The Common Council of the City of Richmond, Indiana met in regular session February 7, 2011 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR PARKER
President Pappin called the meeting to order and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Lary Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
Also present were: Mark Linderman & Eric Marsh, Whitewater Community Television; Mario Simpson;
Ron Church, Human Rights Commission; Misty Hollis; Dave Dorsten; Police Chief Kris & Linda Wolski;
Tammy Glenn, City Controller, Steve Saum, Richmond; Fire Chief, Mike Crawley; Chris Hardie; Waft
Chidester, City Attorney; Sally Hutton, Mayor, and, Karen Chasteen, City Clerk.
Members of Boy Scout Troop #14 of Central United Methodist Church were also in attendance.
APPROVAL OF MINUTES
Mr. Parker moved to approve the minutes of the meeting of January 18, 2011, supported by Mr. Welch.
Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
■ RESOLUTION NO. 1-2011 -A RESOLUTION URGING THE STATE OF INDIANA GENERAL
ASSEMBLY TO VOTE NO ON HOUSE BILL 1131
HB 1131 would eliminate cable franchise fees which are currently paid to the City of Richmond
with 40% of the amount received being forwarded to Whitewater Community Television for Public,
Educational and Government programming.
Mr. Parker moved to adopt Resolution No. 1 -2011, supported by Mr. Welch. Upon a vote viva
voce, the motion passed.
COMMUNICATION FROM THE MAYOR
• Government 101 will be held in the Council Chambers March 1, 8 & 15
• All City Departments were thanked for their response to the severe weather experienced recently.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the January 13, 20 & 27, 2011 meetings were accepted as presented.

REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• Police Chief Wolski shared a presentation of the ProActive Criminal Enforcement (PACE)
Interdiction Program. The Team Richmond is involved with was rated #1 in the State of Indiana.
• Ms. Glenn presented a power point program relative to the December 31, 2010 financial status of
the City.

ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance Nos. 2, 4, 5, 6 & 9 -2011 on first reading by
title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 2 -2011 - A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE DONATIONS FOR HUMAN RIGHTS DEPARTMENT
The Clerk read Ordinance No. 2 -2011 on first reading by title only.
Presented by Mr. Chidester, this Ordinance would authorize the City of Richmond to receive donations in
an amount up to Eighty Five Thousand Dollars and zero cents ($85,000.00) to fund the activities of the
Human Rights Commission.
Mr. Miller moved to advance Ordinance No. 2 -2011 to second reading and to suspend the rules and read
by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed.

Council President Pappin declared Ordinance No. 2 -2011 on second reading and public hearing. There
being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of
Ordinance No. 2 -2011, supported by Mr. Elstro. Upon a vote viva voce, the motion passed.
Mr. Miller moved to advance Ordinance No. 2 -2011 to third and final reading and suspend the rules and
read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed.

Ordinance No. 2 -2011 was adopted with a 9-0 roll call vote
ORDINANCE NO. 4 -2011 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE DONATIONS FOR RICHMOND FIRE DEPARTMENT PROGRAMS
The Cleric read Ordinance No. 4 -2011 on first reading by title only.
Presented by Chief Crawley, this Ordinance would authorize the City of Richmond to receive donations to
fund the programs of the Richmond Fire Department.
Mr. Elstro moved to advance Ordinance No. 4 -2011 to second reading and to suspend the rules and read
by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed.

Mr. Welch moved to advance Ordinance No. 4 -2011 to third and final reading and suspend the rules and
read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 5 -2011 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6-1.1 -12.1 (Silgan White Cap Corp)
The Cleric read Ordinance No. 5 -2011 on first reading by title only.
Presented by Mr. Wissel, this Ordinance is a request of Silgan White Cap Corporation for a ten year tax
abatement on equipment valued at Eight Hundred Seventy Thousand Five Hundred Dollars and zero
cents ($870,500.00).
Ordinance No. 5 -2011 was referred to the Tax Abatement Committee for due diligence.
ORDINANCE NO. 6 -2011 — AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA APPOINTING APPRAISERS TO APPRAISE THE VALUE OF RICHMOND
POWER & LIGHT WHITEWATER VALLEY TURBINE #2
The Clerk read Ordinance No. 6 -2011 on first reading by title only.
Presented by Mr. Saum, this Ordinance would appoint the following three appraisers to value the RP &L
turbine #2: David Moody, Shaw Consultants International; J. Robert Pieper, Integrated Power
Resources, LLC; Joe Kettell, Apraisal Economics.
These appraisers are disinterested persons and are not residents or taxpayers of the City of Richmond.
All fees shall be paid by Richmond Power & Light.
Mr. Wissel moved to advance Ordinance No. 6 -2011 to second reading and to suspend the rules and

DEPOSITORIES FOR THE INVESTMENT OF CITY OF RICHMOND FUNDS PURSUANT TO INDIANA
CODE 5 -13-9

Presented by Ms. Glenn, this Ordinance would authorize the City of Richmond to invest funds with the
following depositories: First Bank Richmond, NA, Home Office; First Merchants Bank, Richmond Branch;
JPMoigan Chase Bank, NA, Richmond Branch; Old National Bank, Richmond Branch; U.S. Bank
National Association, Richmond Branch; Wayne Bank & Trust Company, Richmond Branch; and, West
End Savings Bank, Home Office.
Mr. Parker moved to advance Ordinance No. 9 -2011 to second reading and to suspend the rules and
read by title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
