Minutes of the last westing were road and approved.
Proof of survey for split of lot at Fourteenth and Orange,* Lot 20 Block 195, for C. D.
Liggett we presented: Motion wade by Kratovil to grant split as per survey: notion
seconded by Stoneman; motion carried.
Public hearing for varimste request of Ray F. Jornigan was considered with Mr. Jernigan
present and no one app"ring against it.
Thompson said as long as no one had appeared against it,* he would be in faVor.

Request by John T. Larimer, 225 Harvard Street, Buret* to erect a sign for General Mills
Inc. on the northeast corner of First Street and Beaumont Avenue whiah is :_n RA zone
was considered. It is in violation of Ordinance 282 and would used a variance.
Mr. Flannery was asked to notjlsr Mr. Larimer to apply for a variance.
Possible location of sewer for lots at Wellwood and Pearl split by- `Leonard M. Campbell
was discussed.

BEAUMONT FLANNING COMMISSION
February 6, 1961
Don McLaughlin presided with the following members presents Hoy Treece, J. H. Thaspson,
Dr. C. L. Stoneman, Jack Kratovil and Harley Flannery. Absents Jay Conley, C. N. Wilma.
The meeting got off to a late start waiting for a quorum. Mirnutew of the last meeting,
January 160 were read and approved.
Public hearing for Charles Fitch was first with no one appearing pro or con. After
study of the plans presented showing eight units of 450 square feet each, motion was
made by Kratovil to grant variance for construction of eight unit apartment of 450
square feet each on second lot north of 928 Magnolia Avenue, Lot 8, Block 41, with
parking area to be paved. Notion seconded by Stoneman; motion carried.
Public hearing for L. H. Ties for a variance to construct a trailer park on the south-
west corner of First and California at the north 3.52 acres of Lot 10 Block 1690 was
considered nest. No one appeared for or against. Motion was made by Stoneman to grant
variance, seconded by Kratovil, motion carried, y
Request for a variance by Fred Hirsch to build two duplex units, 960 square feet each,
between Seventh and Eighth on California, Lot 3, Block 73, was presented by Ted Ward
with fee of $20. It was decided to have a public hearing for this variance after legal
was obtained and published.

Dear Dave:
As you will note on enclosed copy of our May 1 minutes of the
meeting, there are three items that concern you.
We would like to have the legal advertisements inserted in the
Beaumont News.
William Carow has applied for a conditional use permit at First
and Pennsylvania to operate a commercial chicken ranch in RA zone, legal
description as follows: North 499' of East 35' of Lot 2 and north 499'
of Lot 1, 4.82 Ac of the Town of Beaumont, now City of Beaumont, as shown
by map on file in Book 6, pages 16 and 17 of Maps, records of San Bernar-
dino County, California. Please publish legal for public hearing June 5.
In connection with the above we would like your clarification
in writing of Article 7, Section 1, Subsection 8A of Ordinance 2823
particularly as to more than one acre and less than four acres. Would it
be necessary to obtain a conditional use permit in such case?
Please draw a resolution of intention to change existing 25,
setback on 01 zone on Beaumont Avenue to 3' setback and publish legal for
public hearing at earliest possible date. If you need more information
for this, perhaps Mr. Flannery can assist you.

