Roll Call The City of Tiffin City Council held a work session Tuesday, January 4, 2021, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 6:30 PM. Upon roll being called the following members were present: Al Havens, Tim Orris, Eric Schnedler, Chris Olney, Skylar Limkemann present via Microsoft Teams. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve agenda by Olney. Second by Schnedler. All ayes, agenda approved. C. Update on Pace Properties Downtown Housing Grant Project gave an update on the project. D. Questions from Council Members regarding items on the Regular City Council Agenda E. Other Business F. Adjournment Motion to adjourn by Schnedler. Second by Orris. All ayes, meeting adjourned at 7:00 PM. A. Regular Session - Call to Order 7:00 PM B. Roll Call The City of Tiffin City Council held a regular session Tuesday, January 4, 2021, at the City Hall: Council Chambers. Mayor Berner called the meeting to order at 7:00 PM. Upon roll being called the following members were present: Eric Schnedler, Al Havens, Chris Olney, Tim Orris, Skylar Limkemann present via Microsoft Teams. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. C. Agenda Additions/Agenda Approval Motion to approve agenda by Havens. Second by Schnedler. All ayes, agenda approved. D. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Approval of City Council Minutes 2. Appointment of Al Havens as Mayor Pro-Tem Motion to approve consent agenda which includes City Council Minutes and Appointment of Al Havens as Mayor Pro-Tem by Orris. Second by Schnedler. Havens abstained. All ayes, consent agenda approved. F. Mayoral Proclamation 1. G. Public Hearing 1. H. Ordinance Approval/Amendment 1. I. Resolutions for Approval 1. Resolution No. 2022-001 A Resolution Setting the Date of January 18, 2022, for a Public Hearing to Rezone a portion of Lot 1, Gracehill Estates from R-1A to R-2/OPD Pinnacle Ridge. Motion to approve Resolution No. 2022-001 A Resolution Setting the Date of January 18, 2022, for a Public Hearing to Rezone a portion of Lot 1, Gracehill Estates from R-1A to R-2/OPD Pinnacle Ridge by Schnedler. Second by Havens. Roll Call: Orris, Limkemann, Olney, Schnedler, Havens. All ayes, motion carried. 2. Resolution No. 2022-002 A Resolution to Remove Sidewalk Requirement from Shamrock . Motion to approve Resolution No. 2022-002 A Resolution to Havens. Second by Orris. Roll Call: Limkemann, Olney, Schnedler, Havens, Orris. All ayes, motion carried. 3. Resolution No. 2022-003 A Resolution Adopting the Annual Hazardous Materials Response Fees for the City of Tiffin Fire Department. Motion to approve Resolution No. 2022-003 A Resolution Adopting the Annual Hazardous Materials Response Fees for the City of Tiffin Fire Department by Limkemann. Second by Orris. Roll Call: Olney, Schnedler, Havens, Orris, Limkemann. All ayes, motion carried. J. Old Business 1. Resolution No. 2022-004 A Resolution Establishing a Goal of Striving to Meet those Provisions of NFPA 1720: Standards for Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Volunteer Fire Departments, 2020 Edition, that are Applicable to the City of Tiffin, Iowa. Motion to approve Resolution No. 2022-004 A Resolution Establishing a Goal of Striving to Meet those Provisions of NFPA 1720: Standards for Organization and Deployment of Fire Suppression Operations, City Council Agenda Page 2 of 4 Emergency Medical Operations, and Special Operations to the Public by Volunteer Fire Departments, 2020 Edition, that are Applicable to the City of Tiffin, Iowa by Havens. Second by Limkemann. All ayes, motion carried. 2. Consideration of One-time Water and Sewer Adjustment at 655 Kimberlite Street. Motion to approve Schnedler. Second by Havens. All ayes, motion carried. 3. Consideration of Pay Estimate #8 Rathje Construction, Original Town Urbanization Phase Two Motion to Approve by Olney. Second by Orris. All ayes, motion carried. 4. Nothing to Report 2. City Council Reports Discussion: Council Person Schnedler received good feedback regarding snow removal. Council Person Limkemann reported that Johnson County has declared that EMS is not an essential service county wide. 3. Report Nothing to Report 4. City Attorney Crystal Raiber thanked Council for the reappointment. She th gave Council an update for the upcoming trial on January 18. 8. City Administrator Discussion: City Administrator Doug Boldt provided Council with a draft of the goal setting session report. We will have a Special City Council meeting on January 11 at 5:30 PM. N.
