Commissioner Remy was excused. c) The minutes of Regular Meeting of December 6, 1983 were corrected as follows: Under Agenda Item No. 1, Plot Plan 1043, the amendment to Section 13.21 was corrected to read: Development plans shall be submitted and approved for concrete curb and gutter with match up paving and driveway approach along Beaumont Avenue . rather than A.C. curb as shown in the minutes originally sub- mitted. The minutes of Regular Meeting of December 6, 1983 were approved as corrected. d) The Planning Director presented his comments on agenda sequence and /or extra agenda items, as well as other administrative matters affecting the Commission. e) HEARING ITEMS: 1. CITY ZONING ORDINANCE NO. 590 - (Continued Hearing). Let the record show there were no members of the public pre- sent. At the request of the Planning Director, this hearing was continued until the regular meeting of January 3, 1984, to allow additional time for re -write and typing, with no review of the Ordinance by the Commission at this meeting. 2. NEW PLANNING /ENGINEERING FEE SCHEDULE. A proposed Resolution establishing a new Planning /Engineering Fee Schedule was presented to the Planning Commission for Page 1 their review and comment. A lengthy discussion followed with all members of the Planning Commission and the Planning Director participating. There being no further business to come before the Commission, the meeting was adjourned at 9:35 P.M. Page 2 BEAUMONT PLANNING COMMISSION APPROVED _ MINUTES OF 1 DECEMBER 6, 1983 (Revised) The Beaumont Planning Commission met in a regular meeting at 7:30 P.M., in the City Council Chambers, Beaumont Civic Center, Tuesday, December 6, 1983, with Chairman Thompson presiding. On Roll Call the following Commissioners were present: Duranceau, Schuelke, Remy, Berg, Medina, Tapp and Chairman Thompson. The minutes of Regular Meeting of November 15, 1983 and Adjourned Meeting of November 21, 1983 were approved as submitted. 1. PLOT PLAN 1043 - GUERRIERO (Continued) Planning Director, Alan Manee, presented the revised staff report and conditions of approval to the Commission. On Motion by Commissioner Berg, second by Commissioner Duranceau, Plot Plan 1043 was approved with the following amendments: Section 13.21 was amended to read as follows: DesA4,Qpment plans shall be submitted and approved for a oncre urb and gutter with match up paving, and drive- way approach along Beaumont Avenue. All plans shall be prepared by a Registered Civil Engineer and shall be done in accordance with the Detail Drawings of Riverside County Road Improvement Standards and Specifications (1982 Edition as amended) and shall also be done in accordance with the Standard Specifications for Public Works Construction (1982 Edition) as published by the American Public Works Association and as approved by the City Engineer. Section 13.23 was amended as follows: The words "and the County Health Department" in the last line was deleted. Section 13.24 was amended as follows: The word "bond" in the second and fifth lines was deleted with the word "document" inserted in its place. Section 13.32 was deleted in its entirety with the following condition of approval added in its place: "Septic system to be installed per plans approved and submitted to Riverside County Health Department." AYES: Commissioners Duranceau, Schuelke, Remy, Berg, Medina, Tapp and Chairman Thompson. NOES: None. ABS: None. 2. CITY ZONING ORDINANCE NO. 590 - (Continued) The Public Hearing was re- opened by Chairman Thompson. Let the record show there were no members of the public present at this hearing. The Commission continued their review of the proposed Land Use Ordinance. The Public Hearing was continued to the next regular meeting on December 20, 1983. There being no further business to come before the Commission, the meeting was adjourned at 10:23 P.M. BEAUMONT PLANNING COMMISSION CITY OFBEAUWNT PLANNINi�-, DEPARTMENT FILE COPY MINUTES OF 00 NOT REMOVE ADJOURNED MEETING OF NOVEMBER 219 1983 (Adjourned from November 15, 1983) The Beaumont Planning Commission.met in an Adjourned Meeting at 6:53 P.M., on Monday, November 21, 1983, in the City Manager's Conference Room, Beaumont Civic Center, with Vice - Chairman Berg presiding. On Roll Call the following Commissioners were present: Schuelke, Medina, Tapp and Vice - Chairman Berg. Commissioners Duranceau, Remy and Chairman Thompson were excused. 