PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR ELSTRO President Quinn called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. APPROVAL OF MINUTES Mr. Parker moved to approve the minutes of the meeting held September 17, 2012, supported by Mr. Winget. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR ■ Recording not available REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 13 and 20, 2012, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None Common Council Minutes October 1, 2012 Page 2 of 4 MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING None ORDINANCES ON SECOND READING ORDINANCE NO. 50 -2012 - AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2013 BUDGET The Clerk read Ordinance No. 50 -2012 on second reading by title only. This Ordinance presents the proposed 2013 Budget. Council President Quinn declared Ordinance No. 50 -2012 on second reading and public hearing. Several amendments were proposed: • Requested the Mayor present a statement to Council regarding the proposed uses of Economic Development Income Tax funds for the upcoming year. This suggestion was not pursued due to lack of a motion. • Suggested insurance funds be placed into another fund to more easily track. Ms. Glenn stated it would be too difficult. This suggestion was not pursued due to lack of a motion. • Ms. Hollis moved to delete a full time Purchase Clerk in the amount of Forty Seven Thousand Six Hundred Twenty Five Dollars and zero cents ($47,625.00), supported by Ms. Cruse - Nicholson. Upon a roll call vote, the motion failed. Dissenting were Messrs. Elstro, Winget, Parker, Wissel and Ms. Cruse - Nicholson. • Ms. Hollis moved to delete a part time position in the Finance Department in the amount of Fifteen Thousand Six Hundred Dollars and zero cents ($15,600.00), supported by Mr. Miller. Upon a roll call vote, the motion failed. Dissenting were Messrs. Elstro, Winget, Parker, Oler and Wissel. • Mr. Miller moved to delete one "pool" vehicle from the Department of Metropolitan Development in the amount of Fifteen Thousand Dollars and zero cents ($15,000.00), supported by Mr. Winget. Upon a roll call vote, the motion passed. Dissenting was Mr. Elstro. • Ms. Hollis moved to delete a part time position in the Law Department in the amount of Twenty One Thousand Eight Hundred Forty Dollars and zero cents ($21,840.00), supported by Mr. Winget. Upon a roll call vote, the motion failed. Dissenting were Messrs Elstro, Parker, Oler, Wissel and Ms. Cruse - Nicholson. • Ms. Hollis moved to delete the Department of Information and Technology from the budget as presented and investigate the possibility of outsourcing these services. The amount in question was Three Hundred Three Thousand Dollars and zero cents ($303,000.00). Mr. Miller supported this motion. Upon a roll call vote, the motion failed. Dissenting were Messrs. Elstro, Miller Winget, Parker, Oler, Wissel and Ms. Cruse- Nicholson and Hollis. • Ms. Cruse Nicholson moved to increase the budget by Thirty Four Thousand Four Hundred Eighty Dollars and zero cents ($34,480.00). This would allow the reinstatement of the Director of Common Council Minutes October 1, 2012 Page 3 of 4 Human Rights. This motion was supported by Mr. Elstro. Upon a roll call vote, the motion failed. Dissenting were Messrs. Miller, Winget, Parker, Oler, Wissel and Ms. Hollis. Speaking against the Ordinance was Mr. Harris, 419 South 14th Street. Mr. Parker moved for engrossment of Amended Ordinance No. 50 -2012, supported by Mr. Wissel. Upon a vote viva voce, the motion passed. Mr. Parker moved to advance Amended Ordinance No. 50 -2012 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. Amended Ordinance No. 50 -2012 will be heard on third and final reading October 15, 2012. ORDINANCE NO. 51 -2012 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2013 The Clerk read Ordinance No. 51 -2012 on second reading by title only. This Ordinance presents the proposed annual compensation of all elected City Officers for 2013. Council President Quinn declared Ordinance No. 51 -2012 on second reading and public hearing. There being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of Ordinance No. 51 -2012, supported by Mr. Elstro. Upon a vote viva voce, the motion passed. Ordinance No. 51 -2012 will be heard on third and final reading October 15, 2012. ORDINANCE NO. 52 -2012 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2013 SALARY ORDINANCE The Clerk read Ordinance No. 52 -2012 on second reading by title only. This Ordinance presents the proposed annual compensation of all Civilian Employees for 2013. Council President Quinn declared Ordinance No. 52 -2012 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Miller moved for engrossment of Ordinance No. 52- 2012, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Ordinance No. 52 -2012 will be heard on third and final reading October 15, 2012 ORDINANCE NO. 54 -2012 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMOND POWER AND LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL FUND IN 2012 The Clerk read Ordinance No. 54 -2012 on second reading by title only. This Ordinance would authorize the payment for personal services for executive departments fro the General Fund and subsequently transfer monies to the General Fund pursuant to allocations listed in the Ordinance. Council President Quinn declared Ordinance No. 54 -2012 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Wissel moved for engrossment of Ordinance No. 54 -2012, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Ordinance No. 54 -2012 will be heard on third and final reading October 15, 2012. ORDINANCES ON THIRD READING i Common Council Minutes October 1, 2012 P89e 4 of 4 AMENDED ORDINANCE NO. 39-2012 — AN ORDINANCE AMENDING ORDINANCE NO. 9 -2009 (Sewer Rates) The Clerk read Amended Ordinance No. 39 -2012 on third reading by title only. This Ordinance would authorize an increase in sewer utility rates in two Phases effective in 2013 and 2014. Ordinance No. 39 -2012 was adopted with a 5-4 roll call vote.
