CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:36 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember— Chavez, Fish, Yu, Man, Sternquist ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Vail, and City Clerk Kuo 3. INVOCATION Bishop Raymond McKinley, Golden West Baptist Church, located at 4856 Golden ' West Avenue, provided the invocation. 4. PLEDGE OF ALLEGIANCE Steve Stafford led those present in the Pledge of Allegiance. 5. CEREMONIAL MATTERS — PRESENTATIONS A. UPDATE FROM SOUTHERN CALIFORNIA EDISON Josh Torres, Southern California Edison, provided an update regarding Southern California Edison services. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou, Temple City resident, spoke regarding Neighborhood Watch meeting, National Night Out, Neighborhood Watch Area Leader meeting, Sheriff's motorcycle unit and the clothes donation bins. Steve Stafford, Temple City resident, spoke regarding the utility poles. 7. CONSENT CALENDAR ' Councilmember Chavez made a motion to approve the Consent Calendar items. Seconded by Councilmember Fish and carried by the following votes: City Council Minutes July 18, 2017 Page 2 of 4 AYES: Councilmember — Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of Regular City Council Meeting of July 5, 2017. Action: Approved. B. AWARD OF PUBLIC WORKS CONTRACT TO PTM GENERAL ENGINEERING SERVICES, INC. FOR THE CITYWIDE OVERHEAD STREET SIGN REPLACEMENT PROJECT (CIP NO. P-12-04) Three bids were submitted to replace the overhead illuminated street signs citywide with reflective metal signs. PTM General Engineering Services, Inc. was the lowest responsible bidder. Action: 1. Awarded a Public Works Contract to PTM General Engineering Services, Inc. as the lowest responsible bidder Citywide Overhead Street Sign Replacement Project (CIP No. P12-04); 2. Authorized the City Manager to execute the Contract in an amount of $72,270; and 3. Authorized 10 percent for contingency allowance to be used if necessary at the City Manager's discretion for unforeseen conditions in the amount of $7,227. C. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: Received and filed. D. ADOPTION OF RESOLUTION NO. 17-5276 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2016-17 The City Council is requested to adopt Resolution No. 17-5276 authorizing the payment of bills. Action: Adopted Resolution No. 17-5276. City Council Minutes July 18, 2017 Page 3 of 4 ' E. ADOPTION OF RESOLUTION NO. 17-5277 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 17-5277 authorizing the payment of bills. Action: Adopted Resolution No. 17-5277. 8. PUBLIC HEARING — None 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS— None 11. COMMUNICATIONS— None 12. UPDATE FROM CITY MANAGER City Manager Cook shared that the Los Angeles County Board of Supervisors approved to increase the number of animals allowed for each household in the Los Angeles County. However, the number of animals allowed in Temple City is still only three. ' He addressed the concern regarding the clothes donation bins, provided an update on the Las Tunas Drive Beautification project, and provided an update regarding the 5800 Temple City Boulevard parking lot. 13. UPDATE FROM CITY ATTORNEY City Attorney Vail informed City Council that he will be providing staff with a couple of memos regarding prevailing wages and to code enforcement staff a memo about dealing with homeless' properties. 14. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS Councilmember Fish reported on the Library Renovation Ad Hoc Committee's visit to the Hacienda Heights Library which is currently being renovated. The Ad Hoc Committee will be visiting the La Mirada Library renovation next. Mayor Pro Tem Man reported on the City Attorney Evaluation Ad Hoc Committee's meeting this afternoon. The ad hoc committee will meet again shortly to discuss moving forward with the evaluation and provide an update to City Council shortly. I15. MAYOR STERNQUIST I Mayor Sternquist reminded the public to be aware of mosquitos and West Nile Virus. She also commented about curb address painting. B. COUNCILMEMBER CHAVEZ Councilmember Chavez congratulated Parks and Recreation staff for a successful Camp-a-Palooza event. C. COUNCILMEMBER FISH Councilmember Fish invited the public to the next City Council meeting with the Sheriffs and spoke about the Sheriff's Volunteer on Patrol Program. She also encouraged the residents to get to know their neighbors to help increase neighborhood safety. D. COUNCILMEMBER YU Councilmember Yu made comments about coyotes in the city. E. MAYOR PRO TEM MAN ' Mayor Pro Tem Man made comments about Athens trash pickup after a holiday. 16. REIMBURSEMENT OF EXPENSES TO CITY OFFICIALS FOR CONDUCT OF CITY BUSINESS AND FOR CITY PAYMENT OF CONFERENCE EXPENDITURES — None 17. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None 18.
