PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR MILLER President Quinn called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard 'Jack' Elstro, Kelley Cruse - Nicholson, Bruce vessel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Gary Saunders, Wayne County Councilor, and, Tony Foster, Director of Metropolitan Development. APPROVAL OF MINUTES Mr. Parker moved to approve the minutes of the Regular Meeting and Special Meeting meetings held January 3, 2012, supported by Mr. Miller. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Mild weather is saving the City money • West Richmond Friends are sponsoring a essay contest — "Practicing Peace' in schools, neighborhoods, the works, etc. is the topic REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 22, 2011 and January 5, 2012, meetings were accepted as presented. Upon a vote viva voce, the motion passed. ORDINANCE NO. 1 -2012 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS FOR HUMAN RIGHTS DEPARTMENT The Clerk read Ordinance No. 1 -2012 on first reading by title only. Presented by Mr. Chidester, this Ordinance would authorize the Human Rights Commission to solicit and receive donations in an amount not to exceed Eight Five Thousand Dollars ($85,000). Mr. Miller moved to advance Ordinance No. 1 -2012 to second reading, suspend the rules and read by title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. Council President Quinn declared Ordinance No. 1 -2012 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. I- 2012, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. Ms. Cruse - Nicholson moved to advance Ordinance No. 1 -2012 to third and final reading and suspend the rules and read by title only, supported by Mr. Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 1 -2012 on third reading by title only. Ordinance No. 1 -2012 was adopted with a 9-0 roll call vote ORDINANCE NO. 2 -2012 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM URBAN RESIDENTIAL (UR) DISTRICT TO CENTRAL BUSINESS (CB) DISTRICT (318 and 320 North a Street) The Clerk read Ordinance No. 2 -2012 on first reading by title only. Presented by Mr. Foster, this Ordinance is a petition to rezone the properties at 318 and 320 North 9t' Street from Urban Residential to Central Business District. The structures on the lots have been approved to be demolished to allow construction of a parting lot for the historic Depot District including the proposed Model T Museum. .- Common Council Minutes January 17, 2012 Page 3 of 3 Ordinance No. 2 -2012 was referred to the Advisory Plan Commission for public hearing on January 26, 2012. ORDINANCES ON SECOND READING ORDINANCE NO. 76 -2011 — A SPECIAL ORDINANCE ALLOWING AN ALTERNATIVE ABATEMENT DEDUCTION SCHEDULE FOR PROPERTY OWNERS OBTAINING DEDUCTIONS FROM ASSESSED VALUE OF CERTAIN PROPERTY WITHIN AN ECONOMIC REVITALIZATION AREA The Clerk read Ordinance No. 76 -2011 on second reading by title only. This Ordinance would establish an ahemative abatement deduction which may be applied annually provided that all requirements of this Ordinance are met. Mr. Miller moved to delete Paragraph No. 6 (page 3), supported by Mr. Wissel. Upon a vote viva voce, the motion carried. Council President Quinn declared Ordinance No. 76 -2011 as amended on second reading and public hearing. There being no comments for or against the Ordinance as amended, Mr. Wissel moved for engrossment of Ordinance No. 76 -2011 as amended, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Mr. Wissel to advance Ordinance No. 76 -2011 as amended to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 76 -2011 as amended on thins reading by title only. Ordinance No. 76 -2011 as amended was adopted with an 8 -1 roll call vote. Dissenting was Mr. Parker. ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjoumed.
