State Review of Environmental
Impact Reports
Gentlemen:
The State has established a new procedure for review of environ-
mental impact reports submitted to state government for review
under the California Environmental Quality Act.
Public Resources Code Section 21153 in the California Environ-
mental Quality Act requires local agencies to "consult with, and
obtain comments from, any public agency which has jurisdiction by
law with respect to the project, and may consult with any person
who has special expertise with respect to any environmental
impact involved." Following these provisions, local governments
often seek the comments of state agencies on environmental impact
reports.
Our new procedures provide that when a local government seeks
the comments of a state agency on an EIR, the EIR should be sent
with 25 copies to the State Clearinghouse in the Office of Inter-
governmental Management instead of going directly to the departments.
The Clearinghouse will then return the comments to the requesting
agency. This process is basically the same as the procedure which
has been in operation for several years with projects involving
federal funding as required by U.S. Office of Management and
Budget Circular A -95. The review process can be expected to take
45 days. For further information, you may contact the State
Clearinghouse, Office of Intergovernmental Management, 1400 10th
St., Sacramento, California. 95814.
This information is provided to you at this time to enable you to
make your environmental review process conform to the existing
state review system. The procedures will be printed in the State
Administrative Manual in the near future and will be distributed
through normal channels.

Meeting was called to order at 7i30 by Chairman Thr"pson`
Members present: Mrs. Blanche Fries, Mr. Bill Bebee, Mr. Qill Henderson

Excused: Mr. Joe Davis
The minutes the meeting of December It, 1472 were approved'as 'corrected to

show that Mrs. Blanche fries was excused.
PUBLIC HEARING was opened on Application for Variance to install a six foot
chain link fence around property,,located at southwest corner of 14th Street
and Michigan Avenue by Nikola and Rada Simoff. No one was present to
speak in opposition. ,
Motion was made by Mr.-Don Warner and seconded by Mrs. Blanche fries that'
a Varianct be granted to install a six foot chain link fence around the
'Southwest corner of Michigan Avenue and 14th Street subject to the following
stipulations:
1. installation of roll curb and gutter and paving of the parkway'on the
North and East sides of the property to be completed in 12Q days.
2. At• termination of R -A usage the fence will be removed.
3. Forty five feet =from the.Northeast corner in each 'direction must be
kept'clear of planting and obstruction.
AYES 6; NOES 0; Motion carried._
Members of Calvary Baptist Church were present for a review of Conditional
Use Permit for the church: The church building is completed and they want
•tp retain the small house for a while as a Sunday School roan and change
the parking layout as originally presented. They were advised to present
a revised parking plan.'
Mr. Gueitft and Mr. Tamulonis presented plan for parking with 12 spaces for
prgposed liquor store on 4th Street.and East of Beamriont Avenue.
Motion was made by Mr. Tarry Parrish and seconded by Mr. Don Warner that the
plan be accepted as presented.
AYES S; NOES 0; ;Mr. Henderson ABSTAINED. Motion carried.
The `Commission was advised that the ist and 3rd Thursday will be reserved for
study sessions on Ordinance 232 and the 2nd and 4th "Thursdays will be`
Regular Meetings of the Planning Commission.
