( City of Lynwood � Recreation & Parks Commission Meeting Minutes for November 23, 2010 I. Call to Order - The November 23, 2010 Recreation & Parks Commission Meeting was called to order at 5:p.m. by Chairperson Charles Wood. II. Invocation - The Invocation was led by Chairperson Gutierrez. III. Pledge of Allegiance - The Pledge of Allegiance was recited by Commissioner Lucy Hernandez. IV. Roll Call - Present Absent Chairperson Wood Commissioner Harper Vice Chairperson Gutierrez Commissioner Salazar Commissioner Hernandez V. Agenda Posting - The Agenda was duly posted for the November 2010 meeting as prescribed by the Brown Act. VI. Approval of Past Minutes - Chairperson Wood requested a motion to approve the minutes for the Recreation & Parks Commission Meeting held on October 26, 2010 with one correction. His comment should • say Basketball. Vice Chairperson Gutierrez motions to approve the minutes as corrected. Commissioner Hernandez seconds the motion and the minutes are approved. Ayes: 3 Noes: 0 ' VII, Public Orals - None Vlil. Scheduied Matters - Mr. Flores stated that there is a single page attachment listing activities for the remainder of November as well as activities for December. Pony & AYSO programs are underway and the Jr. NBA program is ready to start. Mr. Flores stated that the fields in Lynwood City Park will be shut down on 12/20/10 for repairs. Chairperson Wood asks if restroom issues will be addressed. Mr. Flores assures Chairperson Wood that they will be taken care of at this � time. Mr. Flores announced that the Baseball fields wilf open on 1/14 i and the Soccer fields will open on 4/4. Mr. Flores stated that the ; Commissioners have expressed an interest in receiving a field usage report similar to the Bateman Hall facility usage (aka Commitment and � Attendance) report. Currently the field usage is very light due to the i weather. There is a private softbali league from the City of Vernon using the fields during this time. They come in on Thursday and pay full price for the fields for use on Sunday. There is no ongoing ; ' � I Scheduled Matters - Continued contract. Every city receives an allocation from L.A. County to use to maintain public parks. This amount is based on the city's population demographics and income. The City of Vernon used to received 30 to 40 thousand dollars per year for park maintenance, however they don't have any parks. Vernon approached Lynwood and offered to give us the money in exchange for field usage. The monies have been decreasing yearly and it no longer makes sense for Lynwood to be "giving" the fields away. We still get their money but also charge them the going rate. They do get precedence over other groups. City of Lynwood events come first. Chairperson Wood stated that the only problem he sees is that they walk around drinking beer. Mr. Flores states that this should be reported immediately to staff. Staff has met with leaders of that group. They do take the matter seriously but they aren't here all the time. We require a deposit for field use which we keep if either staff or security witnesses anyone drinking alcohol. This gives the group incentive to not engage in that type of behavior in public. Do not take matters into your own hands — please report it to staff right away. IX. Correspondence - None X. Staff Reports - A. Facility Usage Report (Bateman Hall) Attached for Review Chairperson Wood inquires as to why Compton is using Bateman Hall on 12/6 & 12/7. Mr. Flores stated he would find out and report back. B. Current Programs/Activity Report (oral report by Recreation staffl • Annual Turkey Give-Away 11/23/10 — 150 turkeys given away in 25-minutes. • Gym is closed for maintenance, will reopen on 11/29/10. Will use a professional maintenance service next year • Christmas Parade will be on 12/3/10 — Commissioners can ride in trolley or view from the grandstand. Pre-parade reception at Bateman Hall. We are charging a fee for outside groups. • Diabetes Awareness RunNValk sponsored by St. Francis Medica! Center and the City of Lynwood. Free T-shirt and gift bag for participants. Fee basic medical exams for the whole family. This is a kid-friendly event • Commission Dinner at Bateman Hall on 12/9/10. Please I RSVP to event or you may be turned away at the door. ! • City Employee Holiday Dinner on 12/16 at Bateman Hall. , • All classes at Senior Center will shut down until 1/3/11 due ! to low participation during the holidays. j I Current Programs/Activity Report — Continued . Winter Wonderland activities on City Hall front lawn: 12/17- Kids' Fun Day, 12/18 - Posada, 12/19 - Toy Give-Away. • Santa's Home Visits on 12/22 — The 5 families will be selected from school recommendations or Community Services Day participants. . Cash for Chunkers program starting on 1/15/11. Registration begins on 1/1 . Mr. Flores is looking for Santa and Mrs. Claus. Mayor Maria Santillan has always volunteered to be Mrs. Claus. Mr. Flores stated that he can't assume that the next Mayor will also want to fulfill this role. XI. Commission Orals - a. Chairperson Wood - b. Vice Chairperson Gutierrez - Wishes everyone a happy Thanksgiving. Hopes everyone shows up in good health when we return in January. c. Commissioner Hernandez — Wishes everyone a happy Thanksgiving, Christmas and New Year. She hopes to see everyone at the Winter Wonderland activities. Commissioner Hernandez volunteers to be Mrs. Claus. d. Commissioner Salazar - Absent e. Comrnissioner Harper - Absent Adjournment — The Recreation & Parks Commission will adjourn for the holidays until the next regularly scheduled meeting to be held at 5:00 p.m. on Tuesday, January 25, 2011.
