HomeMy Public PortalAbout2008-014 Resolution Authorizing Publication of Ord 438Member Weir introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO.2008-14 RESOLUTION AUTHORIZING PUBLICATION OF ORDINANCE NO. 438 BY TITLE AND SUMMARY WHEREAS, the city council of the city of Medina has adopted Ordinance No. 438 an ordinance amending the sign ordinance; and WHEREAS, Minnesota Statutes, § 412.191, subd. 4, allows publication by title and summary in the case of lengthy ordinances or those containing charts or maps; and WHEREAS, the ordinance is 19 pages in length; and WHEREAS, the city council believes that the following summary would clearly inform the public of the intent and effect of the ordinance. NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina that the city administrator -clerk shall cause the following summary of Ordinance No. 438 to be published in the official newspaper in lieu of the entire ordinance: Public Notice The city council of the city of Medina has adopted Ordinance No. 438, an amendment to the city's sign ordinance. The amendment regulates dynamic display signs, which are defined as ones which permit a change of copy or other movement electronically and include rotating, revolving, flashing, blinking or animated display signs. Such signs must be designed so that the message changes no more frequently than once every five minutes. The amendment regulates the brightness and size of print to ensure that the signs are not a distraction to drivers. The amendment also prohibits off -premise signs, allows additional sign area on certain buildings which front multiple streets and allows the substitution of non-commercial for commercial messages to prevent any inadvertent favoring of commercial over non-commercial speech. The full text of Ordinance No. 438 is available from the city administrator -clerk at Medina city hall during regular business hours. BE IT FURTHER RESOLVED by the city council of the city of Medina that the city administrator -clerk keep a copy of the ordinance in his office at city hall for public inspection and that he post a full copy of the ordinance in a public place within the city.
