MINUTES OF
AUGUST 21, 1984
The Planning Commission met in a regular meeting on Tuesday, August 21,
1984, in the City Council Chambers, with Chairman Berg presiding.
1. Call to Order at 7:02 P.M.
2. The Pledge of Allegiance to the Flag was observed.
3. The following Commissioners were present: Commissioners Shaw,
Tapp, Remy, Thompson and Chairman Berg. Commissioners Medina and
Schuelke were absent.
Planning Director Larson informed Commission that the Plan Circulation
Element which took care of Orange Street about 2 years ago was approved
by the City Council by Minute Action, Resolution No. 1983 -3.
Planning Director Larson suggested that hereafter all Public Hearings
would commence at 7:00 P.M. instead of 7:30 P.M. Planning Commission
concurred.
Notice was passed out to all Commissioners informing them of a Planning
Commissioners Conference to be held September 20, 1984 at the Hilton
Hotel in San Bernardino. Anyone wanting to attend must make reserva-
tions.
Item No. 1
The Minutes of the Regular Planning Commission Meeting of August 7, 1984
was approved as submitted. Item No. 2 on the Agenda of 8/21/84 should
read: 84 -GP -4 not 84 -GP -3.
7:30 P.M. PUBLIC HEARINGS
A Proposed Amendment (84 -GP -4) to Amend the Circulation Element - con-
tinued from Meeting of 8/7/84.
Planning Director Larson presented the staff report prepared by the
City Engineer answering questions from the audience as well as from the
Commission on this Item. He commented that for Item #3 in this report,
a Resolution is necessary.
Chairman Berg then opened the public hearing at 7:35 P.M. and those
speaking from the audience were:
Mr. Norm Davis, City Manager, addressed the Commission and informed
them t at: e advocates dropping Third Street from the Collector
system all the way across between Pennsylvania and Highland Springs
and designate Second Street between Pennsylvania and Highland Springs
as a Collector Street; couldn't understand why the City Engineer had
changed his view point; two major firms are looking at 100 acre parcels
and if Third Street is put in then this parcel will be eliminated or
anyone trying to develop a 10, 20 acre parcel; that he had spoken to

Mr. Irish Mitchell, Member of City Council, addressed the Commission
stating that: he had worked very closely with Loma Linda University;
worked with Chapin & Sumner to get some basic general land ideas; be-
lieves it is premature to make a positive designation; believes that
a determination from Loma Linda indicates they are thinking of con-
sidering a subdivision map in the area; should be placed on the back
burner for awhile; feels that when a developer comes in he shouldn't
have to ask for a number of changes from the General Plan; that he
had also spoken with Mr. Kennedy of Loma Linda and Mr. Kennedy in-
formed him that this was basically the plan we had drawn for him; ask
if this property had been annexed to the City.
There being no one else wishing to speak from the audience, the public
hearing was then closed at 7:50 P.M. and turned back to the Commission
for discussion.
On motion by Commissioner Thompson, seconded by Commissioner Tapp, the
Planning Commission approved the five (5) amendments to the Circula-
tion Element as proposed by staff with the following changes to Amend-
ments No. 1 & 2.
Proposed Amendment No. 1
Delete Third Street as a Collector Street between Pennsylvania and
Highland Springs Street.
Proposed Amendment No. 2
Designate Second Street between Pennsylvania and Highland Springs as
a Collector Street.
Delete Xenia Avenue south of the freeway, to Second Street.
Motion carried with the following roll call vote:
AYES: Commissioners Shaw, Tapp, Remy, Thompson and Chairman Berg.
NOES: None.
ABSTAIN: None.
ABSENT: Commissioners Schuelke and Medina.
On motion by Commissioner Thompson, seconded by Commissioner Remy, the
Planning Commission recommended to the City Council adoption of the
Negative Declaration 84- ND -23. Motion carried with the following roll
call vote:
AYES: Commissioners Shaw, Tapp, Remy, Thompson and Chairman Berg.
NOES: None.
ABSTAIN: None.
ABSTAIN: Commissioners Schuelke and Medina.

General Plan Amendment No.'s 84 -GP -1 and 84 -GP -2
Planning Director Larson presented the staff report in its entirety,
emphasizing the portion of the report that was not on the agenda for
the 8/7/84 meeting.

