CALL TO ORDER: Mayor Dennis called the regular meeting of the City Council to order at 7:30 p.m., Tuesday, April 1, 1936, in the Council Chamber. 2. The invocation was given by Reverend Barry Vail, Bethlehem Lutheran Church, 5319 North Halifax Road. 3. The Pledge of Allegiance to the Flag was led by Mayor Dennis. 4. ROLL CALL: Present: Councilmen- Atkins, Froehle, Gillanders, Swain, Dennis Absent: Councilmen -None Also Present: City Manager Koski, City Attorney Martin, Planning Director Shaw, Parks and Recreation Director Kobett and Julie Estrada of the Temple City Times PRESENTATION: Mayor Dennis presented a framed Certificate of Appreciation to Lt. William R. Mangan in appreciation of assistance rendered to the community while . he served as Departmental Liaison Officer at Temple Station. 5. CONSENT CALENDAR: On motion by Councilman Gillanders, seconded by Councilman Froehle, items A through Hon the Consent Calendar were approved as recommended. A. APPROVAL OF MINUTES - Regular Meeting of March 18, 1986 Approved as written, B. RECOMMENDATIONS FROM PARKS.& RECREATION COMMISSION REGULAR MEETING OF MARCH 19, 1986 (1) REQUEST FOR USE OF TEMPLE CITY PARK TO CONDUCT A HEALTH AND SAFETY FAIR - QUOTA CLUB. OF. TEMPLE CITY Council approved a request received from the Quota Club of Temple City to conduct a Health and Safety Fair in Temple .City Park on Saturday, May 17, 1986, from 9:00 a,m. to 5 :00 p,m „ subject to insurance requirements and adherence,to existing rules for use of .park property. (2) IMPROVEMENT OF NORTHWEST CORNER OF LIVE OAK PARK 1984 PARK BOND FUNDS The Improvement of the Northwest Corner of Live Oak Park Project was selected by the State for funding in the amount of $100,000. As the proposed project is estimated at .$7,35,154, Council approved $35,154 be budgeted for fiscal year 1986 -87 for the park improve= ment. 15 202 Council Minutes, April 1, 1986 - Page 2 (3) REQUEST FOR USE OF LIVE OAK PARK - TEMPLE CITY AYSO Council approved the request of Temple City AYSO to use the park facilities at Live Oak Park for the 1986 -87 soccer season per staff memo dated March 20, 1986 and subject to insurance requirements. C. ORDINANCE NO. 86 -583 (2nd reading) AMENDING SECTION 2406 AND DELETING SECTION 2407 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO SALARY OF CITY TREASURER Council waived further reading and adopted Ordinance 86 -583. D. ACCEPTANCE OF BID - STREET LIGHT POLE PAINTING City Council accepted the low bid of $9,784.60 from Wilson & Hampton of Anaheim for the street light pole painting and authorized the Mayor and City Clerk to sign. E. CLAIMS FOR DAMAGES: (1) ROBERT McGINNIS (2) ROLAND.& CLAUDIA DOSS Council denied the claims and referred them to Southern California Joint Powers Authority. F. DEMOLITION OF OBSOLETE BUILDING STRUCTURE IN CITY YARD, 9229 PENTLAND STREET Council approved the bid from Green Brothers Inc. in the amount of $2,750 to demolish the subject building located at 9229 Pentland Street. G. RESOLUTION NO. 86 -2423: EMPLOYMENT OF PERSONNEL Council adopted Resolution No. 86 -2423, a Resolution appointing budgeted personnel. H. RESOLUTION NO. 86 -2422: WARRANTS AND DEMANDS Council adopted Resolution No. 86 -2422, a Resolution to pay bills. 6. UNFINISHED BUSINESS: None 7. NEW BUSINESS: A. PUBLIC HEARING: REVENUE SHARING FUNDS - ENTITLEMENT PERIOD 17, ADDITIONAL ALLOCATIONS City Manager Koski provided background information stat- ing that at the time the fiscal year 1985 -86 budget was adopted the amount of Temple City's share of the Revenue Sharing Funds was unknown. The City's share is $112,779 and the budget requires amendment for Revenue Sharing Funds in the amount of $92,295 for law enforcement use. Federal Revenue Sharing regulations require a public notice, public hearing, and the availability of the amendment for public inspection. Mayor