THE CITY OF RICHMOND, INDIANA,
JANUARY 4, 2011
The Common Council of the City of Richmond, Indiana met in special session January 4, 2011 in the
Council Chambers in said City. President Miller presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Bing Welch,
Lary Parker, Diana Pappin, Phil Quinn and Bob Goodwin.
ELECTION OF OFFICERS:
Mr. Miller opened the floor for nominations for the offices of President and Vice President of the
Richmond Common Council.
Mr. Parker nominated Ms. Pappin to serve as President with a second by Mr. Wissel. Mr. Parker moved
to close the nominations, with a second by Mr. Wissel. Upon a vote viva voce, the motion passed. Upon
a vote viva voce, Ms. Pappin was elected President for 2011.
Ms. Pappin nominated Mr. Quinn to serve as Vice President with a second by Mr. Parker. Mr. Wissel
moved to close the nominations, with a second by Mr. Parker. Upon a vote viva voce, the motion passed.
Upon a vote viva voce, Mr. Quinn was elected Vice President for 2011.
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned
