PROCEEDINGS OF THE COMMON COUNCIL OF
THE CITY OF RICHMOND, INDIANA,
SEPTEMBER 4, 2012
The Common Council of the City of Richmond, Indiana met in regular session September 4, 2012 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR OILER
President Quinn called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Jeana Davis & Brett Guilley, Wayne County Economic Development Corporation; Tim Parrott, Deputy
Fire Chief; Denny Burns, Wayne County Commissioner; Jeff Plasterer, Wayne County Councilor;
Richmond High School Government Students; Eric Marsh, Executive Director of Whitewater Community
Television; Media and Sergeant -at -Arms.
APPROVAL OF MINUTES
Mr. Miller moved to approve the minutes of the meeting held August 20, 2012, supported by Mr. Winget.
Upon a vote viva voce, the motion passed.

COMMUNICATION FROM THE MAYOR
■ The Starr Gennett Walk of Fame Music Festival will be September 8, 2012
■ The upcoming Mayor's Institute is relative to Quality of Life issues
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the August 16 & 23, 2012, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
■ WHITEWATER COMMUNITY TELEVISION — Mr. Marsh reviewed the programs and policies of
WCTV.
■ EMERGENCY MEDICAL SERVICES — Deputy Chief Parrott presented a quarterly financial
report.
■ ECONOMIC DEVELOPMENT CORPORATION — Ms. Davis and Mr. Guilley reported on the
activity of the EDC of Wayne County.

MISCELLANEOUS BUSINESS
There will be a Committee of the Whole meeting re Ordinance No. 39 -2012 (Sewer Rates), Monday,
September 10, at 7 PM.

There being no further business, on a motion duly made, seconded and passed, the meeting was
