HomeMy Public PortalAbout12-19-2011PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, DECEMBER 19, 2011 The Common Council of the City of Richmond, Indiana met in regular session December 19, 2011 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR ELSTRO President Pappin called the meeting to order at 7:30 p.m. and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Absent was Bing Welch. Also present were: Kim Vessels, Assistant City Attorney; Sarah "Sally" Hutton, Mayor; Karen Chasteen, City Clerk; Ronald Oler, and, Tim Parrott, Deputy Fire Chief. APPROVAL OF MINUTES Ms. Cruse - Nicholson moved to approve the minutes of the regular meeting on December 5, 2011, supported by Mr. Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Thank you to the Street Department and Sanitary District for the leaf removal this Autumn. There were no complaints. • Elected Officials will be sworn in on December 30 at Noon in the Council Chambers. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 1 and 8, 2011, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS ■ WAYNE COUNTY CONVENTION AND TOURISM BUREAU: Ms. Cruse - Nicholson moved to approve the appointment of the following individuals to the Board of Directors of the Bureau: Travel Industry — Candace Rolff, Manager of AAA Travel; Lodging Industry - Sandy Baker, General Manager of the Quality Inn of Richmond Chamber of Commence - Dana Weigle Common Counci Minutes December 19, 2011 Page 2 of 3 The above board appointees' terms would be for two (2) years beginning January I, 2012 and ending December 31, 2013. This motion was supported by Mr. Miller. Upon a vote viva voce, the motion passed. ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 74 & 75, 2011 on first reading by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. ORDINANCE NO. 742011 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1 -12.1 (Wayne Machine Manufacturers) The Cleric read Ordinance No. 742011 on first reading by title only. Presented by Mr. Wissel, this Ordinance is a petition of Wayne Machine Manufacturing for a ten -year tax abatement on equipment valued at One Hundred Twenty Thousand Dollars ($120,000.00). Ordinance No. 74 -2011 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 75-2011 - AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS The Cleric read Ordinance No. 75 -2011 on first reading by title only. Presented by Mr. Parrott, this Ordinance would authorize the City of Richmond through the Fire Department, to accept a donation from Wal -Mart in the amount of Two Thousand Dollars ($2,000.00). These funds shall be used for Emergency Medical Service training. Mr. Wissel moved to advance Ordinance No. 75 -2011 to second reading and to suspend the rules and read by title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Cleric read Ordinance No. 75 -2011 on second reading by title only. Council President Pappin declared Ordinance No. 75 -2011 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 75 -2011, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. Mr. Parker moved to advance Ordinance No. 75 -2011 to third and final reading and suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 75 -2011 on third reading by title only. Ordinance No. 75 -2011 was adopted with an 8-0 roll call vote ORDINANCES ON SECOND READING None ORDINANCES ON THIRD READING None Common Counck Minutes December 19, 2011 Page 3 of 3 MISCELLANEOUS BUSINESS Mr. Parker presented mementoes to Ms. Pappin and Mr. Goodwin and on behalf of the Citizens of the City of Richmond and Common Council, thanked them for their service to the Community. CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
