HomeMy Public PortalAbout10-03-2011PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, OCTOBER 3, 2011 The Common Council of the City of Richmond, Indiana met in regular session October 3, 2011 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR MILLER President Pappin called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Bruce Wissel, Clay Miller, Larry Parker, Robert Goodwin and Diana Pappin. Absent were Kelly Cruse - Nicholson, Bing Welch and Phil Quinn. Also present were: Bill Thistlethwaite, Superintendents of Parks and Recreation; Elijah Welch, Sanitary District; Ron Oler; Misty Hollis; Chris Hardie; Walt Chidester, City Attorney; Sally Hutton, Mayor; Kim Dorsten and several Government students from Seton Catholic High School and Karen Chasteen, City Clerk. APPROVAL OF MINUTES Mr. Parker moved to approve the minutes as amended of the meeting of September 19, 2011, supported by Mr. Miller. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS A "Flash Mob" consisting of approximately 30 members of the Retired Senior Volunteer Program, wearing pink shirts and advocating awareness for the prevention of breast cancer, appeared before Council. COMMUNICATION FROM THE MAYOR • Bosco — Richmond Police Department Canine — won First Place in the State in recent competitions • Paving /sidewalk repair is being completed REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 15 & 22, 2011, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS None MISCELLANEOUS BUSINESS Common Council Minutes September 6, 2011 Page 2 of 3 None ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 58 & 59 -2011 on first reading by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. ORDINANCE NO. 58 -2011 - AN APPROPRIATION ORDINANCE AMENDING THE 2011 BUDGET (Park) The Clerk read Ordinance No. 58 -2011 on first reading by title only. This Ordinance would authorize the City of Richmond to transfer funds within the Department of Park and Recreation Budget as follows: Delete $15,000.00 from Other Equipment Add $15,000.00 to Gas & Oil — Fleet Mr. Elstro moved to advance Ordinance No. 58 -2011 to second reading and to suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 58 -2011 on second reading by title only. Council President Pappin declared Ordinance No. 58 -2011 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 58 -2011, supported by Mr. Wissel. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 58 -2011 to third and final reading and suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 58 -2011 on third reading by title only. Ordinance No. 58 -2011 was adopted with a 6 -0 roll call vote. ORDINANCE NO. 59 -2011 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 ( Ahaus) The Clerk read Ordinance No. 59 -2011 on first reading by title only. This Ordinance is a petition of Ahaus Tool & Engineering, Inc. for a ten -year tax abatement on equipment valued at $185,000.00. Ordinance No. 59 -2011 was referred to the Tax Abatement Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO. 53 -2011 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMOND POWER AND LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL FUND IN 2012 Ordinance No. 53 -2011 was tabled.
