PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WINGET President Quinn called the meeting to order and the following business was conducted: ROLL CALL Present were: Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Absent was Howard "Jack" Elstro. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Rodney Mayse, Airport; Tony Foster, Department of Metropolitan Development; Bill Thistlethwaite, Department of Parks and Recreation; Sue Roberson, Department of Human Resources; Tammy Glenn, City Controller Kim Vessels; Assistant City Attorney; Rhonda Pope, Retired Senior Volunteer Program; Doug Goss, Information and Technology; Sherrie Harlin, Executive Director of Minority Health Coalition; and Dave Bums. APPROVAL OF MINUTES Ms. Hollis moved to hold the minutes of the meeting held June 4, 2012, supported by Mr. Miller. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • RHS Devilettes are `flocking" people with Flamingos. This is a fun fundraiser — please support them. • The Fireworks will be held July 3 on Roosevelt Hill at Glenn Miller Park. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the June 7, 14 & 21, 2012, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS ■ Sherrie Harlin, Executive Director of the MINORITY HEALTH COALITION reported there will be a Health Fair from 10 am — 2 pm in conjunction with Soulfest at Townsend Center on July 14. Those without insurance are the targeted populace. Common Council Minutes Juty 2, 2012 Page 2 of 5 MISCELLANEOUS BUSINESS • When asked about the status of the Neighborhood Stabilization Project, Mr. Foster reported 23 homes have been built and /or rehabbed. Six of these have been sold. • Committee of the Whole Meetings for the 2012 Budgets are scheduled for August 21 -23 with the Budget Adoption Meeting on October 15. These meetings will take place at 6:00 pm in the City Council Chambers. ORDINANCES ON FIRST READING Mr. Wissel moved to suspend the rules and read Ordinance Nos. 34, 35, 36 & 37 -2012 on first reading by title only, supported by Parker. Upon a vote viva voce, the motion passed. ORDINANCE NO. 34 -2012 — AN APPROPRIATION ORDINANCE AMENDING THE 2013 BUDGET (Clerk) The Clerk read Ordinance No. 34 -2012 on first reading by title only. This Ordinance would transfer funds as follows: Delete $200.00 from Social Security; $98.00 from Medicare; $100.00 from Copier Charges; $100.00 from Office Supplies; $100.00 from General Supplies; and add $598.00 to Litigation. Mr. Parker moved to advance Ordinance No. 34 -2012 to second reading, suspend the rules and read by title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 342012 on second reading by title only. Council President Quinn declared Ordinance No. 34 -2012 on second reading and public hearing. Ordinance No. 34 -2012 as adopted with an 8-0 roll call vote ORDINANCE NO. 35 -2012 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE WAYNE COUNTY FOUNDATION (RSVP Enhance Fitness Program) The Clerk read Ordinance No. 35 -2012 on first reading by title only. This Ordinance is a request for authorization to submit an application to the Wayne County Foundation `Enhance Fitness' grant program and to accept said grant funding in an amount up to One Thousand Five Hundred Dollars and Zero Cents ($1,500.00). No local match is required. If awarded, the Parks Department wishes to use the grant to fund the 2012 RSVP Enhance Fitness Program. Mr. Miller moved to advance Ordinance No. 35 -2012 to second reading, suspend the rules and read by title only, supported by Mr. Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. Mr. Vlfissel moved to advance Ordinance No. 35 -2012 to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Cleric read Ordinance No. 35 -2012 on third reading by title only. Ordinance No. 35 -2012 was adopted with an 8-0 roll call vote. ORDINANCE NO. 36 -2012 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS (Airport) The Clerk read Ordinance No. 36 -2012 on first reading by title only. This Ordinance would appropriate an additional Twenty Eight Thousand Sixty Three Dollars ($28,063.00) into the 2012 Budget for the Richmond Municipal Airport. The need for this is the prospect of plowing snow this winter and other operational expenses. There is approximately One Hundred Sixty Three Thousand Dollars ($163,000) in cash reserves for the Airport which would fully support this appropriation. ORDINANCE NO. 37 -2012 — A GENERAL ORDINANCE AUTHORIZING ACCEPTANCE OF CREDIT CARDS OR BANK CARD PAYMENTS PURSUANT TO INDIANA CODE 36-1 -8 The Clerk read Ordinance No. 37 -2012 on first reading by title only. This Ordinance would allow the City to accept payments with bank cards and credit cards and to absorb the service charges. Ms. Vessels and Ms. Glenn explained this is a "housekeeping" measure because the Park Department and Sanitary District are already accepting card payments. Ms. Glenn assured Council a detailed accounting will be kept of charges and made available to Councilors. This is the first of many steps to finalize credit card procedures. Mr. Miller moved to advance Ordinance No. 37 -2012 to second reading, suspend the rules and read by title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. ORDINANCES ON SECOND READING ORDINANCE NO. 11-2012 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM URBAN RESIDENTIAL TO LIMITED COMMERCIAL DISTRICT (325 NW 5th Street) The Clerk read Ordinance No. 11 -2012 on second reading by title only. This Ordinance is a petition to rezone the property at 315 NW 5th Street from Urban Residential to Limited Commercial. The structure on the lot is a former gas station which has received numerous variances over the years. The Petitioner requested approval for outright commercial designation. Council President Quinn declared Ordinance No. 11 -2012 on second reading and public hearing. There being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of Ordinance No. 11 -2012, supported by Mr. Miller. Upon a vote viva voce, the motion passed. Mr. Miller moved to strike Ordinance No. 27 -2012, supported by Mr. Winget. Upon a vote viva voce, the motion passed. ORDINANCE NO. 28 -2012 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE FEDERAL HIGHWAY ADMINISTRATION (So. "E" Street Rehab) The Clerk read Ordinance No. 28 -2012 on second reading by title only. Mr. Miller moved to strike Ordinance No. 28 -2012, supported by Mr. Winget. ORDINANCE NO. 29 -2012 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1 -12.1 (B &F Plastics) The Cleric read Ordinance No. 29 -2012 on second reading by title only. r 1 Common Council Minutes July 2, 2012 Page 5 of 5 Presented by Mr. Wissel, this Ordinance is a petition of B&F Plastics for a ten -year tax abatement on equipment valued at Six Hundred Thirty Thousand Dollars and zero cents ($630,000.00). The Tax Abatement Committee recommended approval. Council President Quinn declared Ordinance No. 29 -2012 on second reading and public hearing. ORDINANCE NO. 31 -2012 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM MEDIUM DENSITY SINGLE - FAMILY RESIDENTIAL DISTRICT TO HIGH IMPACT DISTRICT (1400 South 21st Street) The Clerk read Ordinance No. 31 -2012 on second reading by title only.
