PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PARKER President Pappin called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Absent was Bing Welch. Also present were: Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Sally Hutton, Mayor; Chris Hardie; Ron Oler; and, Mike Bennett. APPROVAL OF MINUTES Mr. moved to approve the minutes of the regular meeting on October 17, 2011, supported by Mr. Miller. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • The Street and Sanitary Departments have been doing a great job with picking up leaves. No complaints have been received. • The City Building will be open on Election Day. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the October 13, 20 & 27, 2011, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS None MISCELLANEOUS BUSINESS None Common Council Minutes November 7, 2011 Page 2 of 3 ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 67 & 68 -2011 on first reading by title only, supported by Ms. Cruse Nicholson. Upon a vote viva voce, the motion passed. ORDINANCE NO. 67 -2011 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Wayne Dairy —Real Estate) The Clerk read Ordinance No. 67 -2011 on first reading by title only. This Ordinance is a petition of Wayne Dairy Products, Inc. for a ten -year tax abatement for real estate valued at One Million Eight Hundred Seventy Five Thousand Dollars and zero cents ($1,875,000.00). Ordinance No. 67 -2011 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 68 -2011 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Wayne Dairy — Equipment) The Clerk read Ordinance No. 68 -2011 on first reading by title only. This Ordinance is a petition of Wayne Dairy Products, Inc. for a ten -year tax abatement for equipment valued at Ten Million One Hundred Twenty Five Thousand Dollars and zero cents ($10,125,000.00) Ordinance No. 68 -2011 was referred to the Tax Abatement Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO. 61 -2011 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Osborn International) The Clerk read Ordinance No. 61 -2011 on second reading by title only. This Ordinance is a petition of Osborn International for a ten -year tax abatement on equipment valued at Four Million Two Hundred Forty Six Thousand Dollars and zero cents ($4,246,000.00). The Tax Abatement Committee recommended approval. Council President Pappin declared Ordinance No. 61 -2011 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 61 -2011, supported by Mr. Miller. Upon a vote viva voce, the motion passed. Mr. Parker moved to advance Ordinance No. 61 -2011 to third and final reading and suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 61 -2011 on third reading by title only.