Planning Director Larson informed Mr. Mitchell that the General Plan
does not deal with these items but are being dealt with under the
zoning classifications.
Mr. Irish Mitchell, Member of City Council, pointed out on the maps
that a parcel on one map showed it to be R -3 which was annexed to the
City in 1980 and the other map showed the same parcel to be R -1; does
not feel it is fair to the property owners to require them to go for
a zoning change based upon the error of someone in the City.
Mr. Norm Davis, City Manager, addressed the Commission explaining that
before he became City Manager, they were not pre- annexing or pre- zoning
other than by blanket pre- zoning. Stated there was an ordinance that
said everything that came in automatically came in as R -1.
Mr. Irish Mitchell, Member of City Council, stated that there is an
application of R -3 on file - no showing of any other papers, all the
papers are missing; wanted the record to show that unless it is changed
it is a disservice to the people who were there, based upon an error
of the City.
Commission commented that this had not been proven.
There being no one else wishing to speak from the audience, the public
hearing was then closed at 8:28 P.M. and turned back to the Commission
for discussion.
On motion by Commissioner Thompson, seconded by Commissioner Tapp, the
Planning Commission approved a motion to accept the recommendation of
staff as follows:
1. Recommend to the City Council adoption of the Negative Declaration
No. 84- ND -22.
2. Approval of General Plan Amendment No. 84 -GP -1, modifying existing
density ranges and adding High Density Residential (up to 32 units/
acre) as per the explanation of staff as follows:
From Rural Residential (0 -2 units /acre) to Rural Residential
(up to 2 units /acre);
From Low Density Residential (1 -5 units /acre) to Low Density
Residential (up to 5 units /acre);
From Medium Density Residential (5 -8 units /acre) to Low Medium
Density Residential (up to 8 units /acre);
From High Density Residential (8 -16 units /acre) to Medium Density
Residential (up to 16 units /acre) and adding a new designation
to read:
High Density Residential (up to 32 units /acre).
3. Recommend the City Council approve General Plan Amendment No.
84 -GP -2 changing existing Low Density (1 -5 units /acre); Medium
(5 -8 units /acre) and High Density Residential (8 -16 units /acre)

General Plan Amendment No. 84 -GP -6; Pre- Annexation Zone Change No.
84 -RZ -4 and Variance No. 84 -V -3.
Planning Director Larson presented the staff report in its entirety
and informed the Commission that the Negative Declaration had already
been approved by City Council on January 3, 1984.
Chairman Berg opened the public hearing at 8:45 P.M. and those speak-
ing from the audience were:
Mr. William R. Martin, agent /owner of Noble Creek Assoc., addressed
the Commission answering questions and giving the background pertain-
ing to this project. He informed the Commission that he had gone
through the state process with this project and also through the
federal process in Washington D.C. Showed the Commission what the
project will look like. He further informed the Commission that there
is a requirement for an on -site manager - full time job for someone
and that he is personally responsible for this project for 20 years.
Planning Director Larson informed the Commission that there will be a
site plan forthcoming which will have all of the other details.
Mr. Rick Back, of Beaumont, wanted to know if this project was designed
for everyone - not just the elderly.
There being no one else wishing to speak from the audience, the public
hearing was then closed at 9:00 P.M. and turned back to the Commission
for discussion.
Mr. Norm Davis, City Manager, ask if there should be a new negative
declaration.
The Planning Director explained that he had looked at the previous en-
vironmental review document including the negative declaration and it
covered everything including theproposed request for the variance.
Mr. Norm Davis, City Manager, informed the Commission that a Notice of
the Federal Negative Declaration was in the Press Enterprise as of
8/21/84 and ask that this be incorporated as part of the record.
On motion by Commissioner Thompson, seconded by Commissioner Remy, the
Planning Commission recommended that the City Council reaffirm the
Negative Declaration which was approved on 1/3/84 and further recommended
that the City Council approve 84 -GP -6; 84 -RZ -4 and 84 -V -3. Also that
a copy of the Notice of the NEPA Federal Declaration as it appeared in
the Press Enterprise dated August 21, 1984 be incorporated in the re-
cord. Motion carried with the following roll call vote:
AYES: Commissioners Shaw, Tapp, Remy, Thompson and Chairman Berg.
NOES: None.
ABSTAIN: None.
ABSENT: Commissioners Schuelke and Medina.
There being no further business before the Planning Commission, the
meeting adjourned at 9:11 P.M.
