AGRICULTURAL ADVISORY COUNCIL ORLEANS TON CLERK

MINUTES OF SEPTEMBER , 2016 L
The meeting was called to order at 3:35 pm. Present were David Light (Chairman), Barbara
Dean, Steve Ellis, and Gretel Norgeot.
With the correction of the barn inspector's name (Boucher not Bouchez), the minutes of the
March 14, 2016 meeting were approved by a vote of 4-0-0.
G. Norgeot reported on developments at the newly built Fresh Collective farm stand. It will be
managed by Jeff Putnam. Norgeot reported also on the Orleans Farmers' Market's application
for non-profit status.The application has been in the hands of the IRS for several months; she
awaits their decision.
S. Ellis reported that there have been at least two cash box thefts from Orleans farm stands
operating on the honor system. One was from Judy Scanlon's stand; one was from his own.
John Jannell visited the meeting to bring the Council up to date on the proposed vehicle
easement at Putnam Farm. Eversource has given its approval. We are now waiting on approval
from the County Commission.
The Council reviewed the portions of the Orleans Comprehensive Plan that pertain to
agriculture.The Plan was developed by the Planning Board, adopted by Town Meeting in 1999,
and updated in 2006. Regarding land use, Chapter 4 sets as a goal "to preserve and enhance
agricultural uses that are environmentally compatible with Orleans' natural resources in order
to maintain opportunities to enjoy the traditional occupations, economic diversity, and scenic
resources associated with agricultural lands."
D. Light raised the question of a winter cover crop at Putnam Farm; however, the Council did
not express interest in that possibility.
Meeting adjourned at 4:45pm by a vote of 4-0-0.