May 15, 1961
Members present were Don McLaughlin, Chairman, Roy Treece, Jay Conley, J. B. Thompson,
Barley Flannery, Councilaan Oscar Leeb, and later, Dr. C. L. Stoneman.
Absents Jack Sratovil and G. N. Wilson.
Minutes of the last meeting, May 1, were read and approved.
Application for conditional use permit for the purpose of tire rebuilding and retail
sales at 1000 East Sixth Street in C2 zone, and check of $20 was presented by Richard
0. Davis. The feeling of the Commission was that there would be no serious objection
to this use. Public hearing for permit was set for June 5.
Flannery brought out the fact that public hearings on conditional use permits could be
published in two ways. The usual one, that of publishing in the newspaper, and an
optional one, of mailing out postcards to property owners within a 3001 radius tan days
before the hearing.
Request and $20 for a variance to construct two duplex (14 units) with 520° in each unit
at Sot 16, Block 58, northeast comer of Chestnut end Eighth in R3 zone on lot 60 +x160*
was presented by N. F. Tower. It was concluded that there is sufficient space for
parking four cars, and for a 161 driveway. public hearing for variance to be held at
next meeting.
Publishing of legal advertising was discussed with Max Wibnyk explaining that one news-
paper ( Beauont 0asette) has been adjudicated to be legal in and fbr the City of Beaumont.
No other newspaper can qualify at the present time. Such a newspaper would have to be
published and printed in the city. Beaumont News is a legal paper for the county, but
cannot publish certain legal items.
There was a discussion of automobile painting and body shops in 02 zone. They actually
belong in M zone. It was felt that for any future shops of this kind the ordiasmct
regulations should be adhered to.
A recommendation to the City Council was made for emergency action under public health
and safety measure that Article 7, Section 1, Subsection $A, Ins 12, of Ordirnance 282,
be araeanded, striking out the words "when four (4) or more acres are involved ".
Resolution No. 1 of the Planning Commission regarding setbacks in C1 zone on Beaumont
Avenue was approved. with June 19 set for public hearing.
In connection with tentative map of Beaumont Vista, anbdivisioen of A. W. Russell, letter
from the City was read which required a street light provided for each end of street.
Secretary was requested to write a letter to Mr. Hartwick, stating that he eh ould
proceed with final subdivision map for A. W. Russell and bring it to the next meeting
of the Planning Commission.

June 5, 1961
Members present: Chairman Don McLaughlin, Roy Treece, Jay Conley, J. B. Thompson,
Jack Kratovil, Dr. C. L. Stoneman and Harley Flannery with Mayor Allen, John Moore and
Oscar Leeb from the City Council present at the end of the meeting. Absent: G. N. Wilson.
Minutes of the last meeting of May 19 read and approved.
Public hearing for William Carow on application for conditional use permit for a
commercial chicken ranch at First and Pennsylvania was heard. There has been previously
granted a conditional use permit for a trailer park in this area.
Fire Chief C. E. Lewis, representing the cemetery board, protested against commercial
raising of chickens, because it would be a detriment to the cemetery and did not think it
the right place for a chicken ranch.

the cemetery.
Mrs. Bill Baker was against the location for a chicken ranch.
Mr. Carow stated the chickens would be in cages and that it was a thousand feet away from
the cemetery. He said he had been paying taxes for twelve years and what else could he do
with the property as it had no water nor sewer. he is in the agricultural zone and paid
city taxes but received no benefits, and that there was no chance for development in the
next ten years.
Conley made a motion to deny request as long as there is a permit for a trailer park in
the area. Motion seconded by Treece. Motion carried unanimously.
Mr. Hartwick presented final map of Beaumont Vista subdivision of A. W. Russell, stating
that Russell had elected to put in the sewer and streets instead of posting bond.
Final map has met the requirements of the Planning Commission, and recommendation was made
by Kratovil to the City Council that as long as Mr. Russell builds the streets according
to the plans and profile as submitted and that the tract map will not be ready for recording
until streets are in and accepted by the city, there will be no necessity for Mr. Russell
to post a bond. Seconded by Stoneman and carried.
Public hearing on conditional use permit for Richard G. Davis to operate a tire rebuilding
shop in C2 zone at 1010 East Sixth Street was considered• ht it would be

detrimental to the trailer court, depending on how large an operation it would be.
Bob Fechter, next lot, stated there is no odor connected with it and thought it would help
that end of town.
Bill Watkins living five houses from the area said he was in favor of it.
Oscar Leeb stated there was no odor from the present operation.
Richard Davis stated there was not much dirt, as it was run by electricity.
There is not much storage of old tires, as if they are not usable, they are brought to
the dump. There would be a fence behind the building.
Kratovil made a motion to grant conditional use permit subject to approval of fire chief
and building inspector and that he provide six foot high enclosure for all tires and
equipment except those 3isplayed for sales and keep the premises clean at all times.
Motion seconded by Conley and carried unanimously.

