COUNCIL MINUTES
SEPTEMBER 30, 1988 - SPECIAL MEETING
A Special Meeting of the Bal Harbour Village Council was
held on Friday, September 30, 1988 at 9:30 a.m. in the Village
Hall. The meeting was called to order at 9:30 a.m. by Mayor
Richard H. Olsen and the roll was called. Those present were:
Mayor Richard H. Olsen
Asst. Mayor Estelle Stern
Councilman Matthew B. Blank
Councilman James E. Boggess
Councilman Sol M. Taplin
Also present: Carter McDowell, representing the Village
Attorney
Carole S. Morris, Village Clerk/Acting
Village Manager
As a quorum was found to be present the meeting was
commenced.
II. Unfinished Business: Mayor Olsen noted that George
Winterling had, earlier in the week, given a lighting
demonstration on Collins Avenue. A copy of his proposal was
distributed to each member of the Council. Mr. Winterling's
proposal included design, lighting fixtures, and installation for
a cost of $67,750. Funds for this project have been encumbered
from the previous years' budget. Mr. Winterling's proposal does
not include 96th Street or the Sun Bank median area. A motion to
proceed with this project was offered by Mr. Taplin and seconded
by Mr. Boggess. The motion carried 5-0.
III. Other Business: Mayor Olsen requested clarification
of whether or not he was authorized to execute the Interlocal
Agreement with the Greater Miami Convention and Visitors Bureau.
Mr. McDowell suggested that the discussion of the September 14th
Budget Hearing, relative to this matter, be memorialized with a
resolution authorizing the Mayor to execute the agreement.
Mr. McDowell also requested that the minutes of this meeting
reflect that no members of the public were present.
IV. Adjourn: A motion to adjourn the meeting was offered
by Mr. Boggess and seconded by Mr. Taplin. The meeting adjourned
at 9:35 a.m.
