CITY OF MEDINA
RESOLUTION NO.2007-78
RESOLUTION RECOGNIZING TRUNK HIGHWAY 55 FROM
PLYMOUTH TO ROCKFORD CONCEPT PLAN CONCURRENCE
WHEREAS, Minnesota's State Transportation Plan recognizes Trunk Highway (TH) 55
as a High Priority Regional Corridor that links communities in Western Hennepin County and
Wright County to trade centers in the Twin Cities area; and
WHEREAS, the long term success of the western Hennepin County Depends on
maintaining the safe, timely, and efficient movement of people and goods on TH 55; and
WHEREAS, the continued growth of the region is leading to increasing travel demand in
the corridor and development pressure adjacent to the corridor which, if unmanaged, can
adversely affect the level of performance, safety and congestion experienced by users of the
corridor; and
WHEREAS, Hennepin County and the Minnesota Department of Transportation
(Mn/DOT), recognizing the potential impact of continued growth pressure on the corridor,
completed a Future Traffic Demand Study along the corridor identify the long-term role that TH
55 will play in meeting the transportation needs of western Hennepin County; and
WHEREAS, the Highway 55 Corridor Coalition includes representatives of
communities, businesses, and individual citizens with the mission to secure right of way and
related needed infrastructure for the Highway 55 corridor between I-494 and Annandale,
Minnesota; and
WHEREAS, the Highway 55 Corridor Coalition has secured federal funding for
transportation and environmental studies, right of way preservation and safety improvement
projects for the Highway 55 corridor within Hennepin County; and
WHEREAS, based on traffic demand and environmental considerations, the TH 55
project staff including staff from Mn/DOT and Hennepin County, and their consultants
recommend and have developed a concept plan for transition of TH 55 to controlled access
freeway -hybrid type facility from I-494 to County Road 116 (Pinto Drive) and upgrade from a 2-
lane to a 4-lane facility from County Road 116 to the Crow River and have completed a federal
Environmental Assessment/sate Environmental Assessment Worksheet (EA/EAW) to assess the
potential impact of the proposed improvements; and
WHEREAS, the purpose of the concept design development and completion of the
EA/EAW is to (1) designate a corridor to be protected for future Highway 55 right of way, (2) to

inform local transportation system and land development planning, and (3) to enable the
implementation of individual improvement projects, consistent with the concept design, as
funding becomes available;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Medina of Hennepin
County endorses the recommended concept plan for Highway 55 documented in the TH 55 From
Plymouth to Rockford EA/EAW, provided the following measures are addressed or
implemented:
1. To study the need for traffic signals at TH55/Tamarack Drive, CSAH 116/Clydesdale
Trail, and CR101/Clydesdale Trail and to identify these intersections as a "Traffic
Signal Study Area" on the concept plan.
2. To study the need for removing the traffic signal at TH55/Clydesdale Trail and to
identify this intersection as a "Traffic Signal Removal Study Area on the concept
plan.
3. To review and consider alternative locations and systems for storm water ponding to
mitigate adverse economic impacts on the Medina business community.
4. To mitigate any negative environmental impact on Elm Creek.
5. To study methods of lessening the impact of businesses on the TH55 Corridor by the
concept plan and consider ways to reduce the uncertainty for plans of construction to
the TH55 Corridor to take place as late as 2030.
6. To ensure fair market value compensation at time of ROW taking is made and does
not adversely effect the City's approval of the concept plan.
FURTHERMORE BE IT RESOLVED, by the City Council of Medina of Hennepin
County endorses the concept that an adequate network of supporting roads is necessary to attain
the TH 55 vision and that the roadway improvements identified in the TH 55 EA/EAW will be
considered as guidance until such time as refinements to these improvements are identified and
developed through cooperation between the Minnesota Department of Transportation, local
governmental units and other state agencies.
FURTHERMORE BE IT RESOLVED, by the City Council of Medina of Hennepin
County recognizes the regional significance of the corridor in supporting the regional economy
and intended to reflect the recommendations of the TH 55 EA/EAW through updates to the City
of Medina's land use and transportation plans as well as land development ordinances.
FURTHERMORE BE IT RESOLVED, by the City Council of Medina of Hennepin
County is committed to working in partnership with Mn/DOT and the other partners along the
corridor in order to achieve the vision and implement the recommendations of the TH 55
EA/EAW.
BE IT FURTHER RESOLVED, by the City Council of Medina of Hennepin County
intends to bring forward the following issues for resolution and discussion with the TH 55
project team:
1. Please review items No. 1 through No. 6 above.

The motion for the adoption of the foregoing resolution was duly seconded by member Smith and
upon vote being taken thereon, the following voted in favor thereof:
Crosby, Smith, Weir, Cavanaugh, Johnson
and the following voted against same:
None
Whereupon said resolution was declared duly passed and adopted.
