MAY 17, 2010
The Common Council of the City of Richmond, Indiana met in regular session May 17, 2010 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR QUINN
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
Also present were: Director of Metropolitan Development, Tony Foster; Carolyn Lafever, Wayne County
Historian; Mayor Sally Hutton; City Attorney Walt Chidester and City Clerk Karen Chasteen.
Several members of government classes from Centerville and Richmond High Schools were in the
audience.
APPROVAL OF MINUTES
Ms. Pappin moved to approve the minutes of the meeting of May 3, 2010 meeting, supported by Mr.
Parker. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
Ms. Lafever presented plans for activities celebrating 200 years of Wayne County. The main part of the
celebration will take place at the Wayne County Fair.
COMMUNICATION FROM THE MAYOR
• The Wesleyan Church Clean Up day was very successful. Over 300 people were involved.
• An invitation to join the Mayor for a "Walk with the Mayor' was extended. Tuesday, May 18 the
walk will be along the paths of Glen Miller.
• May 21 will be the first Friday of "Bike to Work Day" — ride a bike or walk each Friday for exercise
and energy conservation.
• There have been no flooded basements reported during the recent heavy rains.

Minutes of the April 29 and May 5, 2010, meetings were accepted as presented.

ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance Nos. 18 & 20 -2010 on first reading by title
only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 18 -2010 - A GENERAL ORDINANCE REPLACING CHAPTERS 153: SUBDIVISION
CONTROL, CHAPTER 154: ZONING CODE, OF THE CITY OF RICHMOND CODE WITH CHAPTER
154: UNIFIED DEVELOPMENT ORDINANCE
The Clerk read Ordinance No. 18 -2010 on first reading by title only.
Presented by Mr. Foster, this Ordinance introduces the Unified Development Ordinance which combines
and updates the zoning ordinance and subdivision ordinance into a single, user - friendly document.
Ordinance No. 18 -2010 was referred to the Plan Commission to begin public hearings on May 27, 2010.
ORDINANCE NO. 20 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF
TRANSPORTATION
The Clerk read Ordinance No. 20 -2010 on first reading by title only.
Presented by Mr. Steins, this Ordinance would authorize the City of Richmond to accept grant funding in
the amount of up to Five Hundred Seventeen Thousand Six Hundred Dollars ($517,600.00) from the
Indiana Department of Transportation to assist with demolition of the South 9th Street bridge over the
Indiana Eastern Railroad (Wayne County Bridge #734). The City of Richmond will provide the amount of
$129,400.00 from EDIT funds in order to meet the match required for the grant.
Mr. Wissel moved to advance Ordinance No. 20 -2010 to second reading and to suspend the rules and
read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 20 -2010 on second reading by title only.
Council President Miller declared Ordinance No. 20 -2010 on second reading and public hearing. There
being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No.
20 -2010, supported by Ms. Pappin. Upon a vote viva voce, the motion passed.
Mr. Welch moved to advance Ordinance No. 20 -2010 to third and final reading and suspend the rules and
read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 20 -2010 on third reading by title only.
Ordinance No. 20 -2010 was adopted with an 8 -1 roll call vote. Dissenting was Mr. Miller.
