CITIZENS' RESOLUTION
WHEREAS, on November 5, 1951, there were elected to office
as Moab City Councilmen for four yearn tee following qualified electors
of Moab City, to wit:

K. E. McDougatd
G. U. Foote
H. E. Robertson
WHEREAS, on January 2, 1952, in regular meeting of the City
Council, the aforenamed electors were sworn in and approved; and
WHEREAS, in four years subsequent thereto the aforenamed did
perpetrate or cause or assent to be perpetrated upon the innocent and
suffering citizens of Moab an insufferable number. of Whereases; and
WHEREAS, on February 5, 1952, Councilman G. U. Foote introduced
a General Fund Budget for the year 1952 amounting to a whopping $10,090.37,
and coved its adoption, the motion being seconded by Councilman K. E.
McDousald, and duly carried; and
WHEREAS, in the regular meeting held on December 2, 1952, it
is reported Mr. , a citizen, presented an objection to the
use of "22's and rifles close to the residential zone of town" and Was
advised by Councilman Maurie Robertson that the next time Mr.
"notices anyone shooting.recklessly in or near the residential zone
that he call the officers"; and
WHEREAS, on November 4, 1953, in regular meeting,

, and , residenta of Moab
Valley, met with the Council protesting the double water rates charged
outside the city limits; and
WHEREAS, on December 1, 1953, Mrs. , a citizen,
and one -of Cher tenants met with the Council and aaked that "they be
given some assistance in getting their neighbors to clean up the
rabbit and chicken pens which are along the back fence line;" and
WHER.C:fr5, in innumerable meetings before and attar January of
1955 there were heard innumerable complaints from Lnnumerabieccttizene
objecting to "the g. d. garbage ordinance"; and
WHEREAS, on January 25, 1955: in special session, the Council
suet with representatives of several government agencies and presented
a request for aid for water and sever development in the amount of
$144.300; and
WHEREAS, on February 17, 1955, in special meeting a letter from
Mr. M. Justin Herman vas read stating that the San Francisco office of
the ABFA would recaanead to Washington that approximately $150.000 in
lean or grant be Wade available to Moab; and
HRSRRAS. on February 25. 1955. with painfully inadequate revenues
accruing to the City, the Council passed an amendatory ordinance providing
for a 1% business license tax en retail gross sales in Moab City; and
WSISUS, os April 6, 1955, Ace 'urger was hired to excavate a
tunnel at the site of our Mill Creek Springs; and
MESAS, on April 16, 1935. Scott sad Reeves were hired to drill
aid Wm. Grows to oversee the drilling of two water walls for the City;
and
n.55AS, en April 20. 1953, Sort Wheeler infomsed the Council he
"would bel reedy in the sear future to wake a deal via the City" on the
Slake' Riseh water rights; and
URIRIAS, on Msy 4, 1955, Wart Steuart was hired to finish
drilling a certain water ve11 en Stogie Markie's property; and
WIISSRAS, on June 29, 1955. in meeting with representatives of
the San Freaaiaco office, SBFA, the Council made further plans for
financing contemplated water and saver developnent with government aid;
and
WHEREAS, the mention -of Bill Groove aumn in any Council -meeting
held between the approximate first of June and toe end of July was
sufficient to atnrt a major conflagration among the Council members; and

WHEREAS, Bill Grooms finally and luckily got the well put
together and the sand filter buttoned on on the very afternoon R. L.
Wilson's garage burned up; ,nd
WHEREAS, un August 2, 1955, the Council concluded to hold
the line on the tax levy for 1955, pet the fines for violators regarding
the new parking meters, end ordered installation of Main Street traffic
lights; and
WHEREAS, on November 1, 1955, in regular meeting the Council
accepted an offer by Frank Lynn, sign painter, to paint signs on our
City trash cane saying "Keep Noah Clean" on all four sides; and
WHEREAS, on November 14, 1955, the Council met as a Board
of Canvasses to canvass the results of the November 8th election, which
results are now common knowledge and a matte_of expressed pleasure to
the Councilmen above named but of dubious comfort to their elected
successors, to wit:

and
WHEREAS, this resolution, the Councilmen first above named,
and tho year 1955 are all nor on the point of running freshly out of
Whoreases;
DOW, T ERSPORE, Sr IT RESOLVED, and it is hereby ORDERED by
the undersigned, citizens and grateful friends, that the said Councilmen
first above named, !omit:

be tendered a sincere and hearty tribute of thanks from their fellow
townspeople of Moab; that they be put at their ease for a period not
to exceed three days or 72 hair° following the date of this resolution,
during uhish time it shall bo illegal for any of them to hold or to be
offered any public office, and that they be given a drink.
