HomeMy Public PortalAbout01-04-2011:' PROCEEDINGS OF TIME COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JANUARY 4, 2011 The Common Council of the City of Richmond, Indiana met in regular session January 4, 2011 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WELCH President Pappin called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Lary Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Also present were: Sherry and Ron Oler, Watt Chidester, City Attorney; Sarah "Salty" Hutton, Mayor; and Karen Chasteen, City Clerk. APPROVAL OF MINUTES Mr. Parker moved to approve the minutes of the meeting of December 20, 2010, supported by Mr. Wissel. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS Ms. Pappin presented a token of appreciation to outgoing President Miller. COMMUNICATION FROM THE MAYOR ■ There will be a public review of the Management Agreement between the Richmond -Wayne County Chamber of Commerce and the Wayne County Economic Development Corporation on January 5 in the County Council Chambers. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 16, 2010, meeting was accepted as presented. Ms. Pappin noted the final payment for the $2.5 million loan for the Carpenter Building has been submitted to Richmond Power and Light. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS in BOARD OF ZONING APPEALS APPOINTMENT: Mr. Welch reported Donna Schiefed has withdrawn her name as a candidate for this position. Mr. Welch moved to recognize Donna for her twelve years of service to the Board of Zoning Appeals, supported by Mr. Miller. Upon a vote viva voce, the motion passed. Mr. Quinn moved to appoint Alex Dickman, supported by Mr. Miller. Economic Development Corp Liaison Housing Parks/Recreation Plan Commission Street Tree Commission Tax Abatement Transportation Urban Enterprise Association Human Rights Commission ORDINANCES ON FIRST READING - None ORDINANCES ON SECOND READING Quinn (Chair) Nicholson Goodwin (Chair) Elstro Welch Welch Pappin Nicholson Miller Wissel Pappin Wissel (Chair) Parker, Goodwin, & Welch Elstro Goodwin Nicholson ORDINANCE NO. 60 -2010 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1 -12.1 (Belden) The Clerk read Ordinance No. 60 -2010 on second reading by title only. Presented by Mr. vessel, this Ordinance is a request of Belden, Inc. for a ten -year tax abatement on equipment valued at $1.9 million. The Tax Abatement Committee recommended holding Ordinance No. 60 -2010 on second reading as requested by the Petitioner.
