A Special meeting of the P&Qnir.g Commission Of the City of Beaumont
was called to order at 8:00 p.m. on Tuesday, November 10, 1970 in
the Council Chamber of City Hall.
Members present were Mr. Jay Conley, Mfrs. Blanche Pries, Mx:. Guy Johnson
Mr. Larry Parrish, Mr. J. E. Thompson, and Mr. Don Warner.

Minutes of October 22, 1970 were approved as railed.
Consideration was given to decision on Application for a Zone Variance for
Louis R. and Wanda M. DeRose to operate Professional Canine Grooming at
1290 Beaumont Avenue.
Motion was made by Mr. Jay Conley and seconded by Mrs. Blanche Fries that a
Resolution be forwarded to the City Council to deny the Zone Variance for
Louis R. DeRose and Wanda M. DeRose to operate Professional Canine Grooming
at 1290 Beaumont Avenue, Beaumont, California, as follows:
RESOLUTION 1970 -18
WHEREAS, a Public bearing was duly advertised and property owners were
notified in accordance with Art9.cle 15, Section 3 of Ordinance 282, and
WHEREAS, a Public Hearing was held on October 22, 1970 at 7:^-30 p.m. at
which time testimony was heard no detailed in Report 1970 -••18 and attached
hereto, and
WHEREAS, no exceptional and extraordinary cixctmst.andes or conditions were
shown applicable to the property involved, and
WHEREAS, the Variance In not necessary for the preservation and enjogmRenat

RESOLUTION 1970 -19
Motion was made by Mr. Larry Parrish and seconded by Mr. Don Warner that a
REsolution be forwarded to the City Council recommending the Amendment of
the Zoning Orddnance in accordance with the following Resolution:
WHEREAS, an Application for a Change of Zane was filed by GErald Raushans °ky,
Trustee for BEAUMONT MEADOWS, owner of the property described as
The West 500 feet of the Southwest Quarter Section 5, Township 3,
Range 1 West, EXCEPTING any portion granted to City, County and State
for road purposes.
WHEREAS, Notice of Public Hearing was duly edvartised and the neighboring
property owners were notified, and
WHEREAS, a Public Hearing was held on October 22, 1970 at which time there was
no objection to the request as presented, and
WHEREAS, it is the consensus of the Planning Co Bicsion that they
consider this proposal the best land usage and compatible with the surrounding
zoning, and
WHEREAS, the proposed development would be materially beneficial to the City
of Beaumont and would fulfill a definite need;
NOW, THEREFORE, BE IT RESOLCaD that the Planning Commission does recommend
to the City Council that the Zoning Ordinance be amended to show the
requested Zone Change as presented by the Plot Plan for BEAUMONT MEADOWS:
EXCEPT that the area requested as C -2, 300' x 513° be zoned C-1 since adequate
C -2 zoning already exists in this area (Refer to Zoning Map and annexation of
Naidley property. Annexation $15 and Planning Commission Resolution 1970° -8
Approval of Map for Nejedly)
BE IT FURTHER RESOLVED that the Planning Cowmissi.on does hereby recommend
an amendment to the Zoning 11p as outlined above for the above described
property.
BE IT FURTHER RESOLVED that the provisions of Ordinance 1389 providing for a
Time limit and Reversion procedure oa Reciassificat ion be lade a 7art of the
conditions of the Zone Change.
ADOPTED UNANIMOUSLY by the Planning; Commission.
%tion was made by Mr. Guy Johnson and seconded by Hr. Jay Conley that
Ordinance #389, Time Limit and Reversion Procedure be enforced on the
Zone Change for Cleon Benson as granted November 24, 1959 by the City Council..
AYES: Unanimous.
The Commission indicated that they would entertain a re-- application at a
future date for rezoning of the property.
Mr. Don Warner and Mr. Jay Conley indicated that they ,night be available to
attend a Planning Seminar.

