The Common Council of the City of Richmond, Indiana met in regular session March 5, 2012 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR PARKER
President Quinn called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Don Winget, Larry Parker,
Misty Hollis, and Phil Quinn. Absent were Clayton Miller and Ron Oler.
Also in attendance were Waft Chidester, City Attomey; Sally Hutton, Mayor; Karen Chasteen, City Cleric;
Tony Foster, Director of Metropolitan Development; Tammy Glenn, City Controller, Sue Roberson,
Director of Human Resources; Bill Thistlethwaite, Superintendent of Parks and Recreation; Linda Wolski;
Greg Stiens, Director of Public Works; Leslie Brown Bolser with RHS students; and, Kris Wolski, Police
Chief.
APPROVAL OF MINUTES
Mr. Parker moved to approve the minutes of the meeting held February 21, 2012, supported by Ms.
Hollis. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
• Ms. Bolser and her Class at Richmond High School presented "Challenge Day" at RHS. This is
an anti - bullying event which will take place March 13-15.
COMMUNICATION FROM THE MAYOR
• Sanitary District routes have been changed Information has been mailed to
residents.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the February 16 & 23, 2012, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• Mr. Foster reviewed the Stellar Community Grant Program — seven Indiana communities are
competing
MISCELLANEOUS BUSINESS
• Several Centerville High School Govemment students were in attendance for class credit.

• A joint meeting of City and Wayne Council will be March 14, 6 PM. In the City Community Room.
The purpose of this meeting is to compare current health insurance plans and to develop
language for tax abatements which may include `claw back" language.
ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance Nos. 7, 8, 9 and 10 -2012 on first reading by
title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 7 -2012 - AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 50 -2011
KNOWN AS THE 2012 SALARY ORDINANCE - Park
The Cleric read Ordinance No. 7 -2012 on first reading by title only.
Presented by Ms. Roberson, this Ordinance would amend the 2012 Budget of the Park Department as
follows:

The increase in the total budget is $656 for the entire year.
Mr. Elstro moved to advance Ordinance No. 7 -2012 to second reading, suspend the rules and read by
title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.

Council President Quinn declared Ordinance No. 7 -2012 on second reading and public hearing. There
being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of
Ordinance No. 7 -2012, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Ordinance No. 7 -2012 to third and final reading and suspend the rules and
read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 7 -2012 was adopted with a 7 -0 roll call vote.
ORDINANCE NO. 8 -2012 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE PARTNERSHIP FOR A DRUG FREE
WAYNE COUNTY
The Clerk read Ordinance No. 8 -2012 on first reading by title only.
Presented by Chief Wolski, this Ordinance would authorize the City of Richmond Police Department to
submit a grant application to the Partnership for a Drug Free Wayne County in the amount of Seven
Thousand Dollars ($7,000.00) and to accept grant funding. If awarded, said funds shall be appropriated
for K -9 equipment, training for handier and K -9, medical expenses for the dogs, and to purchase
educational materials to be handed out at public presentations on the use of K -9s.
Mr. Wissel moved to advance Ordinance No. 8 -2012 to second reading, suspend the rules and read by
title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.

2012, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
Mr. Parker moved to advance Ordinance No. 8 -2012 to thins and final reading and suspend the rules and
read by title only, supported by Ms. Hollis. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 9 -2012 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYNG FOR DEDUCTIONS UNDER I.C.
6-1.-12.1 (Silgan White Cap Corporation)
The Clerk read Ordinance No. 9 -2012 on first reading by title only.
Presented by Mr. Wissel, this Ordinance is a request of Silgan White Cap Corporation for a ten -year tax
abatement for equipment valued at Nine Hundred Thousand Thirteen Six Hundred Forty Dollars
($913,640.00).
Ordinance No. 9 -2012 was referred to the Tax Abatement for due diligence.
ORDINANCE NO. 10-2012 - AN APPROPRIATION ORDINANCE AMENDING THE 2012 BUDGET

Presented by Mr. Stiens, this Ordinance amends the 2012 Budget of the Engineering Department as
follows:
General Fund - Engineerino
1 Delete $23,000.00 from Other Contract Services
2. Add $23,000.00 to Salary and Wages — Part Time

ORDINANCE NO. 52 -2010 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6-1.1 -12.1 (Perpetual Recycling Solutions)

Ordinance No. 52 -2012 was held on second reading upon the recommendation of the Tax Abatement
Committee.
ORDINANCE NO. 2-2012 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN
PARCEL FROM URBAN RESIDENTIAL DISTRICT TO CENTRAL BUSINESS DISTRICT (318 -320 N
9th)
The Clerk read Ordinance No. 2 -2012 on second reading by title only.
This Ordinance is a petition to rezone properties at 318 -320 North 9t" Street from Urban Residential to
Central Business District in order to facilitate construction of a public parking area. In order to help
relocate the Model T Museum Intemational Offices and museum to the Historic Depot District, the City of
Richmond acquired these lots to help provide parking for museum visitors and people who shop and eat
in the District. The Plan Staff recommended approval.
Council President Quinn declared Ordinance No. 2 -2012 on second reading and public hearing. There
being no comments for or against the Ordinance, Mr. Wissel moved for engrossment of Ordinance No. 2-
2012, supported by Mr. Winget. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Ordinance No. 2012 to third and final reading and suspend the rules and
read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
