PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR QUINN President Pappin called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Lary Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Also present were: Chris Hardie; Misty Hollis; Jane Warren; Kevin Hurley; Tony Foster, Director of Metropolitan Development; Greg Director of Public Works; Sally Hutton, Mayor; Waft Chidester, City Attorney; Karen Chasteen, City Cleric.. APPROVAL OF MINUTES Mr. Parker moved to approve the minutes of the meeting of March 7, 2011, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Cash for Cans — Richmond placed Third statewide with a prize of $5,000. The funds will be used for the Environmental Council. • CAGIT and EDIT moneys overpaid by the State will have to be repaid over a three year period. Every municipality was affected. The exact amount will be announced as soon as available. • Seven percent of the gas tax will be redirected to the State Police which will reduce what the City will receive. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the February 24 and March 3, 2001 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS None MISCELLANEOUS BUSINESS Common Council Minutes March 21, 2011 Page 2 of 3 None ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 18, 19 & 20 -2011 on first reading by title only, supported by Mr. Parker. ORDINANCE NO. 18 -2011 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE AREA 9 AGENCY (Roseview Transit) The clerk read Ordinance No. 18 -2011 on first reading by title only. Presented by Mr. Steins, this Ordinance would authorize the City of Richmond to submit a grant application to the Area 9 Agency to help fund the Roseview Transit transportation services from fiscal year 2011 to 2012 and to accept said grant funding in an amount up to Forty Two Thousand Two Hundred Nineteen Dollars and Zero Cents ($42,219.00). Matching funds from Roseview Transit Rider donations and the City of Richmond, Indiana, in the amount of Seven Thousand Four Hundred Fifty Dollars and Forty -One Cents ($7,450.41) shall be appropriated to support this grant application. Mr. Welch moved to advance Ordinance No. 18 -2011 to second reading and to suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 18 -2011 on second reading by title only. Council President Pappin declared Ordinance No. 18 -2011 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 18- 2011, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Mr. Welch moved to advance Ordinance No. 18 -2011 to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Cleric read Ordinance No. 18 -2011 on third reading by title only. Ordinance No. 18 -2011 was adopted with a 9-0 roll call vote ORDINANCE NO. 19 -2011 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE 2010 LOCAL HIGHWAY SAFETY IMPROVEMENT PROGRAM (Manor Drive) The Clerk read Ordinance No. 19 -2011 on first reading by title only. Presented by Mr. Steins, this Ordinance would authorize the City of Richmond to submit a grant application to the Federal Highway Safety Administration and to accept said grant funding in an amount up to One Million Six Hundred Fifty Thousand Dollars ($1,650,000.00), of which One Million Three Hundred Twenty Thousand Dollars ($1,320,000) is the federal contribution. Said funds, if awarded to the City of Richmond, shall be used for the construction and extension of Manor Drive from Dillon to Catalpa Drive (extension of existing roadway on new alignment) within the City of Richmond. Ordinance No. 19 -2011 was held on second reading to allow for additional due diligence. Common Council Minutes March 21, 2011 Page 3 of 3 ORDINANCE NO. 20 -2011 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION (CSX Corridor) The Clerk read Ordinance No. 20 -2011 on first reading by title only. Presented by Mr. Foster, this Ordinance would authorize the City of Richmond to submit a grant application to the Indiana Department of Transportation, Transportation Enhancement Program. The City of Richmond would be authorized to accept said grant funding in an amount up to Three Hundred Thousand Dollars ($300,000.00) and to provide local funds in an amount up to Sixty Thousand Dollars ($60,000.00). Said funds, if awarded to the City of Richmond, shall be appropriated to acquire the CSX Railroad corridor from South Fifth Street to Richmond Avenue. Mr. Welch moved to advance Ordinance No. 20 -2011 to second reading and to suspend the rules and read by title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 20 -2011 on second reading by title only. Council President Pappin declared Ordinance No. 20 -2011 on second reading and public hearing. Speaking in opposition was Kevin Hurley, Western Cullen Hayes. There being no comments for the Ordinance, Ms. Cruse - Nicholson moved for engrossment of Ordinance No. 20 -2011, supported by Mr. Elstro. Upon a vote viva voce, the motion passed. Mr. Welch moved to advance Ordinance No. 20 -2011 to third and final reading and suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. The Cleric read Ordinance No. 20 -2011 on third reading by title only.
