HomeMy Public PortalAbout11-01-2010PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 1, 2010 The Common Council of the City of Richmond, Indiana met in regular session November 1, 2010 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR ELSTRO Vice President Pappin called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Absent was Clay Miller. Also present were: Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk and William Harris, Human Resources Director. APPROVAL OF MINUTES Mr. Welch moved to approve the minutes of October 18, 2010 as presented, supported by Ms. Pappin. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR ■ Leaf pick -up is going as scheduled — there are several groups, i.e., Earlham, Starr Academy, that are volunteering their time to help rake leaves to the street for the pick up. There are also volunteers who will help anyone who need assistance with their leaves. ■ The All America City Team is having a fund raising activity on November 10. The proceeds will benefit their outdoor art project. The Team is also accepting donations for leadership training and the art project. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the October 14 and 21, 2010, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS ■ HUMAN RIGHTS COMMISSION COUNCIL LIAISON: Ms. Cruse - Nicholson volunteered to serve in this capacity. The appointment was held until November 15. Upon a vote viva voce, the motion passed. ORDINANCE NO. 46 -2010 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS (Rainy Day Fund) The Clerk read Ordinance No. 46 -2010 on first reading by title only. Presented by Ms. Cruse - Nicholson, this Ordinance would authorize the City of Richmond to transfer $35,000.00 from the Rainy Day Fund to the Human Rights Commission budget. Ordinance No. 46 -2010 will be heard on second reading and public hearing November 15, 2010. ORDINANCE NO. 47 -2010 — AN ORDINANCE AUTHORIZING THE CITY OF RICHMOND, INDIANA TO ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 2010 (PERPETUAL RECYCLING PROJECT)" AND APPROVING OTHER ACTIONS IN RESPECT THERETO The Clerk read Ordinance No. 47 -2010 on first reading by title only. Presented by Mr. Chidester, this ordinance is the essential component of the extended package to land Perpetual Recycling Solutions and its 55 jobs in Richmond. Perpetual Recycling Solutions is asking the City of Richmond to issue Bonds in the total principal amount not to exceed $26 million and maturing in no more than thirty (30) years. These Bonds would be issued for the purpose of procuring funds to pay the costs of the Project. Ordinance No. 47 -2010 will be held until the meeting on November 15, 2010. ORDINANCE NO. 48 -2010 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM COMMUNITY ACTION OF EAST CENTRAL INDIANA The Clerk read Ordinance No. 48 -2010 on first reading by title only Presented by Mr. Harris, this Ordinance would authorize the Department of Metropolitan Development to submit a grant application to Community Action of East Central Indiana and to accept funding in the amount up to Fifty -five Thousand Dollars ($55,000.00). If awarded, said funds that will be used to reduce urban blight within the City of Richmond, specifically the cleaning of alleys and public areas. Mr. Wissel moved to advance Ordinance No. 48 -2010 to second reading and to suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 48 -2010 on second reading by title only. Council Vice President Pappin declared Ordinance No. 48 -2010 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 48 -2010, supported by Mr. Quinn. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 48 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 48 -2010 on third reading by title only Ordinance No. 48 -2010 was adopted with an 8 -0 roll call vote. Common Council Minutes November 1, 2010 Page 3 of 3 ORDINANCES ON SECOND READING ORDINANCE NO. 45 -2010 — AN ORDINANCE AUTHORIZING THE CITY OF RICHMOND, INDIANA TO ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 2010 (PERPETUAL RECYCLING PROJECT)" AND APPROVING OTHER ACTIONS IN RESPECT THERETO Mr. Chidester asked this Ordinance be stricken. It has been replaced by Ordinance No. 47 -2010. Mr. Welch moved to strike Ordinance No. 45 -2010, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
