HomeMy Public PortalAbout10/16/1984BEAUMONT PLANNING COMMISSION MINUTES OF OCTOBER 16, 1984 The Planning Commission met in a regular meeting on Tuesday, October 16, 1984, in the City Council Chambers, with Acting Chairperson Schuelke presiding: 1. Call to Order at 7:05 P.M. 2. The Pledge of Allegiance to the Flag was observed. 3. On Roll Call the following Commissioners were present: Commissioners Shaw, Tapp, Medina, Remy, Thompson and Acting Chairperson Schuelke. Chairman Berg arrived at 7:13 P.M. and thereafter conducted the meeting. Item No. 1: The Minutes of the Regular Planning Commission Meeting of October 2, 1984, were approved as submitted. Item No. 2: Proposed development of 203 space mobilehome park with clubhouse, swimm- ing pool and open space /recreation area (Robert Watt - 84- SP -10). Planning Director presented the project analysis, conditions of approval and recommendation in their entirety outlining the two site plan maps which he had placed on the wall for the Commission's convenience. He noted that line 15, paragraph 1, the word "danger" should read "design ". He explained that an amended set of conditions were distributed at this meeting to replace the conditions that were originally attached to the packet for this project. After much discussion, Chairman Berg then ask if there was anyone from the audience wishing to speak: Mr. Bob Kipper, J. F. Davidson Associates, and Engineer for Mr. Watt commented: no problem with the conditions; would like to see the wall put in on the easterly side of Orange, subject to the City Engineer's approval; this is a park not a subdivision and would have renters not owners; owner would be consistent in the fencing dividing the mobile - homes. Mr. Norm Davis, City Manager, stated that the City Attorney requested that we stop using the language "Ordinance No." since all ordinances have been codified, it should now be referred to as Beaumont Municipal Code. Sections and chapters should also be referred to as Beaumont Municipal Code. When adopted, Ordinance 590 will become Title17 of the Beaumont Municipal Code. Mr. Davis then questioned Ordinance 572 re- ferred to in the staff report as to whether it was the correct Ordinance. Planning Commission Minutes of October 16, 1984 Page 2 Item No. 3: Planning Director Larson explained the proposed ordinance and how it re- lates to the General Plan in its entirety answering questions from the Commission. Mr. Larson commented that he would like to have a public hearing at the Commission's next meeting. He pointed out a typo on the title of Property Ordinance 590, which should read "Proposed" not "Property ". Informational: There was some discussion pertaining to tenants in buildings before com- pletion. Planning Director Larson explained that a temporary occupancy license is issued after being,reviewed by the engineering, planning and building department to see what conditions have been or have not been met. An agreement is then drawn up with the applicant providing for com- pletion of the conditions not met in a specified time - then a posting of either a cash bond or letter of credit is necessary before tenants can be granted occupancy. It is the contractor's responsibility to make it safe enough for use. There being no further business before the Planning Commission, the meeting adjourned at 8:16 P.M.