Public Hearing on Application of Dean Brannan to wove a building from
101 West Sixth Street to corner of Beaumont and Fourth Street was
closed because of incomplete information. Motion was made by Mr. Conley
and seconded by Blanche Pries that the Application for Removal of
Building be denied for laces of proper filing information. Motion carried.
PUBLIC HEARING on Application for Zone Variance submitted by Louis and
Wanda De Rose to operate a Poodle Parlor at 1290 Beaumont Avenue wce
opened at 7 :50 p.m.
Dr. Robert Payton of 1295 Beaumont Avenue spoke in opposition to "Spot
Zoning". He was opposed to zoning for the Dairy at 14th and Beaumont and
for Salley °s at 12th and Beaumont. (Dr. Payton was informed that the
property on the Norteawest corner of Beaumont and 12th Street is no longer
zoned for business but reverted to R-1 when Salley moved.) Dr. Payton
observed that there was already much unused commercial zoning in Beaumont
and he would not like to see it happen across the street from has
residence.
Mrs. Rattling of 1332 Beaumont Avenue has no objection to this proposed
business. She does not 0,iuk that the busivara will hurt Beaumont
Mrs. Mary Boyd, owner of lops on West aide of Be"'W'st Avenue North, of

Minutes of Septewbar 24, 1970 were approved with the correction that Mr. Joe Davis
was absent.
Public Hearing on Application to Move s. Building from 101 West Sixth Street
to the Northeast corner of Beaumont Avenue and Fourth Street was submitted
by Mr. Dean Brennan was opened. The accompanying papers were not available
since the Escrow has not been closed. The Hearing was continued to
Thursday, October 22, 1970 to allow time to complete the Escrow and
give Mr. Brennan a chance to produce the necessary information.
City Manager Ted Ward was requested to follow up on the question which
was to be asked of the Highway Department.

Meeting was called to order at 7:38 p.m. by Chairman Thompson
Members present: Mr. Jay Conley, Mr. Joe Davis, Mrs Blanche Fries,
Mr. Guy Johnson and Mr. J. B. Thompson end Mr. Larry Parrish
Minutes of September 10, 1970 were approved as mailed.
Mr. Dean Brannan was present to request approval of parking for service
station to be located at Northeast corner of Fourth Street and Beaumont Avenue.
The Commission requested a more detailed plot plan of the parking lot.
Mr. Hartwick, City Engineer suggested that the State Highway Dept be contacted
regarding possible problem with approaches.
Mr. Brennan also presented an Application to move a service station building
from 101 West Sixth Street to corner of Beaumont and Fourth Street. Public
Hearing date was set for Thursday, October 8, 1970. at 7:30 p.m.
Mr. Oscar Knox presented Proof of Survey for Lot Split for property on Olive
between Third and Fourth Street. Mr. Parrish made a motion seconded by
Mr. Conley that the lot split be granted as requested.
Notion carried unanimously.
Application for a Zone Variance was received from Louis and Wanda De Rose for
a Poodle Parlor at 1290 Beaumont Avenue. Public Hearing was set for
Thursday, October 22, 1970 at 7:30 p.m.
Mr. Kausbansky and Rinaldi submitted an application for a Zone Change for
Beaumont Meadows, a Condominium to be constructed West of Beaumontadjacent
to the Naidley property. Public Hearing date was set for October 22, 1970 at
7:30 p.m.
Decision on Zone Variance for Ed and Betty Walker was considered. It was
found that they conformed to set backs of property on each side. Motion
was made by Mr. Johnson and seconded by Mr. Conley that the Variance be
granted as requested.

IMMTES of Meeting of August 139 1970
The regular meeting of the Beaumont Planning Commission was held at the
City Nall Chamber at 7:30 p.m., August 13, 1970 with Mr. J. C. Conley
presiding mad Mr. J. B. Thompson taking over as Chairman shortly afterward.
The following members were present: J. C. Conley, J. B. Thompson, Larry Parrish
Joe Davis, Guy Johnson and Blanche Fries; City Manager, Ted Ward.
Minutes of the meeting of July 230 1970 were approved as mailed.
Public Hearing for Thomas N. Weeds for Change of Zone from 0-1 to C-2
for property located on Fourteenth Street between Michigan Avenue and Chem Avenue
was held. J. S. NaClellan, who lives across the street from the proposed change
was present to see what was going on, but he had no objection.
There was no one present to object and public hearing was closed with decision to
be rendered within forty days provided by the ordinance.
Public Hearing on Application for Variance for Thomas N. Weeds to lunge minizam, depth
of lots to 70' instead of 90' and allow front met back of 5' instead of 15' was held.
Mr. McClellan spoke to the matter, but said he had no objection. Since there was no
one present to object, the public hearing was closed with decision to be given
within twenty days.
Public Hearing on Application for a Conditional Use Permit for the Catholic Church
to construct a Pariah Hall at 1241 Chestnut Avenue was held with no one present
In opposition. The plans had been okayed by the Building Department as conforming
to the ordinance. Father Ganahl, Joe Pistilli and Joe Picard were present to
answer questions.
Mr. Jay Conley made a motion to grant conditional use permit as applied for and
accseding to plan submitted, with curb and gutter to be installed, but valve
sidasalks at this time, and that adequate area of the site be reserved for
offstreet parking for the entire development. Notion was seconded by Mr. Guy Johnson.
AYES: Parrish, Davis, Johnson, Fries, Conley and Thompson. N0: None.
Date of September 10, 1970 was set for Public Hearing on raugeat of Ed Walker for
Zone Variance at 564 Bast 12th Street.
Letter concerning continuation of Avalon Avenue was discussed. City Council
requested Planning Commission to make particular note of it.
Vacancy on Planning Commission was discussed.
Meeting adjourned at 9115 p.m.

