At the Chairman's request, City Manager McCorison spoke about starting action on a Master Plan, a ocaprohounive general plan study that is sorely needed with consideration given to the beat use of the land for future years and possibility of annexations. Federal money and County help with services of a,professional planner would be available. Thompson, Jay C. Conlays Rose Maxwell,, any S. Johnson, Charles Wilson, L. B. McCorison. Absents Glow T. Sparks# W. B. Wortley. Public hearing was opened on Application for "done Variance of Oordon W. Siddons to convert existing garages and storage into five rental units, 3 of 400 sq. ft. and 2 of 480 sq. ft. at comer of Fifth and Orange, 564 Bast Fifth Street, with parking as shown in Fxbibit Alo. 3 on file with the Building Department. McCorison stated there was an inadvertent error in the lot line, which is ads ft. off. Building is exactly on lot line with overhang over lot line. According to 1whibit 3, there is no legal parking. Thompson said something would have to be done about parking before anything could be done on request for variance. Gordon Siddons said parkin; is not a problem, most of the tenants do not have cars. Ralph Tower, a friend of Siddouss stated it was originally planned for on site parking with 17 units and the three feet had not beets brought to their attention before. They had planned to hove sidewalks thcrR. McCorison made suggestion that use of land inside of sidewalk area would skive additional stalls. Cement sidewalks required. John h. Mcrran, 510 Magnolia Avenue, stated, request should be denied and further study should be made; t-he people on "t seas to have the right approach to what they are looking for. McCcrison stated City had made study, just a correction of parking sketch is all that is needed. Members present: J. B. Thompson, Jay Conley, Rose Maxwell, GUY Johnson C. N. Wilson Members absent: Glenn Sparks and W. B. Worsley. Minutes of the meeting of October 139 1966 were approved as mailed. public hearing was held on the application for a zone variance for a free standing electric sign, 3 x 89 to be placed on the property of the Beaumont Convalescent Hospital located at 1441 Michigan Avenue between 14th and 16th Street. No one was present to oppose the request. Marshal N. Horsman, owner of the Beaumont Convalescent Hospital and Mr. Welsh, representative of Quiel Bros. Sign Company were present to describe the proposed sign and assured the commission that the sign would be clearly visible from 14th Street. Mrs. Maxwell made a motion that the variance be granted to place the sign as indicated on the drawing submitted by Quiel Bros. and in conformance with set back requirements of the building code. Mr. Conley seconded the motion and it carried unanimously. AYES: Conley, Maxwell, Johnson, Wilson, Thompson NOES: None A New parking plan for the District Library was presented by Mr. Daum, Mr. Henderson and Mr. Houston, members of the Library Board. Mr. Conley made a motion, seconded by Mr. Wilson, that the parking plan be approved as submitted. Motion carried. AYES: Conley, Maxwell, Johnson, Wilson, Thompson NOES: None Chairman Thompson read a letter from Bill Worsley who has moved to Hemet and submitted his resignation from the commission.
