MINUTES OF
NOVEMBER 20, 1984
The Planning Commission met in a regular meeting on Tuesday, November
20, 1984, in the City Council Chambers, with Chairman Berg presiding:
1.. Call to Order at 7:05 P.M.
2. The Pledge of Allegiance to the Flag was observed.
3. The following Commissioners were present:
Commissioners Shaw, Medina, Temy, Thompson and Chairman Berg.
Commissioners Tapp and Schuelke were excused.
Item No. 1:
The Minutes of the Regular Planning Commission Meeting of November 7,
1984 were approved as submitted.
Item No. 2:
Proposed Parcel Map No. 20539 (84- PM -3).
Michael and Guitana Baldi - 1264 Euclid Avenue.
Chairman Berg opened the public hearing at 7:06 and Planning Director
Larson presented the staff report, project analysis, conditions of
approval and recommendation pertaining to this project.
Those speaking from the audience were:
Mr. Larry Popp, Civil Engineer with Gabel, Cook & Becklund, Inc., in-
formed Commission that he was there to answer any questions they might
have. He stated that he had one question pertaining to the conditions
of approval which was #11 - wanted to know if the Planning Staff had
received anything from the Flood Control District. Further, if the
Flood Control District has any requirement(s) which they ( Baldi) might
disagree with, would they have a chance to challenge it before the next
City Council's meeting.
Planning Director Larson informed Mr. Popp that Flood Control District's
recommendation are "in stone" and that planning staff cannot counter-
mand them at all.
Chairman Berg then closed the public hearing at 7:15 P.M. and the matter
was then turned back to the Commission for discussion.
On motion by Commissioner Thompson, seconded by Commissioner Remy that
Planning Commission recommend to City Council adoption of Parcel Map No.
20539 (84 -PM -3) subject to the attached conditions and approval of Nega-
tive Declaration No. 84- ND -32. Motion carried unamiously with the
following roll call vote:
AYES: Commissioners Shaw, Medina, Remy, Thompson and
Chairman Berg.

Chairman Berg opened the public hearing at 7:17 P.M. and Planning Di-
rector Larson presented the staff report, project analysis, conditions
of approval and recommendation pertaining to this project.
Those speaking from the audience were:
Mr. Darrell Keller, Project Manager for Mini -Max Self Storage. He in-
formed Commission that he was there to answer any questions and that
they would comply with the Conditions of Approval.
The Commission questioned the Fire Department's requirements as to the
amount of fire hydrants that was required for this project. They felt
there could have been a mistake in the calculations and suggested that
Mr. Keller contact a Mr. John Minjares at 845 -3718.
Chairman Berg then closed the public hearing at 7:28 P.M.
On motion by Commissioner Medina, seconded by Commissioner Thompson,
the Planning Commission approved Site Plan No. 84 -SP -11 and recommended
to City Council adoption of Negative Declaration 84- ND -30. Motion
carried unamiously with the following roll call vote:
AYES: Commissioners Shaw, Medina, Remy, Thompson and Chairman
Berg.
NOES: None.
ABSTAIN: None.
ABSENT: Commissioners Tapp and Schuelke.
Item No. 4:
Proposed Zone Change (84- RZ -6), Conditional Use Permit
No. (83- CUP -4) and Site Plan (84- SP -12) to permit
proposed development of (191) space mobilehome park.
Chairman Berg opened the public hearing at 7:29 P.M. and Planning Di-
rector Larson presented the staff report, project analysis, conditions
of approval and recommendation in its entirety. Mr. Larson pointed out
that in the staff report next to Location - it should read "Southeast"
not "Southwest ".
Those speaking from the audience were:
Mr. Tom Shelton, 11622 Seacrest Dr., Garden Grove, Ca. 92640, addressed
the Commission stating that: does not want a public street going through
his project - thought it has been agreed by the City Engineer and staff
that the street would be shifted over in order to preserve the integrity
of the park; had met with Ken Edwards of Flood Control and was assured
by him that the culvert would not be done in such a manner as to deny him
access to the property; no need for a service road; did anticipate that
he would have to put in lights; thought width of road would be 66' in-
stead of 88'; will stipulate to a continuance of the hearing to Decem-
ber 4, 1984.
After much discussion, the Commission agreed that this item should be
continued and on motion by Commissioner Remy, seconded by Commissioner
Shaw, this matter was continuedto December 4, 1984 in order to give

Item No. 5:
Discussion of additional information to be reported to
City Council in re: New Title 17 Zoning Ordinance.
No comments nor written reports submittted at this time.
There being no further business, the meeting adjourned at 8:14 P.M.
