HomeMy Public PortalAbout2008-011 Resolution Approving Div. of Medina's One Existing Election Precinct into 2 Separate PrecinctsMember Weir introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO.2008-11 RESOLUTION APPROVING THE DIVISION OF MEDINA'S ONE EXISTING ELECTION PRECINCT INTO TWO SEPARATE PRECINCTS ALONG SCHOOL DISTRICT BOUNDARIES WHEREAS, the population of the city of Medina ("City") has grown substantially in recent years and is expected to continue to increase; and WHEREAS, the small size of the City's existing polling location only allows for a limited number of voting booths and as such creates long lines that may discourage voters from participating in elections; and WHEREAS, the Minnesota Secretary of State recommends that each precinct serve no more than 2,000 voters; and WHEREAS, Hennepin County records show that the City has 3,099 registered voters; and WHEREAS, Minnesota Statutes § 204B.14 permits the governing body of each municipality to establish and alter the boundaries of its election precincts; and WHEREAS, Minnesota Rules 8255.0020 allows for the establishment of precinct boundaries along a school district boundary that does not follow a recognizable physical feature; and WHEREAS, the City's registered voters are divided into four school districts with the Orono and Wayzata school districts containing 1,449 and 1,535 registered voters, respectively, and the Delano and Rockford school districts containing 84 and 31 registered voters, respectively; and WHEREAS, the City desires to divide its existing one election precinct into two precincts with "Precinct 1A" providing a polling location for registered voters residing in the Orono and Delano school districts and "Precinct 1 B" providing a polling location for registered voters residing in the Wayzata and Rockford school districts; and WHEREAS, the precinct boundaries of said Precincts IA and 1 B shall be described to follow the legally recognized boundaries of said school districts; and WHEREAS, the polling location for Precinct 1 A shall be the Medina City Hall, 2052 County Road 24, Medina, Minnesota, and the polling location for Precinct 1 B shall be the Hamel Community Building, 3200 Mill Drive, Medina, Minnesota. Resolution No. 2008-11 March 3, 2008 NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina as follows: (1) City staff is authorized and directed to obtain and attach as Exhibit A the relevant legal descriptions required to proceed with the precinct boundary change as described in this resolution. (2) City staff is authorized and directed to undertake all additional required steps to complete the precinct boundary change as described in this resolution within the deadlines established in Minnesota Statutes so as to be effective by the next election. Precinct 1B — Wayzata & Rockford School Districts: That part of the City of Medina which lies within: Sections 1, 2, 3, 10, 11, and 12, Township 118 North, Range 23 West, Hennepin County, Minnesota; And the North half of Section 13; And the North half of Section 14, And the North half of Section 15; And the Northeast quarter of Section 4; And the Northeast quarter of Section 9; And the North half of the Southeast quarter of Section 13.
