AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE,
AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF TRANSPORTATION
WHEREAS, the U.S. Department of Transportation is authorized to make grants to states through
the Federal Transit Administration (FTA) to support capital, operating and feasibility
study assistance projects for non -urbanized public transportation systems under
Section 5311 of the FTA Act of 1964, as amended; and
WHEREAS, the Office of Transit, Indiana Department of Transportation (INDOT) has been
designated by the Governor to make Section 5311 grants for public transportation
projects; and
WHEREAS, the Indiana Department of Transportation has grant funding available; and
WHEREAS, the City of Richmond, by and through the City of Richmond, Rose View Transit,
desires to submit a grant application to assist with operating expenses for Rose View
Transit for 2012; and
WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant,
including the provision by it of the local share of the project costs; and
WHEREAS, the City will provide up to One Hundred Fifty Nine Thousand Seven Hundred Ninety-
one Dollars and Zero Cents ($159,791.00) in local funds towards transportation
services in 2012.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, by and through the City of Richmond, Rose View Transit, is
hereby authorized to execute and submit a grant application to the Indiana Department of
Transportation on behalf of the City of Richmond to aid in the financing of transit assistance
projects pursuant to Section 5311 of the Federal Transit Act, as amended for 2012.
2. That Sally Hutton, Mayor of the City of Richmond, on behalf of the City of
Richmond, is authorized to make the necessary assurances and certifications and be
empowered to enter into an agreement with INDOT for the provision of rural public
transportation services.
2. The City of Richmond, by and through the City of Richmond, Rose View Transit, is
authorized to accept said grant funding in an amount up to Nine Hundred Thirty-four
Thousand Ten Dollars and Zero Cents ($934,010.00).
3. Said funds, if awarded to the City of Richmond, Rose View Transit, shall be
appropriated to assist with operating expenses for Rose View Transit for 2012; and
4. The City of Richmond, Rose View Transit, is authorized to furnish such additional
information as INDOT may require in connection with the application.
5. The City of Richmond, Rose View Transit, is authorized to execute grant contract
agreements on behalf of the Common Council of the City of Richmond, Indiana.
6. The City will provide up to One Hundred Fifty Nine Thousand Seven Hundred Ninety-
one Dollars and Zero Cents ($159,791.00) in local funds towards transportation services in
2012.