1. LAND USE ORDINANCE NO. 590 Citywide Public Hearing (Continued from November 15, 1983 The Hearing was re- opened at 6:55 P.M. Let the record show there were no members of the public present at this hearing. The Commission continued their review of the proposed Land Use Ordinance with recommended amendments made. The Public Hearing was continued at 8:32 P.M. to the next regular meeting on December 6, 1983. There being no further business to come before the Commission, the meeting was adjourned at 8:33 P.M. BEAUMONT PLANNING COMMISSION MINUTES OF NOVEMBER 15, 1983 The Beaumont Planning Commission met in a regular meeting at 7:35 P.M. in the City Council Chambers, Beaumont Civic Center, Tuesday, November 15, 1983, with Chairman Thompson presiding. On Roll Call the following Commissioners were present: Duranceau, Schuelke, Remy, Berg, Medina, Tapp and Chairman Thompson. The minutes of November 1, 1983 were approved as submitted. 2. (Taken out of sequence) PLOT PLAN 1043 - GUERRIERO Planning Director, Alan Manee, presented the staff report and proposed Conditions of Approval and advised the Commission that fencing a portion of the lot for storage was no longer a part of the application. Mr. Manee then gave a brief report concerning possible problems with bonding for improvements. The applicant, Mr. Nathan Guerriero, addressed the Commission stating he was not in agreement with Condition No. 13.6 of the Conditions of Approval in that it is requiring that access to Beaumont Avenue be abandoned when CalTrans begins construction of the railroad overpass. Regarding the bonding issue, Mr. Guerriero stated he did not know if he would have sufficient funds to deposit cash with the City and still construct his building. A lengthy discussion followed concerning the development of Magnolia Avenue and the proposed railroad overpass on Beaumont Avenue. The recommended Conditions of Approval were reviewed indivi- dually with amendments made by the Commission. On Motion by Commissioner Schuelke, second by Commissioner Medina, Plot Plan 1043 was returned to staff for revision of conditions as discussed, and return to the Commission on December 6, 1983. (Taken out of sequence) TENTATIVE TRACT MAP 18414 The Planning Director presented staff's recommendation that Tentative Tract Map 18414 requires modification. On Motion by Commissioner Berg, second by Commissioner Schuelke, the Planning Commission adopts staff's recommendation that Tentative Tract Map 18414 requires modification to conditions and directs Planning Staff to request the owner or his agent to submit a revised map showing Olive Street as a terminated street with a barricade. AYES: Commissioners Duranceau, Schuelke, Remy, Berg, Medina, Tapp and Chairman Thompson. NOES: None. ABSTAIN: None. ABSENT: None. 1. Citvwide Public Hearing. fhe Public Hearing was opened at 8:10 P.M Let the record show there was no one present in the audience to be heard. A presentation was given by Chief Planner Gary Croft, and questions regarding the Consistency Zoning Slap were answered. The Public hearing was continued until the next regularly scheduled meeting at 8:35 P.M. There being no further business to come before the Commission, the meeting was adjourned at 8:45 P.M. V CITY OF BEAUMONT PLANNIN' 5IF- ARTMENT FILE COPY BEAUMONT PLANNING COMMISSION 00 NOTHEMOYg MINUTES OF OCTOBER 4, 1983 The Beaumont Planning Commission met in a Regular Meeting at 7:15 P.M., in the City Manager's Conference Room at the Beaumont Civic Center, on Tuesday, October 4, 1983, with Chairman Thompson presiding. On Roll Call the following Commissioners were present: Remy, Berg, Tapp and Chairman Thompson. Commissioner Schuelke arrived at 7:30 and was present for the balance of the meeting. Commissioners Duranceau and Medina were excused. The minutes of September 20, 1983 were approved as submitted. 1. TRACT 10018 -1 Northeast Corner of Pennsylvania Avenue and 10th Street Request for Tract Phasing Chief Planner Gary Croft explained the meaning of the term Tract Phasing and gave the Commission background information pertaining to the history of the tract, as well as Mr. Baker's intention for development of the tract. There followed a lengthy discussion regarding the tract map, the type of development proposed, and City requirements for this pro- posed development, as well as the conditions the City could require for the tract phasing. On Motion by Commissioner Schuelke, second by Commissioner Remy, the Planning Commission approves tract phasing for Tract No. 10018 -1, subject to the following conditions: 1. A barricade shall be placed at the dead end ex- tension of 11th Street as approved by the City Engineer, per Ordinance No. 547. 