PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CRUSE- NICHOLSON President Quinn called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Clayton Miller, Don Winget, Lary Parker, Misty Hollis, Ron Oler and Phil Quinn. Absent was Bruce Wissel. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Valerie Fonzer, Deputy Controller; Peter Zaleski; Clay Carmen and Randy Baker, Richmond Power and Light; Doug Goss, Information and Technology; Linda and Kris Wolski, Police Chief; Diane Whitehead, Mark Connery and Bobby Lipps, Police Department; Scott Zimmerman, City Planner; Sue Roberson, Human Resources; Bill Thistlethwaite and Blair Beach, Park Department; Bill Harris, Jeff Lohmoeller and Denise Johnson, Sanitary District; Vicki Robinson, Purchasing; and, Government Students from Richmond High School. APPROVAL OF MINUTES Mr. Parker moved to approve the minutes of the meeting held October 1, 2012, supported by Mr. Winget. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS ■ SANITARY DISTRICT — Mr. Harris presented the Sewer /Stormwater Billing Transition Timeline. The new procedure will begin with the November billing. COMMUNICATION FROM THE MAYOR • The traffic signal at South a and "E" Streets has been repaired. The signal at Bridge Avenue and Sim Hodgin Parkway has been replaced with a four -way stop. There are several other lights to be replaced and are on a schedule of two per year. • The Bo VanPelt Golf event was a success. Bo sets a high standard for giving back to his hometown. • Trick or Treat will be October 31 — 5:00 -7:00 pm. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 27 and October 4, 2012, meetings were accepted as presented. ENVIRONMENTAL SUSTAINABILITY COMMISSION: The following names were presented to Council for approval to serve on the ESC: Scott Hess - Education Scott Zimmerman - Government Stephanie Hays - Mussoni - Education Alizon Zajdel - Not -for- Profit Darryl Decker - Education and Small Business Ron Oler - Common Council Denise Johnson - Sanitary District - Utility Non - voting Community Members Kevin McCurdy - Lorenz, Williams, Clinton Architects Elijah Welch - Sanitary District Jared Patton - Earlham Tim Earlham These people were taken under consideration to allow time for additional names to be submitted at the November 5, 2012 meeting. Upon a vote viva voce, the motion passed. ORDINANCE NO. 57 -2012 — A SPECIAL AORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM HIGH DENSITY SINGLE - FAMILY RESIDENTIAL DISTRICT TO GENERAL COMMERCIAL DISTRICT — 315 SW 17' Street, 1605 and 1601 National Road West The Clerk read Ordinance No. 57 -2012 on first reading by title only. This Ordinance is a petition to rezone properties in the 1600 block of National Road West. The property owner has the opportunity to develop the lots for a commercial business. Ordinance No. 57 -2012 was referred to the Richmond Advisory Plan Commission for public hearing in November. ORDINANCE NO. 58 -2012 — A GENERAL ORDINANCE AMENDING SUBSECTION 53.18 OF RICHMOND CITY CODE — re Sewer Billing The Clerk read Ordinance NO. 58 -2012 on first reading by title only. This Ordinance will establish a statutorily- required resolution procedure for addressing disputed sewer bills. Mr. Miller moved to advance Ordinance No. 58 -2012 to second reading, suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 58 -2012 on second reading by title only. Council President Quinn declared Ordinance No. 58 -2012 on second reading and public hearing. There being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of Ordinance No. 58 -2012, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Mr. Parker moved to advance Ordinance No. 58 -2012 to third and final reading and suspend the rules and read by title only, supported by Ms_ Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 58 -2012 on third reading by title only. Ordinance No. 58 -2012 was adopted with an 8 -0 roll call vote. ORDINANCES ON SECOND READING None ORDINANCES ON THIRD AND FINAL READING ORDINANCE NO. 50 -2012 - AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2013 BUDGET The Clerk read Ordinance No. 50 -2012 on third and final reading by title only. Common Council Minutes October 15, 2012 Page 4 of 4 This Ordinance presents the proposed 2013 Budget. Ordinance No. 50 -2012 was defeated with a 3 -5 roll call vote. Dissenting were Councilors Cruse - Nicholson, Miller, Winget, Hollis and Quinn. ORDINANCE NO. 51 -2012 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2013 The Clerk read Ordinance No. 51 -2012 on third and final reading by title only. This Ordinance presents the proposed annual compensation of all elected City Officers for 2013. Ordinance No. 51 -2012 was adopted with an 8 -0 roll call vote. ORDINANCE NO. 52 -2012 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2013 SALARY ORDINANCE The Clerk read Ordinance No. 52 -2012 on third and final reading by title only. This Ordinance presents the proposed annual compensation of all Civilian Employees for 2013. Ordinance No. 52 -2012 was adopted with an 8 -0 roll call vote. ORDINANCE NO. 54 -2012 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMOND POWER AND LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL FUND IN 2012 The Clerk read Ordinance No. 54 -2012 on third and final reading by title only. This Ordinance would authorize the payment for personal services for executive departments from the General Fund and subsequently transfer monies to the General Fund pursuant to allocations listed in the Ordinance. Ordinance No. 54 -2012 was adopted with an 8-0 roll call vote. CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