Dennis declared the public hearing open and invited anyone wishing to address the subject to come forward. As no one wished to address Council, Councilman Gillanders moved to close the public hearing, seconded by Council- man Swain and unanimously carried. Council Minutes, April 1, 1986 - Page 3 Councilman Gillanders moved to amend the 1985 -86 fiscal budget to include $92,295 additional Revenue Sharing Funds, and authorize expenditure of $92,295 for public safety, seconded by Councilman Froehle and unanimously carried. B. ORDINANCE NO. 86 -584: ADOPTION OF THE 1985 LOS ANGELES COUNTY ELECTRICAL CODE (TITLE 27) City Manager Koski stated that the State Housing Law requires that the local jurisdiction adopt the same electrical regulations as contained in the State Housing Regulations within one year from the effective date of the State adoption. Should the City propose any change or modification to the County Code, it must, before adoption, determine that such changes are reasonably necessary due to local conditions, and forward such findings to the State Department of Housing and Community Development before the effective date of the Ordinance. City Attorney Martin introduced for first reading by title only Ordinance No. 86 -584, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING SECTION 7300 OF THE TEMPLE CITY MUNICIPAL CODE BY ADOPTING BY REFERENCE THE LOS ANGELES COUNTY ELECTRICAL CODE AS CONTAINED IN THE 1985 EDITION OF THE LOS ANGELES COUNTY ELECTRICAL CODE (TITLE 27), Councilman Gillanders moved to waive further reading, and set for public . hearing adoption of Ordinance No. 86 -584 on May 6, 1986, seconded by Councilman Atkins and unani- mously carried. 8. COMMUNICATIONS: A. COUNTY REGISTRAR- RECORDER - REQUEST TO USE CIVIC CENTER AS CHECK -IN CENTER ON JUNE 3, 1986, FOR STATEWIDE PRIMARY ELECTION Councilman Gillanders moved to approve the request of the County Registrar- Recorder to use the Civic Center as a check -in center for the Primary Election on June 3, 1986, seconded by Councilman Atkins and unanimously carried. B. COUNTY REGISTRAR- RECORDER - REQUEST TO USE LIVE OAK PARK FACILITIES AS POLLING PLACE FOR JUNE 3, 1986 STATEWIDE PRIMARY ELECTION Councilman Gillanders moved to approve the request of the County Registrar - Recorder to use Live Oark Park's Multi - Purpose Room as a polling place for the Primary Election on June 3, 1986, seconded by Councilman Atkins and unani- mously carried. C. 1986 CAMELLIA FESTIVAL EVALUATION & FINANCIAL STATEMENT Councilman Gillanders moved to receive and file the evalu- ation and financial statement of the 1986 Camellia Festi- val, and endorse Mr. Bernie Keelin;as the 1986 -87 Camellia Festival General Chairman, seconded by Council- man Swain and unanimously carried. 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: None wished to address Council. 00 Council Minutes, April 1, 1986 - Page 4 RECESS TO CRA: At this time Council recessed to meet as the Temple City Community Redevelopment Agency; approved the Minutes of the regular meeting of March 18, 1986; approved signage request from Po Tree Restaurant, 8841 East Las Tunas Drive; and adopted Resolution No. CRA 266 in the amount of $348,654.67. 10. ACTION ON REQUEST BY CRA: None 11. MATTERS FROM CITY OFFICIALS: A. REQUEST FOR MATERNITY LEAVE OF ABSENCE - CATHY BURROUGHS, RECREATION SUPERVISOR Councilman Gillanders moved to authorize the maternity leave of absence without pay for Cathy Burroughs from July 25 through October 17, 1986, seconded by Councilman Swain and unanimously carried. B. CPRS LUNCHEON - APRIL 16, 1986 Councilmembers received an invitation to attend the California Parks and Recreation Society luncheon on Wednesday, April 16. Reservations are due on the 14th, and Parks and Recreation Director Kobett will check with Councilmembers as to who is able to attend. 12.
