HomeMy Public PortalAbout02-06-2012PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 6, 2012 The Common Council of the City of Richmond, Indiana met in regular session February 6, 2012 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WINGET President Quinn called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Cleric; Jeff Plasterer, Wayne County Councilor, Brent Wolfe, Richmond Power and Light; Gordon Moore, Beals & Moore; Bill Thistlethwaite, Superintendent of Parks and Recreation; and, Tony Foster, Director of Metropolitan Development; David and Kim Dorsten; Tammy Glenn, City Controller, Doug Gardner, Firefighters Local 1408; Sue Roberson, Director of Human Resources; and, Danny Sexton, AFSCME Local . APPROVAL OF MINUTES Mr. Miller moved to approve the minutes of the meeting held January 17, 2012, supported by Mr. Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS • Ms. Glenn presented the City of Richmond fiscal position as of December 2011. COMMUNICATION FROM THE MAYOR • A tree will be planted to honor Bing Welch on Highland Lake Golf Course. Mr. Thistlethwaite is assisting in this effort. • A Six Hundred Seventy Five Thousand Dollar ($675,000) grant has been received from FEMA for an aerial/platform fire truck. There will be a Seventy Five Thousand Dollar ($75,000) match required from the City. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the January 12 & 19, 2012, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None Common Council Minutes Febmery 6, 2012 Page 2 of 4 MISCELLANEOUS BUSINESS Mr. Miller read the following Resolution of the Department of Parks and Recreation in honor of Bing Welch: A RESOLUTION RECOGNIZING BING WELCH FOR YEARS OF SERVICE TO THE CITY OF RICHMOND BOARD OF PARKS AND RECREATION WHEREAS, Mr. Bing Welch had previously served as a Common Council liaison to the City of Richmond Board of Parks and Recreation; and WHEREAS, Unfortunately on Friday, January 27, 2012, Mr. Bing Welch passed away from a stroke - related illness; and WHEREAS, Mr. Bing Welch, who had only recently in 2009 stepped down as the Park Board liaison, was a passionate supporter of the Richmond Parks Department, and will be sadly missed by the members of the Park Board and the Park and City staff who worked closely with him during his time on the Board; and WHEREAS, It is in the best interest of the City of Richmond Parks Department to formally acknowledge in memory of Mr. Bing Welch the time he committed to the City of Richmond Parks Department and Paris Board during his life. NOW, THEREFORE, BE IT RESOLVED that the City of Richmond, Indiana, Board of Parks and Recreation gratefully acknowledges the years of service and leadership provided by Bing Welch to the Richmond community through his endeavors to serve the public by serving as a City Council liaison on the Richmond Park Board. The City of Richmond Parks Board further expresses the sadness felt by all at the loss of Mr. Bing Welch. Several councilors commented on their relationship with Bing and expressed he was an asset to the community. He will be missed. ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 3 & 4 -2012 on first reading by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. ORDINANCE NO. 3 -2012 — AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS The Clerk read Ordinance No. 3 -2012 on first reading by title only. Presented by Mr. Foster, this Ordinance would allow the Richmond Historic Preservation Commission to accept donations to help fund projects specific to the Commission's purpose. Ordinance No. 3 -2012 would allow the Commission to accept donations to achieve its mission without the expenditure of City funds. Mr. Wissel moved to advance Ordinance No. 3 -2012 to second reading, suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 3- 2012, supported by Mr. Miller. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 3 -2012 to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 3 -2012 on third reading by title only. Ordinance No. 3-2012 was adopted with a 9-0 roll call vote. ORDINANCE NO. 4-2012 —AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 50-2011 KNOWN AS THE 2012 SALARY ORDINANCE The Clerk read Ordinance No. 4 -2012 on first reading by title only. Presented by Ms. Roberson, this Ordinance would authorize the Department of Parks and Recreation to adjust their employee status as follows: Maintenance Technician II (4) 1,100.80 13.76 1,037 .60 12.97 Maintenance Crew Laborer (2) 1,037.60 12.97 Mr. Parker moved to advance Ordinance No. 4 -2012 to second reading, suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 4 -2012 on second reading by title only. Council President Quinn declared Ordinance No. 4 -2012 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 4- 2012, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. Mr. Parker moved to advance Ordinance No. 4 -2012 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 4 -2012 on third reading by title only. Ordinance No. 4 -2012 was adopted with a 9-0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 39 -2011 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM OUTDOOR COMMERCIAL DISTRICT TO GENERAL COMMERCIAL DISTRICT (4307 National Road West) The Clerk read Ordinance No. 39 -2011 on second reading by title only. Presented by Mr. Foster, this Ordinance is a petition to rezone the property at 4307 National Road West from Outdoor Commercial District to General Commercial District in order to reflect the property's current and best use. The Petitioner would like to rezone the site to allow expansion of his building without numerous variances. The Ordinance was heard at the January 26, 2012 Richmond Advisory Plan Commission meeting with ten Commission members in attendance. The Planning staff recommended approval and the Plan Commission voted unanimously to recommend approval. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 3- 2012, supported by Mr. Wissel. Upon a vote viva voce, the motion passed. Mr. Miller moved to advance Ordinance No. 39 -2011 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 39.2011 on third reading by title only. Ordinance No. 39 -2011 was adopted with a 9-0 roll call vote. ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