There was no necessity of discussing the parking area at the present time, since there is

Request of Harold E. Parker, 1248 Edgar Avenue, to split portion of Lot 43 Block 186, into
four lots was presented with map and #25. The Planning Commission was in favor of the lot
split, if all lots were provided with access to sewer. Mr. Parker is to provide sewer
access, then return to the Commission for approval of split.
Application of Dean Brennan for temporary conditional use permit for a wrecking yard on
freeway frontage road at Lot 25, Block 113, was presented. Brennan has some cars to
dispose of and cannot do so unless he has a license from the city. If he had the city
license he could get the required state license. The cars are in the custody of the state,
and are there strictly for storage. Motion was made by Thompson that this be tabled
because of letter from the City Council recommending that action temporarily
on freeway frontage road requests. Motion seconded by Conley; motion carried
Application of Dean Brennan and 9$20 for conditional use permit for spray painting at
325 East Fifth Street in C2 zone was considered. This would require M zone. Public
hearing set for July 3.
Request of Dean Brennan for sign at Lot 25, Block 1133 was turned down. Motion made by
Thompson to deny request because of temporarily withholding action on freeway frontage
property; seconded by Conley; motion carried.
Dean Brennan asked permission to install a sixty foot driveway east of the garage on
5th Street, Lot 76', building 40, back, parking would be 3/4 of the lot. It was suggested
that he bring a drawing or plan so the commission would have an idea of what was wanted.
Public hearing for a change of zone from R1 to C2 at Beaumont and 14th for Richard Tank
was set for June 19.
Request was presented for Bob Bruce for variance to build small addition to existing
building on Euclid Avenue in non - conforming use two feet from adjacent property. Request
was denied as it was against the ordinance side setback.
Bills of 9$20 from Daily Gazette for legal advertising were voted paid.

Minutes of the last meeting; were read and approved.
Martin Nshez was present in connection with lot split granted Kovach at Thirteenth
ano Massachusetts. Flannery stated the proof of survey had been received, and a
notarized statement that had no bearing on the matter. Nehez said he had received
a letter in Hungarian that Kovach would be willing; to put up a bond or whatever
the Planning Commission considered necessar, for this lot split. Notion was made by
Thompson to grant lot split provided bend is posted according; to requirements.

Harold hartwick presented final map of Beaumont Vista Subdivision of Andy Russell at
northeast corner of Thirteenth and Edgar. motion was made by Thompson that as long

Floyd Venable, IC84 Maple, presented a petition with twenty -five signatures against
granting the permit. He spoke of the value of his property across the objection and

building and using it as temporary facilities for services and Sunday school and other

Venable stated he had the signature of every property owner adjacent to the area,
except two that lived in Loa Angeles,
McLaughlin asked what were the reasons for the objection to the church use and stated

Venable said he had lived across the street from the day school for tan years and
understood it would remain as n day school.
Mrs. Helen Bill, a member of the Acvent Church, stated when a church school zone is
set up it can be used for religious meetings. There have been meetings held at the
property. Churches ana schools all come under the same zone,
Venable said he i:asn't ugfinst the religious angle, that if it was for other use he
would still be a;ainWt it. It is an R 1 zone, and that is what he wanted it to stay.

Claude Hitsman, pastor of the Advent Church, stated the building was no longer
adequate for a day school with net sufficient playground areal and that is why they
moved. The possibility of a street opening there presented a problem for a day
school.
Thompson inquires as to the condition of the school, if the facilities were adequate.
Hiteman stated they would be adequate for a church and the building was so that the
two center partitions could be removed without changing the building, slaking a room

make its decision within a period of twenty clays as allowed in the ordinance. Motion

E. C. Sev* ms presented a sketch of lots on Edgar between Twelfth and iearl asking
for an opinion of a split of 1481 into two lots 571 where there is an existing house
and 511. Since the area in this bleak is composed of lots from 500 to 581 in size,
it was felt this mplit would be in order.

Request of change of zone from R 1 to C 2 of dames Henderson was discussed with some
thought given to a conditional use permit instead of changing zone, as it was felt
the area at the present time might not be ready fox a complete son* change.
According; to the records of the Planning Commission, the terms of Lon 14cLaughlin and
Ploy Tree will expire November 281 1961. McLaughlin mentioned that the Planning
Commission g ve some thought to new members.