2. All off -site improvements will be installed to the easterly property line. 3. Construction of asphalt berm on lOth.Street to the back property line, design approved by City Engineer. AYES: Schuelke, Remy, Berg, Tapp and Chairman Thompson. NOES: None. ABSTAIN: None. ABSENT: Commissioners Duranceau and Medina Page 1 2. LAND USE ORDINANCE (Continued Discussion) Citywide Draft Consistency Zoning Map and Selected The Commission discussed the Draft Consistency Zoning Map of the proposed Land Use Ordinance, as well as other selected sections, with no action taken. There being no further business to come before the Commission, the meeting was adjourned at 8:55 P.M. On Roll Call the following Commissioners were present: Duranceau, Remy, Schuelke, Medina, Berg, Tapp and Chairman Thompson. The minutes of August 16, 1983 were approved as submitted. 1. LAND USE ORDINANCE (Continued Discussion) Citywide Selected sections. The Commission continued discussion of selected sections of the proposed Land Use Ordinance with no action taken. There being no further business to come before the Commission, the meeting was adjourned at 9:06 P.M. AYES: Commissioners Tapp, Remy, Schuelke, Duranecau and Chairman Thompson. NOES: None. ABSTAIN: None. ABSENT: Commissioners Berg and Medina. Due to the lateness of the hour, discussion of selected sections of the Land Use Ordinance was continued to the next regular meeting with that discussion being the only agenda item. On Roll Call the following Commissioners were present: Duranceau, Remy, Schuelke, Tapp and Chairman Thompson. Commissioners Berg and Medina were excused. The Minutes of August 2, 1983 were approved as submitted. 1. PARCEL MAP 19282 - Frank Sohaei Northeast Corner of 14th Street and Beaumont Avenue Divide 8.1 acres into two parcels. (Continued from August 2, 1983) Chief Planner Gary Croft presented the staff report and recommen- dations. Let the record show neither the applicant nor his representative were present, there being no one in attendance at the meeting except the staff. On Motion by Chairman Thompson, second by Commissioner Schuelke, a Negative Declaration on Tentative Parcel Map 19282 was adopted and Tentative Parcel Map 19282 for applicant Frank Sohaei was approved subject to Conditions of Approval amended as follows: Condition No. 9 -b: Amended to read "Sewerage Disposal Facilities shall be completed in accordance with plans approved by the City Engineer conforming to the Sewer Master Plan." Condition No. 14 -a: Amended to read "The water mains shall be capable of providing a potential fire flow of 2,000 gpm and the actual fire flow available from any two adjacent hydrants connected to any given water main shall be 1,850 gpm for 2 hours duration at 20 psi residual operating pressure." Condition No. 17: The word "lighting" shall be inserted immediately following the word "buildings" in the fourth line. Condition No. 22: Amended to read "If Parcel 1 remains commercial, access between Parcel 1 and 2 shall not be restricted for circulation and parking." On Roll Call the following Commissioners were present: Duranceau, Remy, Schuelke and Chairman Thompson. Commissioners Medina, Berg and Tapp were excused. The Minutes of July 19, 1983 were approved as submitted. 1. PARCEL MAP 19282 - Frank Sohaei Northeast Corner of 14th Street and Beaumont Avenue Divide 8.1 acres into 2 parcels (Continued from July 19, 1983) Let the record show there was no one present to be heard in regard to this Parcel Map. On recommendation of staff, this Agenda item was continued until the regular meeting of August 16, 1983, at 7:30 P.M., due to the continued unavailability of input from the Fire Department. 2. PLOT PLAN 1042 - D & S Auto Repair North Side of 5th Street, approximately 100 feet East of California Avenue. Automobile Storage Yard Chief Planner Gary Croft presented the staff report and recommenda- tions. Sally Joe Harpster, co -owner of D & S Auto Repair, spoke in opposition to Condition No. 2 of the Conditions of Approval, which requires a solid block wall to be constructed, desiring to retain the chain link fence as is. On Motion by Commissioner Schuelke, second by Commissioner Remy, Plot Plan 1042 for applicant D & S Auto Repair, is approved subject to Conditions of Approval amended as follows: Condition No. 2 as submitted shall be deleted in its entirety, to be replaced with Condition No. 2 reading as follows: "Existing chain link fence is approved with provision that parkway is maintained in a weed free condition and water conserving vines are planted adjacent to street fences. Any exterior fenced lined trees shall be maintained in a trimmed condition."