decision on Application for Zone Change for Circuit Foil Corporation.
Letter of resignation submitted by Mr. James Brasie was read. It was voted to
accept the resignation of Mr. James Brasie with regret.
LOT SPLIT for Boland G and Betty C. Clark for property located at 202 West 12th Street
was considered. Motion was made by Mr. Jay Conley and seconded by Mr. Guy Johnson
that the Lot Split be granted as shorn on Proof of Survey. Vote: 4 AYES, 0 NOES.
Motion was made by Mr. Jay Conley and seconded by Mr. Guy Johnson that the
following Revolution 1970 -12 be adopted and forwarded to the City C ouncil with
a copy to be sent to the Police Department:
RESOLUTION 1970 -12
WHEREAS, the BEAUMONT UNIFIED SCHOOL DISTRICT has applied for a Conditional
Use Permit to maintain a Continuation High School, namely San Andreas High School -
on property located at 11th and Mole Avenue in the City of Beaumont, and
WHEREAS, a Public Notice of a hearing to be hold on June 11, 1970 was
duly published and neighboring property owners were notified by mail in accordance
with Ordinance 282, Article 16, and
WHEREAS, a Public Hearing was held on June 11, 1:970, at which time
opposition by the adjacent property owners was Uoard and considered, and
WHEREAS, the property in question has previously been used for
an Institutional facility under a Conditional Use Permit, and
WHEREAS, the proposed wage of the land would enhance the area and
retard the deterioration of the vacant property,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of Beaumont does hereby approve the application of the Beaumont Unified
School District for a Conditional Use Permit subject to the following conditions:
1. All ordinances and laws pertaining to schools will pertain to this school.
2. Hours of usage of the premises will be from 8:00 a.m. to 5:00 p.m.
3. There shall be reasonable control of excessive auto noise or disturbances of
the peace as defined in Penal Code #415.
4. Installation of a tight fence to enclose the property as described by the
Superintendent of Schools, Mr. Furnivall.
4. Adequate off - street parking for staff and students to be provided on a
paved parking lot.
5. Ingress and egress to be from established driveway fronting on 11th Street.

Meeting was called to order at 7:35 p.m. by Chairman Thompson

Minutes of April 23, 1970 were approved as mailed.
Mr. Yoder of Circuit Foil Corporation was present to request a
Change of Zone for property on 2nd Street. Public Hearing was set for
June 11, 1970 at 7:30 p.m.
Public Hearing date was set for Conditional Use Permit for the
Beaumont Unified School District to locate Continuation High School
at 11th and Maple Avenue. The date is June 11, 1970.
Conditional Use Permits were considered for Towers Kiddieversity on
Beaumont Avenue, Walling Professional Building and Yuricsek Kennels
on Third Street. All were found to be conforming with conditions and
extensions were granted for one year. Motion was made by Mr. Jay Conley and
secodded by Mrs. Blanche Pries that the Conditional Use Permits be
extended for a period of one year with no changes in the conditions.
Motion carried.
It was reported that the parking did not check out for the Health
Care facility at Highland Springs and Eighth Street. Mr. Hudson will
present a revised parking plan on hlaye28, 1970.
The Poultry Processing Plant and the problems of the Sewage Plant were
discussed with a study session announced for Monday, May 18, 1970, by
the City Council.
It was announced that Naidley will be ready to go in about a week.
Mr. Conley was authorised to attend the Conference for the League of
California Cities at Disneyland Hotel if he can arrange it.
