MINUTES OF
SEPTEMBER 18, 1984
The Planning Commission met in a regular meeting on Tuesday, September 18,
1984, in the City Council Chambers, with Chairman Berg presiding.
1. Call to Order at 7:04 P.M.
2. The Pledge of Allegiance to the Flag was observed.
3. The following Commissioners were present: Commissioners Shaw, Tapp,
Medina, Remy, Schuelke, Thompson and Chairman Berg.
Item No. 1
The Minutes of the Regular Planning Commission Meeting of September 4,
1984, were approved with the following addition and deletion.
Item No. 2 - addition. Proposed construction of 25 single
family homes on already subdivided lots (84 -SP -8 - Dean
Burch). Commission felt that since both houses in question
are vacant (one in escrow), the street numbers could be
modified and brought into conformance with the rest of the
houses in the area. The location ofthese two houses is 9th
and 10th Place, West of Elm Avenue;
Item No. 3 - deletion. Eight (8) lot subdivision - Tract 20337
(formerly known as Tract 18414 and 9940) W. J. McKeever, Inc.
84 -TM -2. It was requested by Commission, that Mr. Irish
Mitchell's statement pertaining to this item be stricken from
the minutes.

Staff Report Re:

- Meeting of 9/18/84 -
Illegal garage conversion to provide living quarters for a housekeeper
hired to care for a paraplegic daughter (Svetana Stevens - 84- SP -4).
Planning Director Larson presented the staff report on this item explain-
ing the status in detail outlining the conditions of approval.
Mr. Dean Lowe, of Beaumont, an interested party and neighbor explained
Mrs. tevens' situation informing Commission that she had been trying
to meet requirements as presented by the Social Services; however, there
had been some misunderstandings.
Much discussion was had by the Commission with questions being asked of
Mr. Paul Turner, Building Inspector for the City of Beaumont.

That a Conditional Use Permit is hereby granted for the de-
tached converted garage unit for a "Second" Residential Unit
as provided by California Government Code Section 65852.2.
Motion carried with the following roll call vote:
AYES: Commissioners Shaw, Tapp, Medina, Remy, Schuelke, Thompson,
and Chairman Berg.
NOES: None.
ABSTAIN: None.
ABSENT: None.
Staff will prepare the Conditional Use Permits with a letter to appli-
cant informing her of the action of the Commission and further, that
there will not be any problem in the event of the sale of the said pro-
perty at some future time.
Item No. 3
A Mini - Warehouse Storage Facility consisting of six (6) buildings with
a total of 42,300 sq. ft. (Jack T. Smith 84- SP -7).
Planning Director Larson presented the staff report on this project re-
commending approval of 84 -SP -7 subject to the attached standard con-
ditions.
Mr. Jack T. Smith, 37655 Golden Valley Lane, Cherry Valley, informed
Commission that: there would be sufficient ventilation done by an
engineer; fire protection will be cleared with the fire department; will
have strip lighting in the bigger buildings; there will be a concrete
block wall around the lot; will have landscaping. Mr. Smith further in-
formed Commission that he hadn't refined the details of the office and
residence until he gets the general plot map approval.
On motion by Commission Thompson, seconded by Commissioner Schuelke, the
Planning Commission approved 84 -SP -7, subject to the attached standard
conditions.
Motion carried with the following roll call vote:
AYES: Commissioners Shaw, Tapp, Medina, Remy, Schuelke, Thompson,
and Chairman Berg.
NOES: None.
ABSTAIN: None.
ABSENT: None.
Item No. 4
Zone Change to R -3 was accepted by the City on May 19, 1980 with no
action taken - annexation to the City on April 14, 1980 (Stuart L.
Buckalew 84- RZ -1).
Planning Director Larson presented the staff report on this item recom-
mending approval of the Negative Declaration and approval of Zone Change
80 -RZ -1.

It was requested by the Planning Commission that a public hearing be
set for the second meeting in October to review Ordinance No. 590 or
that Commission will start revising Ordinance No. 490 at this time.
There being no further business before the Planning Commission, the
meeting adjourned at 8:00 P.M.
