PROPOSAL
The applicant is requesting to construct a new 1,953 square foot commercial building on a
vacant lot located at Assessor's Parcel Number: 6189 - 026 -053, which is located in the Heavy
Commercial (C -3) zone and has a General Plan designation of Commercial.
The applicant will be required to obtain a variance from the Lynwood Planning Commission in
order to construct the proposed project. The variance request includes a reduction in the
minimum project size from 10,000 square feet to 5,124 square feet; a reduction in the
minimum lot width from 100 feet to approximately 35 feet; a reduction in the required side
yard setback from 10 feet to 5 feet, 10 inches.
RECOMMENDATION
Staff recommends that the Design Review Board & Parking and Business Improvement District
Advisory Board consider the design of the proposed commercial building, provide
recommendations and support the project to the Lynwood Planning Commission.

PROPOSAL
The applicant is requesting to construct a new 1,953 square foot commercial
building on a vacant lot, Assessor's Parcel Number: 6189 - 026 -053, which is located
in the Heavy Commercial (C -3) zone and has a General Plan designation of
Commercial (see Exhibit No. 1).
The applicant will be required to obtain a variance from the Lynwood Planning
Commission in order to construct the proposed project. The variance request
includes a reduction in the minimum project size from 10,000 square feet to 5,124
square feet; a reduction in the minimum lot width from 100 feet to approximately
35 feet; and a reduction in the required side yard setback from 10 feet to 5 feet, 10
inches.
BACKGROUN D
In 2007, the Design Review Board was presented with the applicant's proposal and
provided recommendations to the Lynwood Planning Commission for its
consideration. On July 10, 2007 the applicant obtained approval of Conditional Use
Permit (CUP) No. 2007 -12 and Variance No. 2007 -04 from the Lynwood Planning
Commission to construct a similar proposal at the subject property. Due to

development inactivity on the part of the applicant, City approvals expired on July
10, 2008.
ANALYSIS & DISCUSSION
The building and site design has been updated from the applicant's original
proposal. With regards to building design, the applicant is requesting to construct a
23 foot high contemporary building, which contains an interior 488 square foot
storage mezzanine. The proposed building elevations depict the use of decorative
architectural materials including cultured stone, molding and stucco. The current
building design provides an articulated roof design and includes the use of durable
terracotta roof tiles. Additionally, the window area along the front elevation of the
building has been increased in order to create a strong store -front presence.
The current site design depicts the building to be placed at the front of the subject
property, which is consistent with existing building settings along Atlantic Avenue.
The proposed site design includes 4 off - street parking spaces and 1 handicap
accessible stall at the rear of the building. Vehicle access to the subject property
would be provided on Fernwood Avenue. The location of the trash enclosure will be
screened within the building footprint.
The applicant proposes to provide approximately 660 square feet of landscaping,
which is almost double the amount required by the Lynwood Municipal Code (LMC).
The landscape plan depicts a variety of plant types including shrubs, perennials and
ground cover.
RECOMMENDATION
Staff recommends that the Design Review Board consider the design of the
proposed commercial building, provide recommendations and support the project
to the Lynwood Planning Commission.
