan must include temporary construction access, silt fence, ditch checks, and inlet nrolection. A land disturbance permit will be necessary from MoDNR. including a Stormwater Pollution Prevention Plan Easements have been written for drainage systems outside the platted area An additional drainage easement will be necessary on adjacent pronerty to the cast at the outlet of tltc drainage system into the creek area. Other minor technical corrections remain for the storm drainage plans. Sanitary Sewer. All lots are proposed to be served by sanitary sewer. Sanitary sewer main extension will be necessary.Easements have been written for sanitary sewer mains proposed outside the matted area. An additional sanitary sewer casment will be necessary for the area near East McCarty Street not being platted at this time. Other minor technical corrections remain for the sanitary sewer Plans. Sidewalk Five(5)feet sidewalk is required and Proposed along both sides of the proposed Momin sE ide Drive(Nestle Down Drive)extension. Streets 33' b A 33' back-to back street extension of Morningsidc Drive(Nestle Down Drive)is proposed. This proposed collector street is to be wider(38'back-to-back)at the intersection of East McCarty Street to accommodate an additional future turn lane. In the future this street could be connected to a future extension of East Miller Street,as in accordance with the City Thoroughfare Plan. Parking will be designated on the cast side of the street. This is noted on the final plat. Intersection details will be needed at East McCarty Street w/Nestle Down Drive and Nestle Down Drive w/future Misty Mornin Cg ourt. Fire Hydrants/Street Uahts- Facilities are proposed for the subdivision. Some fire hydrants and street lights are shown. Existing street li htg s along the frontahe of East McCarty Street need to be shown. Traffic Impact/Access= Access to the proposed subdivision will be from East McCarty Street. East McCarty Street is classified as a minor arterial roadway. (From City of Jefferson List of Functional Roadway Classifications, April 12,2000)and (lie Countywide GDA Transportation Study,2003. Projected trip generation for the proposed subdivision is as follows; • Estimated trip generation rates for a single family residential subdivision would be approximately ten(10)vehicle trips per unit per day. For ten(10)proposed lots,a rate of. approximately 100 trips per day would be generated from this proposed development, .,• Site distance will need to be euantified_pon the street plans for the intersections of Nestle Down Drive w/East McCarty Street and Nestle Down Drive w/future Misty Morning Court, ENGINEERING STAFF POSITION: Conditionally support,with specific technical comments as underlined above to be addressed on a revised cony of the final plat,prior to submittal of the final plat for consideration by the City Council, •
