PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR President Pappin called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Lany Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Also present were: Tony Foster, Director of Metropolitan Development; Bill Thistlethwalte, Superintendents of Parks and Recreation; Elijah Welch, Sanitary District; Greg Steins, Director of Public Works; Mike Crawley, Chief -fire Department; Jerry Purcell, Battalion Chief — Fire Department; Tammy Glenn, city Controller, Sue Roberson, Director of Human Resources; Sue Miller, President of Stormwater Management Board; Gerald South, Stormwater Coordinator, Ron Oler, Misty Hollis; Bob Hunter, Ron Chum; Monica Bums, Deputy City Clerk; Joyce Carr, Ordinance Violations Clerk; Waft Chidester, City Attorney; Salty Hutton, Mayor, Karen Chasteen, City Clerk; Bob Thomas and Jim Thomas, RPD Reserve Officers. APPROVAL OF MINUTES Mr. Miller moved to amend the August 15 to reflect Sue Roberson as Director of Human Resources, supported by Mr. Welch. Upon a vote viva voce, the motion passed. Mr. Miller moved to approve the minutes as amended of the meeting of August 15, 2011, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Welcome Home Vietnam Veterans weekend was a huge success. Over 10,000 people viewed the Wall. • The events which will take place on September 17 were reviewed. • The Human Rights Budget was not included in the proposed 2012 Budget. Other funding sources are being investigated. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the July 28 and August 4, 2011, meetings were accepted as presented. Common Cound Minutes September 6, 2011 Pape 2 of 5 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • Mr. Purcell presented the original Emergency Medical Services Transport Plan dated February, 2001. • Mr. Steins and Mr. Welch reviewed the progress of the Stomtwater projects. MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 47, 48, 50, 51, 52, 53, 54, 55 & 56 -2011 on first reading by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. ORDINANCE NO. 47 -2011 - AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2012 BUDGET The Clerk read Ordinance 47 -2011 on first reading by title only. Presented by Ms. Glenn, attached to this Ordinance is Budget Form 4-A which contains all expenses of the City of Richmond for the year ending December 31, 2012. Ordinance No. 47 -2011 will be heard on second reading and public hearing September 19, 2011. ORDINANCE NO. 48 -2011 - AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2012 The Cleric read Ordinance 48 -2011 on first reading by title only. Presented by Ms. Glenn, this Ordinance establishes the compensation of all elected City Officers for 2012. All salaries remain the same as in 2011. Ordinance No. 48 -2011 will be heard on second reading and public hearing September 19, 2011. ORDINANCE NO. 50 -2011 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2012 SALARY ORDINANCE The Clerk read Ordinance 50 -2011 on first reading by title only. Presented by Ms. Glenn, this Ordinance fixes the compensation of each appointive officer, deputy and other employees of the City departments, except police officers and firefighters. Ordinance No. 50 -2011 will be heard on second reading and public hearing September 19, 2011. ORDINANCE NO. 51 -2011 — AN APPROPRIATION ORDINANCE AUTHORIZING A REDUCTION IN APPROPRIATIONS FROM CERTAIN FUNDS The Clerk read Ordinance 51 -2011 on first reading by title only. Presented by Ms. Glenn, this Ordinance would authorize the City of Richmond to reduce the following fine items in the 2011 Budget: Parks and Recreation: Personal Services Other Contractual Capital Outlay Total Park and Recreation Human Resources: Board of Works: Personal Services Total Human Resources Other Contractual Total Board of Works Total General Fund Total Budget Reductions Common Council Minutes September 6, 2011 Page 3 of 5 31,058 19,000 30,000 80,058 6,000 6,000 120.000 120,000 126,000 $206,058 Mr. Parker moved to advance Ordinance No. 51 -2011 to second reading and to suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 51 -2011 on second reading by title only. Council President Pappin declared Ordinance No. 51 -2011 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Welch moved for engrossment of Ordinance No. 51- 2011, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Mr. Parker moved to advance Ordinance No. 51 -2011 to third and final reading and suspend the rules and read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 51 -2011 on third reading by title only. Ordinance No. 51 -2011 was adopted with a 9-0 roll call vote. ORDINANCE NO. 52 -2011 — AN ORDINANCE TO PETITION FOR A SHORTFALL APPEAL DUE TO ERRONEOUS ASSESSED VALUE The Clerk read Ordinance 52 -2011 on first reading by title only. Presented by Ms. Glenn, this Ordinance would authorize the City of Richmond to appeal to the Local Government Tax Control Board and Department of Local Government Finance for a property tax shortfall, due to erroneous assessed valuation, pursuant to IC 6-1.1- 18.5 -16. Mr. Parker moved to advance Ordinance No. 52 -2011 to second reading and to suspend the rules and read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed. ORDINANCE NO. 53 -2011 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMOND POWER AND LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL FUND IN 2012 The Clerk read Ordinance 53.2011 on first reading by title only. Presented by Ms. Glenn, this Ordinance the personal services for executive departments are paid from the Richmond general Fund and it is necessary to transfer monies to such fund from various funds. Ordinance No. 53 -2011 will be heard on second reading and public hearing September 19, 2011. ORDINANCE NO. 54 -2011 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1 -12.1 The Cleric read Ordinance 542011 on first reading by title only. Presented by Mr. Wissel, this Ordinance is a request of Color -Box, LLC for a ten year tax abatement for equipment valued at Eight Million Two Hundred Eighty Thousand Dollars ($8,280,000.00). Ordinance No. 542011 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 55 -2011 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY (STREET) (So. 14th & P) The Clerk read Ordinance 55 -2011 on first reading by title only. Presented by Mr. Foster, this Ordinance is a petition to vacate a portion of the public way running east and west approximately 145 feet east of South 14th Street; Habitat for Humanity has acquired property on South `P" and the vacation will allow them to better plan the development of that property. Ordinance No. 55 -2011 was referred to the Richmond Advisory Plan commission for public hearing at its meeting on September 22, 2011.
